# Question Response 1 We hold a USACE MATOC/IDIQ contract. For that solicitation the contract office allowed for Key Subcontractors experience to be considered as the offeror’s contingent upon a letter of commitment from the Key Subcontractor stating, “unconditionally committing the key subcontractor to performance under this contract should it be awarded to the offeror.” Would NIST accept a Key Subcontractor’s experience?
NIST will only consider experience of the Offeror. This should include work completed by the Offeror in-house, or by another firm who completed that work while performing as a subcontractor to the Prime Offeror. Work completed by another firm, in which the Offeror did not serve as the Prime Contractor, will not be accepted as experience of the Offeror.

Factor 2 – Experience, ii: “2) The project must be performed in an operational (occupied) commercial, industrial, or Government research laboratory.” Question: Is it the Government’s intent that cited past projects must be performed in commercial, industrial, or Government research laboratories that are occupied? We understand spaces undergoing renovation should not be occupied by tenants while work is being performed.
Occupied is intended to mean the entire building is not vacated for the construction project.

5 Reference: RFP, L.1, b. Factor 2 – Experience, ii: “2) The project must be performed in an operational (occupied) commercial, industrial, or Government research laboratory.” Question: Will the Government accept past projects to upgrade building-wide utilities and fire safety/suppression systems at secure facilities dedicated to laboratory research? In the Statement of Work (RFP p. 9/76), the Scope includes: Fire alarm installation and modification, and fire suppression system installation and modification.
Factor 2 in part states, "(…..operational [occupied] commercial or government research laboratory.) If an offeror is planning on providing an exterior utility project at a laboratory facility that would not meet the requirement. A project that did utility work within a laboratory building would meet the requirement. The key is there are laboratories within the building. The projects must address at least six of the construction elements called out in Factor 2.ii.4 to be considered relevant.
6 Reference: RFP, Page 60, L.1.2.b – Factor 2 - Experience. Question: Will the government accept relevant past projects that were performed under a Joint Venture?

7 Reference: RFP, Page 61, L.1.2.d.i .1 “Offeror shall provide past performance information for relevant projects in the form of either a Contractor Performance Assessment Reporting System (CPARS) report or Past Performance Questionnaires.” Question: To avoid overburdening busy Government Acquisition Officers, will the Government accept submission of previously completed PPQs?
Previously completed PPQs will be accepted.
8 Reference: RFP, Page 61, L.1.2.d.i .1 “Offeror shall provide past performance information for relevant projects in the form of either a Contractor Performance Assessment Reporting System (CPARS) report or Past Performance Questionnaires.” Question: Do PPQs need to be sent directly to the Contracting Officer from the client or do offerors need to insert completed PPQs into the proposal submission?
See General Instructions section of the attached Past Performance Questionnaire template. Offerors should insert completed PPQs into their proposal submission.
9 Reference: RFP, Page 61, L.1.2.d.i .1 “If no CPARs is available, Offeror shall use the attached Past Performance Questionnaires (PPQs) (see attachments).” Question: Please provide the required PPQ Attachment.

10 Reference: Building 101 Waterproofing by Handicap Ramp Construction Statement of Work (SOW). Question: What is the estimated value of the SEED Project?
In accordance with FAR 36.204, Disclosure of the magnitude of construction projects, the SEED Project is estimated to be between $1M and $5M.
11 Reference: RFP – Section L.1 – III – Price Proposal Submission Requirements d. SAM Registration. Question: Please advise if Section K Representations, Certifications and Other Statements of Offerors is all we need to submit in response to SAM Registration?
Offeror shall include a copy of their current SAM registration.

Solicitation 1333ND22QNB190089 NIST General Construction IDIQ
12 Does the government have available attic stock for the granite and marble façade items that are to be removed as part of this project? No attic stock is available. Refer to response to Question #39.
13 Under specification section 01 5639 Temporary Tree and Plant Protection, 3.9 Repair and Replacement, para B. Trees. Please confirm that paragraph should read, “…more than 25% dead…”.
Yes, that is correct 25% dead.
14 Are we permitted to use a previously filled out PPQ? Refer to response to Question #4.
15 Can the bid date be extended to give subcontractors more time to estimate SOW? Proposal due date has been extended to June 7, 2022 at 3:00pm. See
Amendment 0001.
16 Can the due date be extended, since currently its due after a Holiday weekend? Refer to response to Question #15.
17 The project start date is 12.12.22 and the finish date is 5.31.23. How are we to address the influx of pricing for materials and labor for the extended time line on this project? Currently some suppliers are only holding there prices 2 weeks to 1 month and some are going out as far as 60 calendar days. Finally, the cost of living is rising rapidly and our employees need to put food on the table and pay bills.
How would you like us to address this situation?
This is a fixed-firm priced solicitation. All offerors are to provide a price proposal that accounts for all risks and related material issues as that firm deems appropriate. It is anticipated after award, NTP will be issued within 60 days. We have looked at the materials for this contract and determined economic price adjustment is not appropriate.
18 How many firms will be selected to be a part of this NIST IDIQ team? Per the Request for Proposal, the Government will contract with up to five offerors to provide general construction services via an IDIQ contract.
19 Is this project restricted to US Citizens and/or Legal Residents are OK? U.S. Citizens and U.S. Permanent Residents will be required to complete the necessary paperwork for badging. If badges are approved, persons will be able to work on the project. Non-Permanent Residents have additional security processes to clear to be granted access.
20 If a page is 11 x 17, will it count as 1 or 2 pages? One page.
21 NCCI provides a worksheet with your worker’s compensation experience rating but not an actual letter, will that suffice for submission? Yes.
22 Can there be another scheduled walkthrough so subcontractors have a chance to see the project? No.
23 Can you please share the list of site visit attendees? Yes. See Amendment 0001.
24 If a contractor has successfully completed extensive office space renovation projects at NIST’s Gaithersburg Laboratory and Research
Facility, can those projects be submitted as a relevant under Factor2- Experience, if they meet the relevant timeframe, cost, and construction element requirements?
Refer to response to Question #5. Simply doing work at a campus that has laboratories does not automatically meet the requirements for Factor 2.
The key is the building has to have laboratories. As the offeror is asking about NIST, some buildings at NIST it may not be obvious they have a laboratory but they do.
25 Reference: RFP, L.1, b. Factor 2 – Experience, ii: “1) The project must have been completed within the previous six (6) years from the date of this solicitation.” Question: Will the Government rate as acceptable relevant past laboratory renovation projects that achieved substantial completion in the last 6 years from the date of the solicitation?
The project has to be completed within the previous six (6) years from the date of the solicitation.
26 Will water be provided for this project or will GC be responsible for providing their own water? Contractor will be able to use water from Building 101 for construction but must use a backflow preventer. No meter is required.
27 Will there be available potable water from the building or immediate area for maintenance of existing, pruned or re-located plantings/trees?
Refer to response to Question #26.
28 In Section 011400, it is implied that this SEED project is to be completed during Government unoccupied hours, is that correct? Is this an off hours project? Please advise.
Paragraph 1.4C and D are deleted, reference attached revised specification.
Offerors are encouraged to read "Guidelines for Contractors and A/E Firms" section 15 with respect to noise. The whole contract is applicable to noise restrictions and any other out of hours issues. The contractors work methods will dictate when each provision is required.
29 Reference: Specification Section 013100 Project Management and Coordination. Question: Per paragraph 1.4.B we are to provide a Safety and Health Officer. Is this a separate full-time position or can the superintendent be the SSHO?
The specifications do not limit the person to performing only Safety and Health Officer duties.
30 Reference: Section L.1 – Instructions to Offerors III – Price Proposal Submission Requirements b. Cost Breakdown. Question: For equal bidding purposes - Can you please provide a Bid Schedule on how you would like this presented. Please advise.
Follow page 62 of 76 section L.1C24:C34 in the solicitation. There is no form provided.
31 Are substitutions allowed for spaced materials? No, unless specified otherwise everything is "or equal". See Specification 016000 section 1.2B.
32 Should the contractor assume there is no lead paint or asbestos? Refer to the attached Asbestos and PCB reports. There is no lead based paint (LBP) concerns.
33 Will the contractor be able to use a small excavator along the outside basement wall for excavator or would it be all hand excavation due to many utility lines as indicated in the SOW
Contractor shall determine their means and methods to satisfy the requirements of the contract safely per OSHA 1926.
34 Will water remediation methods be required in case of unanticipated weather events during construction? Refer to the attached Addenda to specification 312000 35 Are any limits placed on open trenches on a day to day basis? In other works can we have more then 20 feet per day and/or can we open up all trenches at once?
Refer to drawing CE501 general note 8B which states "TRENCHES FOR
UTILITY INSTALLATION SHALL BE BACKFILLED, COMPACTED, AND
STABILIZED AT THE END OF EACH WORKING DAY. NO MORE TRENCH SHALL
BE OPENED THAN CAN BE COMPLETED THE SAME DAY."
36 The LOD parallels the sidewalks and we have work at the sidewalk area in 2 locations, should wood matting be placed over the existing concrete sidewalk to reach the green area between the concrete sidewalk and the building so that we can commence with clearing, demolition, excavation and moving soils to the stockpile area?
The contractor is responsible for protecting existing surfaces.
37 This site improvement drawing does not show any limits of disturbance for new work at the main entrance left, right or at the main entrance?
The limits of disturbance should extend around the main entrance as shown in drawing WP-101.
38 The drawing shows the main face retaining wall to be removed and replaced and no returns at the HC ramp, main steps and side building steps, is this the case with no work at all of the retaining wall wingwall returns?
The handicap ramp walls, main steps, and side building steps are existing to remain per drawing S101.
39 Are there other stockpile areas available onsite? At this time, we can not set aside a fixed location for laydown or soil storage. For the purposes of offering on this RFP, offerors are to consider a laydown area and/or storage area that will be up to 1 mile away (one way) from the construction site. The laydown area will be on NIST campus in Gaithersburg, MD
40 Spec 312000, section 3.18, states (A) “Remove surplus satisfactory soil…, off Owner’s Property.” but also states (B) “Transport surplus satisfactory soil to designated storage areas on the Owner’s property.” Please clarify how surplus soil should be handled.

41 Can part of the parking lot be devoted to a storage container supplied by the GC to house project materials etc.? Refer to response to Question #39.
42 Please define where the contractor laydown area will be located. Refer to response to Question #39.
43 See attached Drwg 101-1257. Will this area be closed for parking and available as a construction staging area? Refer to response to Question #39.
44 Will there be a lay-down area made available in an adjacent parking lot or other area near the project site? Refer to response to Question #39.
45 Can a jobsite dumpster be stored onsite to get rid of jobsite debris or fill etc.? Refer to response to Question #39.
46 Please define where the contractor laydown area will be located. Refer to response to Question #39.
47 Spec 312000, section 3.18, states (A) “Remove surplus satisfactory soil…, off Owner’s Property.” but also states (B) “Transport surplus satisfactory soil to designated storage areas on the Owner’s property.” Please clarify how surplus soil should be handled.

48 Will you be designating a lay-down area for the contractor? Refer to response to Question #39.
49 Where will contractors park? All contractors and visitors have to park in marked parking spots at NIST.
There are many marked parking spots near this construction site.
Depending on the time of day the person arrives, they may have a 5-10 minute walk from the nearest available parking spot.
50 Will storage for reclaimed granite be provided onsite? Refer to response to Question #39.
51 Is there an onsite dump site provided for displaced soil at NIST Campus? Refer to response to Question #39.
52 The Stock pile area will only hold about 100 cy yards at best, based on the excavation that will occur on site with the retaining wall and secondary wall at the building and the underdrain system with stone the displacement of soil materials is +/- 400 cy. What is to be done with the excess spoils?

53 In regards to item 12 above, if excess soils over and above the stock pile area are generated is there a disposal site located on site or will these spoils need to be removed off site? If any materials are to be moved do we have a planned path on campus for the trucks to use?

54 Having reviewed the erosion and sediment control general notes given on drawing CE501 paragraph #26 which states there is 20 cy of site cut, we have found that there is far more cubic yards of excavation to be cut and moved for this project. Please note that this relates to items 12 and 19 above. The stock pile area that is planned for the project is only about 1/4 the size needed if all excavated materials need to be placed in the single stock pile area. In addition there is no fill material listed for backfill, in the same note #26 it reads 0 cy for fill material.

55 Reference: Entrance Vestibule. Question: Per a Note on Drawing CE101 we are not to impede pedestrian traffic at the main entrance door. As we need to remove and replace the concrete slab and the sliding doors this entrance will need to be closed for a few days.
How much advanced notice will be required for this to happen?
Refer to the addendum to drawing WP506 regarding work at the main entrance sliding doors.
56 Will the Entrance to Bldg. 101 be required to remain open during construction at main entrance during construction? Refer to response to Question #55.
57 At the main entrance to the building once the excavation is completed an access bridge will need to be constructed to allow employees into the building unless an alternate path can be established. If this main entrance cannot be shut down for a period of time it will limit construction work to be preformed in a timely manner. Possibly the North Entrance could be used? Can an alternate path of access be provided?
Refer to response to Question #55. The drawings do not indicate an alternate path can be established.
58 The LOD is not shown at the main entrance of the building? Also there is no design shown for egress out of the building during construction? Are we to assume that we have access to this area to commence with excavation, concrete, waterproofing and granite work at any time? Is the work to be preformed in phases or on off hours?

59 How much demo, excavation can be done at a time before the full new system needs to be put back? Refer to response to Question #35.
60 Are there any specs or product data on the original stones that make up the building foundation and knee walls? Refer to the following link to the Historic Structures Report for Building 101.

61 Reference: Photo 2/S301. Question: This photo has a note that states “Remove smaller granite panels and replace with larger panel that matches the existing panels at other locations.” How many of these panels are to be replaced?
The contractor shall follow the drawings, however, we will accept reinstallation of the smaller panels.
62 Reference: Photo 2/S301. Question: This photo has a note that states “Remove smaller granite panels and replace with larger panel that matches the existing panels at other locations.” Can we be provided with a selection for the new granite panels, i.e.: color and quarry?

63 Reference: Cleaning of Granite & Marble panels. Question: At the site visit it was noticed that many of the granite panels and marble wall caps are discolored and damaged. Nothing in the documents address these issues. Will the granite and marble panels need to be cleaned and repaired?
Granite and marble shall be cleaned as outlined on sheet S002.
Replacement dutchman stone units shall be used to patch damaged stones as outlined on sheet S002.
64 There are a few cracked and broken granite wall pieces in the retaining wall, and during the demo and removal, very likely those damaged pieces will be unsalvageable. The retaining wall granite is historic or very old, and likely the same granite pieces are not available now. Therefore, pls provide an alternative method for replacement granite. This applies to the wall top marble pieces (or granite pieces) as there are also a few damaged top pieces.

65 Is the existing damaged Granite to be repaired or replaced and how will this be determined. Stones damaged or broken during removal shall be replaced at no cost to the Government. Contractor shall fabricate replacement dutchman stone units to patch existing stones.
66 Is there a record of quarry site to obtain replacement granite? Refer to response to Question #60.
67 During the walk through on 5.12.22 at 10 am the existing Granite and Marble panels were inspected and several show broken sections and cracks, are these panels to be reused?
Refer to response to Question #65.
68 Is there any details showing the attachment of the existing marble and granite stone to the existing concrete retaining wall? If this detail is available it would better advise us of how to remove these stone panels and save on breakage of these stone items.
Refer to the attached drawings titled "Building 101 - Marble Repairs" which were developed for a separate project at Building 101. Several stone attachment details are shown on DWG S501 in this reference drawing set.
This drawing shows foundation work and at the main entrance as well with a limit of disturbance line cutting Granite stone pavers in half. I would suggest that complete granite stone pavers be removed and to tooth the pavers length wise as well in lieu of cutting them in half in order to reuse the pavers.
Granite shall be removed to allow for reuse of existing materials to the greatest extent possible.
70 Does the project have an approved erosion and sediment control permit? Reference the attached MDE approval and stamped drawings.
71 Has NIST already applied for the Sediment and Erosion Control Permit, or will it be the contractor’s responsibility? Refer to response to Question #70.
72 Does the project have an approved erosion and sediment control permit? Refer to response to Question #77.
73 Is all of the hashed area labeled "SOD" going to be new sodded turf throughout? Yes, new sodded turf grass shall be installed as shown on drawing CS101.
74 Will the entire marked area for "AP" annual planting area going to get new 1 qt. plants sapced 12" o.c.? Refer to response to Question #70.
75 Are the plants to be replaced or reused? Plantings shall be in accordance with the Plant Schedule on drawing CS101.
Is Section 015639 Temporary Tree Protection intended to be used for the trees that are adjacent to the South Side of the project close to the (LOD) Limit of disturbance? The trees that are within the LOD all get removed so this section will not apply to the adjacent trees, correct? Please confirm or clarify.
Section 015639 Temporary Tree Protection does not apply to trees identified for removal on drawing CD101.
Reference: Annual Planting Areas. Question: Per Drawing CS101 there are two (2) areas that are indicated as annual planting areas. Per the plant schedule we are to install 870 1 QT. annuals, but there is no indication of what these annuals are to be. Please provide what type of annual plantings are to be included in our proposal?
Refer to attached addendum to CS101. The 870 EA one quart annual plants are removed.
Once the project reaches completion and per specification B-4-2 and B-4-3 Topsoil and Seed and Mulch are to be placed along with Testing oof the PH level in the soil between 6.0 and 7.0. Are we to assume that sodding is not required?
Refer to response to Question #73.
There is a tree located to the rear of the proposed stock pile area, are we to remove that tree or leave it and cover the tree roots with stock piled soils during construction?
Refer to response to Question #39. An additional stockpile location will be determined. The tree located within the stockpile location at the project site is to be protected during construction.
80 In order to access the basement wall from outside, we need to remove the existing ornamental plants/bushes, is that part of the SOW?
Yes, removal of shrubs/bushes to access the area of work in part of this requirement. Refer to drawing CD101.
Will the existing inlets be changed out to new ones? One sheet #5 is calls for inlet protection but on sheet #9 it looks like these will be changes out to with concrete infill at the bottom. Please clarify.
Existing inlets will be replaced as shown on drawing CS101. Protection of inlets is required per detail E-9-2 on sheet CD503.
Will new 4" PVC be tie into the old metal drain inlets currently located in the grass? There looks like new PVC runs to be installed on the north side of the building going to the existing inlets and a large new section pipe on the outside of the drawings on the other side of the front brick paved area. Please confirm.
New 4" PVC pipe will be field connected to existing 10" concrete pipe as shown on CS101, CS201, and CS202.
The site demolition plan shows the removal of 4 storm drain inlets and associated pipe, 7 trees and the hedge row at the internal court yard area at the front left and right side of the building per plan. What this drawing does not indicate is the limits of removal for the existing retaining wall and the trees out side the internal court yard? Is there any demolition outside the perimeter retaining wall? For example: Steel Bollards, Light Bollards and Trees?
Drawing S301 indicates the removal and reinstallation of two bollards and utility meters. Trees not shown to be removed are to be protected in accordance with Section 015639 - Temporary Tree and Plant Protection.
84 On the exiting walls that need to be waterproofed who determines if said columns or wall is structural sound to waterproof? COR will review any field issues during construction.
Reference: Drawing 101-1255 – Existing Conditions. Question: For the retaining wall north of the main entrance stairs there are no Top of Wall Elevations provided. Can these elevations be provided so that we can properly determine the cost of the new retaining wall?
A top of wall elevation is provided at the planter wall (464.89TW) and ramp wall (464.93TW). Contractor to verify elevations in the field as necessary to perform their work.
Reference: Finish Grade at Curtain Wall Curb. Question: Per Detail 1/WP501 the finish grade is to be approx. 4” to 5” below the granite façade panels. At the site walk it was found that the finish grade currently overlaps the granite façade panels and per Detail 1/WP101 we are to match the existing grades. Is the final grading to match the requirements of Detail 1/WP101 or to match the existing conditions? If we are to match Detail 1/WP101 please provide a grading plan for this project.
Match existing grade.
Reference: Drawing 101-1271 – Detail 1/WP503. Question: This detail has a note that states “Galvanized Steel Relief Angle, See Structural”. There is no corresponding detail on the structural drawings. Please provide this detail to include the size of this relief angle?
The Government understands the structural detail has not been provided.
Offerors shall not include material cost for this angle. However, offeror shall include labor to install the galvanized steel relief angles.
Detail 1 / WP501 shows a Stainless Steel Angle installed on the sill of the existing concrete support wall below the aluminum curtain wall. It would be best that the waterproofing subcontractor install this item, this way the warranty on the waterproofing materials would not be voided.
The Government will award the contract to the contract holder, it is up to the contract holder how they subcontract the work if they chose to do so.
Detail 1 / WP503 shows a Galvanized Steel Relief Angle installed under the existing Granite Base Panels. It would be best that the waterproofing subcontractor install this item, this way the warranty on the waterproofing materials would not be voided.

Reference: Main Entrance Slab Repairs. Question: Per Detail 4/S101 the slab in fill repairs is to have damp proofing and drainage board.
Per Detail 2/WP501 there is no damp proofing and drainage board at the Main Entrance slab in fills. Which of these details is to be followed in preparing our proposal?
Detail 4/S101 is to be followed.
Reference: Detail 2 & 2A/S101. Question: For the foundation of the new retaining wall, it is called out for (3) #5 cont. reinforcing. It also shows lateral reinforcing but does not indicate the size of spacing of this reinforcement. Please provide this information.
For bidding purposes, assume #4 at 12" O.C.
Reference: Foundation Drainage/Waterproofing. Question: Per the plan on Drawing 101-1261 we are to install new foundation drainage piping to the double doors at the south-east end of the concrete sidewalk. Per Partial First Floor Plan we are to only waterproof to the first column past the corner of the secondary entrance door. Please clarify the extent of the waterproofing and foundation drainage required for this project?
The foundation drain piping on 101-1261 (CS101) extends to the north entrance doors. The partial first floor plan on WP-101 indicates the limit of waterproofing work ends at the south face of the column adjacent to the north entrance doors.
Reference: Photo 4/S301. Question: This photo shows two (2) steel bollards that are to be removed and reinstalled. There is no details for the new bollard foundations provided. Please provide bollard foundation detail for these bollards?
The bollard foundation shall be 3' deep below grade. The contractor has the option to provide new bollards in lieu of removing and reusing existing.
94 Are the 2 steel bollards shown in detail 4 on drawing S301 to be removed and replaced? Yes, per note D on detail 4/S301.
Reference: Concrete for Sidewalk Repairs. Question: Per Detail 3/CS101 the concrete for the sidewalk repairs is to be 4,000 PSI. Per Design note III.C.3 concrete sidewalks are to be 4,500 PSI. What is the correct PSI for the concrete sidewalk repairs?

The retaining wall section on drawing S101 indicated VDOT #57 stone fill behind the wall. Please clarify if this can be AASHTO #57 stone.
AASHTO #57 is acceptable.

98 There are no details shown for the new weep holes in the new concrete retain wall, can a detail or details be provided?
Detail 2 & 2A/S101 indicate stainless steel weep pipes, size and spacing to match existing weeps.
As you walk towards the main entrance, located in the face of the retaining wall to the right there are 2 sets of Fire Hydrant Connections, how do we address these items and work around them when we remove and replace the retaining wall? Drawing S301 pictures #1 and #2 show the Fire Hydrants.

The specification package included with the current bid package does not include specifications for mechanical and electrical, why is that? There is Fire Hydrant Stand Pipes and Electrical Light Bollards on the job site that will be effected with the demolition, site work and concrete work. A building shutdown maybe required when working on the Fire Hydrant Stand Pipes depending on the water line connection to the building. Is off hour work allowed?

Is there any irrigation lines, site lighting or other utilities in the work area no depicted on the drawings? Are there any as-builts available?
The known utilities are identified on CS101. Refer to section 16 of "Guidelines for Contractors and A/E Firms" for information on utility locating.
102 Are there any as-builts available for underground utilities? Refer to response to Question #101.
103 Are there as-built drawings available for the underground utility lines that would cross the excavation areas? Refer to response to Question #101.
104 Are there any irrigation lines, site lighting or other utilities in the work area, not depicted on the drawings? Refer to response to Question #101.
105 Factor 2 says the project has to be within the last six years. Do you want me to list the day/month/year of completion. Yes.
