About this file

This is Amendment 0005 to RFQ FA469026Q0006, issued by Ellsworth Air Force Base (FA4690) on March 11, 2026. The amendment extends the proposal due date from February 27, 2026 to March 19, 2026 at 1:30 p.m. MDT and revises the Addendum to FAR 52.212-1 (Instructions to Offerors—Commercial Products and Commercial Services) and FAR 52.212-2 (Evaluation—Commercial Products and Commercial Services). Questions must be submitted in writing to SrA Vaishali Upadhyay and Jason Wright no later than 1:30 p.m. MDT on March 18, 2026, and all questions will be submitted via email only. Offerors must submit quotes via email with a completed and signed SF 1449, technical plan, past performance examples, representations and certifications, and a cover letter detailing any exceptions to terms and conditions. Only one quote per vendor will be reviewed, and vendors agree to hold prices firm for 90 calendar days from the closing date.

The Government will award the contract to the responsible offeror with the lowest Total Evaluated Price (TEP) as defined by CLIN 0001, provided the proposal is technically acceptable and demonstrates acceptable past performance for similar remediation work. The evaluation process consists of five sequential steps: responsiveness review, ranking by TEP, technical acceptability assessment, past performance evaluation, and best value award determination. The Government intends to evaluate quotes and award without interchanges but reserves the right to conduct interchanges with any or all quoters at its discretion. All terms and conditions of the original solicitation remain unchanged except as noted in this amendment.

Evaluation Factors for Award

Header Miscellaneous Text (Modified):

ADDENDUM TO FAR 52.212-2 -- Evaluations -- Commercial Products and Commercial Services.

FA469026Q00060005

(a) The Government will award a contract resulting from this solicitation to a responsible offeror whose proposal conforms to the solicitation. The following factors will be used to evaluate offers: Price and Non-Price (technical and past performance).

Step 1: Evaluate all timely proposals for responsiveness in accordance with Addendum to FAR 52.212-1 par 1.2. All responsive proposals will proceed to Step 2.

Step 2: All responsive proposals will be ranked by Total Evaluated Price (TEP), from low to high. TEP is defined as the total amount of CLIN 0001.

Step 3: Evaluate the lowest TEP for technical acceptability. This will be accomplished by reviewing the offeror's technical plan against the PWS. If determined to be technically acceptable, move to Step 4. If determined not technically acceptable, return to Step 2 and evaluate the next lowest TEP.

Step 4: Evaluate relevant past performance. The Government will evaluate the offerors past performance for relevancy and assign a confidence rating of acceptable or unacceptable. Relevant past performance is considered performance of the same or similar remediation work by the prime or sub-contractor(s). If the past performance is determined to be acceptable, move to Step 5. If determined to be unacceptable, return to Step 2 and evaluate the next lowest TEP.

Step 5: A best value award will be made to the proposal with the lowest TEP, determined to be technically acceptable and with acceptable past performance.

(b) The Government intends to evaluate quotes and award a contract without Interchanges. The Government intends to evaluate quotes and award a contract without

Interchanges with quoters. However, the Government may conduct Interchanges with one, some, none or all quoters at its discretion.
