About this file
This is a Request for Quote (RFQ) for bat guano remediation services issued by the U.S. Air Force to women-owned small businesses (WOSB). Solicitation number FA469026Q0006 was issued on February 5, 2026, with quotes due by February 16, 2026 at 1:30 PM local time. The Air Force Installation Contracting Center (AFICC) at Ellsworth Air Force Base, South Dakota is the contracting activity. The requirement is for one firm fixed-price job of bat guano remediation services to be performed in accordance with a Performance Work Statement dated November 21, 2025. The contractor must provide all personnel, materials, transportation, labor, and management necessary to complete the remediation work. Performance must be completed within 60 calendar days from the date of award. Inspection and acceptance will occur at the destination location (Ellsworth AFB, 28 CES CEN, 2125 Scott Drive, Ellsworth AFB, SD 57706-4711). The North American Industry Classification Standard (NAICS) code is 561720 with a size standard of $22,000,000. This is a 100 percent set-aside for WOSB with a budget ceiling of $22,000,000.
Quotes must be submitted via email and include a completed SF 1449, detailed plan for accomplishing the work with examples of similar remediation work, representations and certifications, and any exceptions to contract terms with rationale. A mandatory site visit is scheduled for Wednesday, February 9, 2026 at 9:30 AM MDT. All questions must be submitted in writing by February 11, 2026 at 1:30 PM MDT to SrA Vaishali Upadhyay (vaishali.upadhyay.1@us.af.mil) or Jason Wright (jason.wright.30@us.af.mil). Evaluation will follow a four-step process: verification of responsiveness to the Addendum to FAR 52.212-1, ranking by total evaluated price, technical acceptability review against the PWS starting with the lowest-priced offer, and a best value determination. The contract incorporates extensive FAR and DFARS clauses including requirements for service contract labor standards, cybersecurity compliance, prohibition on covered telecommunications equipment, and various certifications regarding foreign persons and compensation of former DoD officials.

Foreign person means any person other than a United States person.
Specified Federal procurement payment means any payment made pursuant to a contract with a foreign contracting party that is for goods, manufactured or produced, or services provided in a foreign country that is not a party to an international procurement agreement with the United States. For purposes of the prior sentence, a foreign country does not include an outlying area.
United States person as defined in 26 U.S.C. 7701(a)(30) means
(1) A citizen or resident of the United States;
(2) A domestic partnership;
(3) A domestic corporation;
(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 701(a)(31)); and
