About this file

This document is Amendment No. 2 to Phase One of Solicitation for Offers (SFO) LI-14174, issued by the Naval Facilities Engineering Command Pacific for Administrative, Warehouse and Storage Space at Puget Sound Naval Shipyard & Intermediate Maintenance Facility in Washington.

The amendment primarily consists of 76 questions and answers related to the solicitation, with most responses indicating that detailed information will be provided in Phase 2. Key clarifications include: participation in Phase 1 is required to be eligible for Phase 2 but registration in SAM.gov is not required for Phase 1; offerors only need to complete and email the spreadsheet for Phase 1 submission; and the Navy is intentionally not specifying square footage requirements in Phase 1 to "cast as wide a net as possible" in assessing available spaces. The amendment also provides instructions for submitting large files through the DoD Safe File Exchange website and confirms that this SFO supersedes previous related solicitations (N4425524RP00022 and N4425524RP00023). Questions should be submitted via email to Zachary Schuhart and Barbara Buckhalter, with "SFO LI-14174" in the subject line.

SFO LI-14174:

Questio n

Offeror Question DON Response

1 When does the DON want to occupy the space?

This information is not available in Phase 1, but will be available in Phase 2.

2 What is the difference between warehouse and industrial?

Warehouses are primarily used for storage and distribution of goods, while industrial spaces are used for manufacturing, production, or processing. Phase 2 of the SFO will describe the Government’s requirements for industrial space.

3 Is NAVFAC open to an acquisition-based leasing structure where Offerors acquire property(ies) to offer the same or build-to-suite (BTS) proposals? Is there any specific property criteria or preferences that should guide this acquisition strategy?

What is the appropriate process for submitting a formal proposal for consideration?

Yes. Phase 2 will provide instructions to Offerors that describe the Government’s requirements which must be met for a formal proposal to be considered. Phase 2 will provide instructions for how to submit a formal proposal for consideration.

Offerors are encouraged to submit a proposal in Phase 1.

4 Where can people send their questions about this solicitation?

Within the solicitation itself (in the attachment) on SAM.GOV, we list Zach Schuhart’s and Jason Nanni’s email addresses and also state that questions are due by 17 Feb. Questions and submissions can also be submitted to Barbara Buckhalter at Barbara.Buckhalter@salasobrien.com.

5 It looks like respondents just fill out the spreadsheet, email it as instructued to submit for Phase 1-

- i.e., they do not have to be registered in SAM to respond?

Correct.

6 There's no mention of individual sq footage totals sought among your four categories, nor total square footage overall sought— correct? I didn't miss that?

What's the overall total we're looking for? Is that still getting scoped / dialed in?

That is correct. We are asking for what is out there without laying out too many specifics of what we want. This allows us to cast as wide a net as possible in assessing what spaces are available. Once we know what is available, we can start to determine what could meet DON needs. Offerors are to provide the square footage they have available in their response.

7 Phase 1 is not required for Phase 2?

Correct.

8 I have sent over several properties over the last few months. Do I need to re- send a list?

Yes. This is a new solicitation that is not associated with previous market surveys, request for information (RFIs) or solicitation for offers (SFOs) that are closed.

9 Is this SFO a separate/different request from the two previous SFOs that also request info about potential leasing space for SIOP near Bremerton (N4425524RP00022 Warehouse and Outside Lay-down Space PSNS & IMF and N4425524RP00023 Admin Training Space PSNS & IMF)?

Solicitation for Offers (SFO) LI-14174 is new, and the only active leasing opportunity with the Department of the Navy at this time. It is intended to supersede previously published inactive SFOs. This new SFO will be conducted in two phases. Interested parties and Offerors are encouraged to review the active Phase 1 SFO LI-14174 for details on the SFO, how to participate in Phase 1, and the point of contacts available for addressing any and all questions and clarifications.

10 Does this new SFO mean the Navy needs more Administrative, Warehouse, Industrial, and Laydown Space for SIOP in addition to what were listed in the two previous SFOs, or is this an adjusted request followed by N4425524RP00022 and

N4425524RP00023?

Solicitation for Offers (SFO) LI-14174 is new, and the only active leasing opportunity with the Department of the Navy at this time. It is intended to supersede previously published inactive SFOs.

11 What happened to the N4425524RP00022 and N4425524RP00023 SFO then?

The two referenced solicitations are closed and inactive. This new and active Solicitation for Offers (SFO) LI-14174 is intended to supersede previously published inactive SFOs.

12 Has the Navy decided to rent any property to support SIOP-related operations after seeking enough information from the current market/potential property owners via the two SFOs? If so, where are they?
