About this file
This is a Phase 1 Solicitation for Offers (SFO LI-14174) issued by Naval Facilities Engineering Command (NAVFAC) Northwest seeking to lease temporary space near Puget Sound Naval Shipyard (PSNS) in Bremerton, WA to support the Shipyard Infrastructure Optimization Plan (SIOP). The solicitation seeks space in four categories: General Warehouse Space, Administrative Space, Industrial Space, and Laydown Space, with all spaces required to be within 40 miles driving distance of PSNS.
The solicitation follows a two-phase process, with Phase 1 responses due by February 21, 2025 at 2359 Pacific Time. Phase 1 requires offerors to complete a spreadsheet detailing available space information including location, function, square footage, timing, pricing per square foot, year built, occupancy readiness, seismic certification, and parking availability. Questions are due by February 17, 2025. Only offerors who participate in Phase 1 will be eligible for Phase 2, though participation in Phase 1 does not obligate offerors to participate in Phase 2. The government will accept both existing space and build-to-suit proposals. Phase 2 will involve down-selection and more detailed requirements, though the government is not required to proceed to Phase 2 if insufficient suitable space is identified in Phase 1.

Introduction
The Department of the Navy (DON), on behalf of the Naval Facilities Engineering Command (NAVFAC) Northwest, is issuing this Solicitation for Offers (SFO) to address the growing operational requirements associated with the Shipyard Infrastructure Optimization Plan (SIOP) at the Puget Sound Naval Shipyard (hereby known as “PSNS”) in Bremerton, Washington. As part of this critical initiative to modernize and expand the shipyard’s capabilities, the DON is seeking to lease temporary space to accommodate various operational functions during the infrastructure upgrades.
The SFO follows a two-phase selection process, with Phase 1 designed to gather and evaluate information about available spaces that may meet the needs of the SIOP mission. The intent of Phase 1 is to identify potential Offerors and available spaces, which will help refine the requirements for submission to Phase 2.
Through this solicitation, the DON seeks to lease space in four (4) key categories: General Warehouse Space, Administrative Space, Industrial Space, and Laydown Space. Offerors who can provide temporary leased space or propose Build-to-Suit solutions are encouraged to submit their available options, allowing the Government to maintain operations seamlessly during the duration of SIOP construction.
The successful execution of this leasing initiative is essential to ensuring that PSNS remains operational while undergoing critical infrastructure improvements. The leased spaces will support the shipyard’s efforts to maintain fleet readiness and enhance mission effectiveness as the Navy modernizes its facilities to meet future defense needs.
Summary of the Shipyard Infrastructure Optimization Plan (SIOP) at Bremerton The Shipyard Infrastructure Optimization Plan (SIOP) is a critical initiative by the U.S.
Department of the Navy (DON) designed to address the modernization and expansion of facilities at the PSNS in Bremerton, WA. SIOP is aimed at enhancing the ability of the shipyard to maintain, repair, and modernize the Navy’s fleet by upgrading outdated infrastructure, increasing capacity, and optimizing the operational efficiency of the facility.
At Bremerton, the SIOP includes the development of state-of-the-art facilities that will support ship maintenance and overhaul capabilities, as well as the integration of modern technologies and equipment. The optimization will help improve the Navy’s ability to meet growing demands for fleet readiness and to support the Department’s strategic defense objectives.
As part of this plan, the DON seeks to lease temporary spaces to accommodate various operational requirements during the SIOP construction and facility upgrades. These leased spaces will allow the shipyard to maintain operations without disruption while critical infrastructure improvements are being made.
Solicitation Overview
This solicitation will be conducted in a two-phase selection process. The objective of Phase 1 is to identify available spaces that meet the Government’s requirements and to refine the space needs and required information for Phase 2. During Phase 1, the Government is not down-selecting Offerors but rather gathering information regarding available space that could potentially meet the needs for the SIOP at PSNS.
Phase 1 is focused on gathering information from potential Offerors about available spaces, such as warehouse, administrative, industrial, and laydown spaces. Offerors who submit their information as part of Phase 1 will not be obligated to participate in Phase 2. If insufficient space is identified during Phase 1, the DON may opt to forgo Phase 2 altogether.
Phase 1 Overview The Government is seeking to lease space in four distinct categories:
1. General Warehouse Space
2. Administrative Space
3. Industrial Space
4. Laydown Space
In Phase 1, the Government is not requesting fully detailed proposals. The objective is to gather a broad array of space options that could potentially meet the requirements of the SIOP mission.
Offerors are required to submit basic information about the available space, including location, size, availability, pricing estimates, and any other relevant details.
Additionally, the Government is open to Build-to-Suit proposals if the timing aligns. Offerors are asked to identify which type(s) of space they can provide and provide information on the space availability. For Offerors providing land available for build to suit; please include any information related to this, to include proposed timelines, permit requirements, and potential size as part of the Site Plan.
Phase 1 Instructions to Offerors Offerors interested in participating in Phase 1 shall complete Attachment 1 only and Attachment 2, as needed. During Phase 1, no additional information is required.
Attachment 1 – Available Space Spreadsheet o Location: Provide the physical location of the available property.
o Function: Indicate which of the four space requirements (General Warehouse, Administrative, Industrial, or Laydown) the space can accommodate. DON understands that locations may accommodate multiple functions; to accommodate this, Offerors shall list the location of the property and submit the square footage for each function on a separate line. Each line should only have a single function selected.
o Size: Specify the available square footage for the function selected.
o Timing: Indicate when the space will be available for lease.
o Pricing per Square Foot: Provide an estimated cost per square foot. Note that prices may be adjusted in Phase 2.
o Year Built: State the year the space was built.
o Habitable: Indicate whether the space is occupancy-ready or requires significant improvements prior to occupancy.
o Seismic Certificate: Indicate if a seismic certificate is available for the space.
o Parking Spaces: List the number of available parking spaces.
o Additional Information: Include any other pertinent details that may be relevant to the Government.
The below screenshot shows an example of a property that could accommodate both Admirative and Warehouse Space. The total space available is 75,000 square feet (25,000 sqft of administrative space and 50,000 sqft of warehouse space).
Site Plan and/or Floor Plan o Provide any available site or floor plans for the property. If such plans are unavailable, please state this and provide a statement that the plans are not currently available.
