Section 1 – Required Supplies and Services

1.1. Background

INL supports the State Border Guard Service of Ukraine (SBGSU) and the National Police in countering Russia’s full-scale invasion. These vehicles will be used by the SBGSU for law enforcement operations. Since the beginning of Russia’s brutal and unprovoked aggression against Ukraine, the SBGSU has been actively engaged in protecting Ukraine’s sovereignty, territorial integrity, and providing civil security. The SBGSU has also been executing law enforcement operations throughout Ukraine, including in active conflict zones. The SBGSU’s task includes re-asserting rule of law in recently liberated Ukrainian territories in the east and south, neutralizing diversionary and criminal groups of Russia’s infiltrators and saboteurs, and supporting law and order during martial law in those regions. These vehicles will increase the ability of the SBGSU personnel to tactically perform under challenging circumstances.

1.2. Required Products and Services

All vehicles must meet or exceed the requested specifications.

For the security of personnel and operations, it is necessary for the NPU to use nondescript vehicles that are common locally rather than more conspicuous and distinctive U.S.

manufactured vehicles.

Vehicles must be common locally to ensure a sustainable maintenance capacity of the recipient.

Delivered vehicles must have adequate service facilities and supply of spare parts in Ukraine.

The Contractor shall provide proof that all vehicles comply with Ukrainian legislation and will have all necessary certificates of conformity. Contractor shall provide all documents required to complete the customs clearance and registration procedures in accordance with Ukrainian requirements.

Minimum Requirements: Vehicles that do not meet these requirements will not be considered for award.

Preferred Requirements: While vehicles that do not meet these requirements may be considered for an award, the Government will consider vehicles meeting these requirements to be more beneficial to the Government when conducting any price-technical tradeoffs.

Approximately: If specified below, the term “approximately” shall be interpreted to mean a +/- 15% deviation of an exact specification.

CLIN 001: ARMORED MID-SIZE PICKUP TRUCK, 4WD or FULL TIME AWD

Quantity: 256 EA

Intended Use: All proposed vehicles must be suitable for the intended use. All vehicles in this

CLIN will be used to transport personnel and equipment for the State Border Guard Service of

Ukraine mission, including the towing of loaded trailers. These vehicles will be primarily used in extremely harsh and unpredictable off-road conditions to patrol and evacuate injured or threatened personnel under constant threat of hostile life-threatening engagements where agility, performance, dependability, payload capability, engine power, and armor protection are paramount to the function of the solicited items. The vehicles will be driven in sand, mud, stone, snow, and unimproved primitive undulating landscape as well as paved roadways. The vehicles will be used in areas of downed trees, foliage, debris, and may encounter obstacles that need to be pushed or moved by the solicited vehicle to continue patrol efforts or to evacuate or leave obstructed areas while in life threatening conditions. Swamps, river, stream, or water crossing are frequently encountered which the vehicle will need the ability to traverse through (at water levels below the intake).

While a single make and model is preferred, a combination with a maximum of two different make or model vehicles is acceptable.

3.2. Post-Award Notices and Debriefings

3.3. Issuance of Delivery Order

Your delivery order proposal should contain your best terms. The Contracting Officer may reject any or all delivery order proposals.

After initial evaluation of delivery order proposals, the Contracting Officer may negotiate final terms with one or more contractors of the Government’s choice before issuing a delivery order.

Evaluation will be in accordance with IDIQ Sections L-001 and M-001.

The Contracting Officer may issue a delivery order to other than the contractor with the lowest proposed priced. In addition to price, the Government will consider the following factors when selecting contractors for award. The following factors are stated in descending order of importance. All factors, when combined, are significantly more important than price.

1. Vehicle Specifications and Armoring Specifications

2. Armoring Experience and Certifications

3. Delivery and Logistics Plan

4. Warranty Terms and Service Locations

5. Price

The Government reserves the right to issue a delivery order for less than the quantity on which your delivery order proposal is based, at the quoted price, unless you tell us in your cover letter that you will not accept a delivery order on that basis.

The Government reserves the right to award multiple delivery orders for this DORP. The

Government will only do so if it deems the advantage of awarding multiple delivery orders outweighs the costs of administering multiple orders.

Section 4 – Instructions and Notices

To assure timely and fair consideration of your delivery order proposal, you must follow the instructions contained herein. Delivery order proposals must be complete, self-sufficient, and respond directly to the requirement of this DORP. Failure to provide requested information in the format specified in this section may result in an unfavorable evaluation or non-consideration of your company’s delivery order proposal.

Your delivery order proposal must be based on the terms of this DORP and the underlying IDIQ contract. The Government may reject any delivery order proposal that is not based on these terms in every respect.

4.1. Delivery Order Proposal Due Date and Time

To be considered for award, your delivery order proposal must be received by the Government with your IDIQ proposal, not after the proposal due date and time. Your delivery order proposal must be emailed to TosoCL@state.gov. Submission through any other method requires the prior written approval of the Contracting Officer.
