BUILDING 101 WATERPROOFING BY HANDICAP RAMP CONSTRUCTION

Statement of Work (SOW)

BACKGROUND

Building 101 on the NIST Gaithersburg campus was constructed in the mid 1960’s and includes administrative offices, conference, and dining facilities. During periods of rain, water leaks regularly occur in occupied basement areas on the northeast side of the building. Pressure injection grouting of concrete foundation walls has been tried as a remedial measure, but this has ultimately proven to be unsuccessful, and the water infiltration persists.

The areas of concern appear to coincide with the raised plinth areas enclosed by low retaining walls about three feet above the surrounding grade. Original construction drawings show a network of area drains connected to a storm sewer, stone drainage areas adjacent to the building and retaining walls, foundation drains along the main building walls, and grass in the remaining areas between the retaining walls and main building.

The original design has been compromised over time with addition of large trees and ornamental shrubs, and the removal of drainage stone at retaining walls. The drain systems for the raised area, retaining walls, and main building foundations have not been maintained; in some locations drains have been abandoned or removed.

In 2020 engineers McMullan & Associates completed construction documents including construction drawings and specifications to address remedial work necessary to address the water infiltration issues.

OBJECTIVES

Building 101 basement occupants, including DOC and NIST security offices, are regularly impacted by water infiltration during rain and snow events. In addition to the immediate safety concerns of puddling water, the continuing leaks are damaging the foundation walls and interior finishes.

This contract is intended to perform remedial work on existing retaining walls and footings, as well as the storm drain system and grading of landscape areas to alleviate existing water leaks which regularly occur in the B101 basement areas on the northeast side of the building.

SCOPE

Leak remediation modifications to exterior areas north and east of Building 101 to address water infiltration issues in areas below grade.

SECURITY

All contract employees shall obtain badges for this contract. The badge type is a (Green) Site Card/ Personal Identification (PIV) Card. Contractor shall allow for up to 90 minutes to collect a badge (M-F 9AM to 12:00 PM).

NIST will not provide escort services to the contractor during the performance of this contract.
