About this file

This is a Questions and Answers document for a bat guano remediation contract issued by 28 Civil Engineering Squadron (28 CES).

The project involves cleaning approximately 2,000 square feet of attic space distributed across multiple buildings, with completion assessed based on guano presence rather than total square footage cleaned. The affected areas are highly concentrated in specific locations, not distributed throughout entire attics. All attics have ample clearance for standing in affected areas. The existing insulation consists of fiberglass batts, which must be removed and replaced with fiberglass batts only—blown-in insulation is not acceptable. Sporicidin® (EPA Reg. No. 8383-3) is approved as a disinfectant without requiring additional encapsulants. Contamination is limited to attic areas only; walls and ceilings are not affected. The contractor is responsible for making hazardous waste determinations for bat guano and contaminated insulation. Current R-value of existing insulation is unknown; replacement insulation must meet or exceed existing R-value per PWS 3.3.4. The project timeline allows 15 days after contract award to coordinate a start date, with work completion required within 45 calendar days of the determined start date, for a total delivery schedule of 60 calendar days from award. The start date may be scheduled beyond the initial 15-day coordination window pending government coordination. Work hours are 0600–1800 Monday through Friday as an authorized work window; weekend work requires prior coordination with the contracting officer. This is a new requirement with no incumbent or similar past services. The project is subject to Service Contract Act wage determination classification 99410 (Pest Controller) and EO 13706 paid sick leave requirements. Floor plans and attic layout drawings are available to assist with estimating access, square footage, and material quantities.

Bat Guano Remediation Questions

Question for 28 CES:

1. What is the sq footage of attic space in each unit that needs to be cleaned? Roughly 2000sf will need full cleaning, including insulation replacement. This is distributed across all buildings. NOTE: this figure is an estimate, and project completion will be assessed based on the presence of guano, not total sf cleaned.

2. What type of insulation is in the attic space? (fiberglass batts or blown in) Fiberglass batts

3. If it is blown-in, can we use a vacuum system to remove the affected insulation? N/A

4. Are we ok to replace any removed insulation with blown in insulation, either fiberglass or cellulose? No. Fiberglass batts shall be used to replace all removed insulation.

5. Are there any pictures of the impacted areas? Yes, please see attached.

6. We plan to use Sporicidin® (EPA Reg. No. 8383-3) for a disinfectant. We want to make sure this is sufficient. Would you require any type of encapsulant after cleaning is complete to seal in any residual spores? Yes, this is sufficient without additional encapsulants.

7. SD doesn't have any waste disposal requirements for bat guano. Does this eliminate the need for waste slips from the landfill? So long as all applicable codes and regulations are adhered to, these are not needed.

8. The contract says we have 45 days to complete the project. Is that 45 working days from the beginning of the project? 45 calendar days from the notice to proceed.

9. Do you have any photos of the attic, particularly showing the extent of the contaminated areas? See attached.

10. Can you describe the access and attic height? As you can imagine, pricing would be different if someone can easily walk around in the attic areas, compared to having two feet of clearance and performing the remediation on one's back the entire time.

All attics have ample clearance for standing in all affected areas.

11. Can you also include information as to the amount and type of insulation in the attic, as it will likely need to be replaced in several areas? The attic surface is covered in fiberglass batts.

12. What are size of the three buildings in terms of square footage? Estimates are ok.

See question 1.

13. Are there any concerns of contamination outside of the attic areas, such as walls, ceilings, etc., that need to be addressed? No.

14. The last time we put our bid in, our bid included an estimate for total attic area. For this current bid, should I assume total attic space is affected, or only specific areas in the attic? The affected areas are highly concentrated in specific locations. Do NOT assume that the entire attic is affected.

15. Are there any pictures available? Yes, see attached.

16. For clarification and accurate pricing/compliance planning, we respectfully request confirmation on the following items: For clarification and accurate compliance planning, please confirm the waste classification for the bat guano and contaminated insulation. If a hazardous waste determination has been made, please provide the classification and any applicable waste codes. If not, please confirm whether the contractor is responsible for making the hazardous waste determination. Contractor is responsible for making hazardous waste determination.

17. PWS 1.4 lists work hours as 0600–1800 Monday through Friday. Please confirm whether these are mandatory work hours or the authorized work window. If weekend work is required to meet schedule, does this require prior approval (special work hour request)? This is the authorized work window. If you need additional time on weekends, please coordinate directly with the contracting officer.

18. PWS 3.3.4 requires replacement insulation to meet or exceed the existing R-value.

Please confirm the current installed R-value of the insulation to be removed (if known). Unknown

19. Are current floor plans or attic layout drawings available to assist with estimating access, square footage, and material quantities? Yes, see attached.

20. PWS 1.3 states the contractor has 15 days after award to coordinate a start date and that work must be completed within 45 days of the determined start date. SF1449 indicates a delivery schedule of 60 calendar days from date of award. Please confirm that the 60 calendar days reflect the 15-day coordination period plus the 45-day performance period. Additionally, please clarify whether the coordinated start date must occur within the initial 15-day coordination window, or if the start date may be scheduled beyond that period with the 45-day performance duration beginning on the agreed start date. The start date may be scheduled past the 15-day coordination window, pending coordination with the government. The sixty calendar days period is the sum of these periods.

Question for CONS:

21. Under the applicable Service Contract Act wage determination, classification 99410 (Pest Controller) is listed. For clarification and accurate pricing, please confirm that 99410 is the intended classification for the full scope of work, including bat guano removal, contaminated insulation removal, and insulation replacement. If portions of the work are considered to fall under a different classification, please advise whether an additional classification request (SF-1444) would be required or if another existing classification would be used.

The Employee Class given in FAR Clause 52.222-42 identifies the classes of employees anticipated to be employed under the contract and give wages and benefits if they were employed by the contracting agency. As stated in the clause, this statement is for information only and is not a Wage Determination.

The Government is not directing a specific wage classification. If the contractor elects to use a different classification code, it is their prerogative. It is the contractor’s responsibility to pay employees in accordance with the prevailing wage determination.

22. If 99410 is the correct classification, can you confirm the rate? It seems to be listed as two different rates, One in the PWS and the other in the Wage Determinations.

See question 22.

23. Under the applicable Service Contract Act wage determination for classification 99410, please confirm the required fringe benefit structure for this contract.

Additionally, please clarify the applicability of EO 13706 paid sick leave requirements.

For Wage classifications and fringe benefits, see question 22. Yes, EO 13706 is still applicable.

24. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

This is a new requirement and there is no similar past services or incumbent.
