Sheet metal panel parts that develop perforation (rust through) due to corrosion under normal operating conditions are covered by this warranty irrespective of mileage.

The vendor must guarantee, through a certification and a complete list of facilities, that the manufacturer’s representative has authorized local service centers and is able to provide warranty repairs, maintenance, and support within Colombia.

All warranty replacements and repairs must be completed no later than 10 days after receipt of a warranty claim by the Contractor. This period includes the time required to ascertain the validity of the warranty claim and may only be extended if approved by the COR.

Contractor shall be solely responsible for shipping and any other additional charges required to repair or replace items covered under this warranty. All replacement parts and any spare parts or accessories provided under warranty shall be new OEM parts and accessories. Aftermarket or refurbished parts (new or used) are not acceptable.

During the warranty period, the contractor must respond within one (1) business day to any warranty requests received via phone or email.

Section 2 – Special Conditions

2.1. INL Source – Nationality Restrictions

INL issued a source-origin waiver from Geographic Code 000 (United States only) to

Geographic code 935 (Special Free World) to permit the local procurement of the required vehicles.

2.2. Type of Delivery Order

The Government intends to award Firm Fixed Price (FFP) delivery order(s) payable entirely in

US dollars (USD). No additional sums will be payable for any escalation in the cost of performance or because of the Contractor's failure to properly estimate or accurately predict the difficulty of completing this delivery order. The Government will not adjust the delivery order price due to fluctuations in exchange rates. This is a sample delivery order, meaning, units may or may not be ordered and the actual quantities required are not reflected. However, the offeror shall propose and honor a unit price for a possible order at the time of award of the IDIQ contract.

2.3. Taxes and Import Duties

This requirement is a part of technical assistance project registered with the Government of

Colombia, which is not subject to taxation. USG will provide all necessary project registration documents for vendor to claim tax and import duty exemptions in Colombia upon request. All requests must be submitted in writing to the COR.

3.1. Eligibility for Award

If the contractor expects to recruit Third Country National (TCNs) for performance of this project, the contractor must submit a Recruitment Plan. If the contractor expects to provide employer-furnished housing for performance of this project, the contractor must submit a

Housing Plan. Should these plans be required, a contractor must submit acceptable plans to be eligible for award.

3.2. Post-Award Notices and Debriefings

Reserved. See IDIQ Solicitation.

3.3. Issuance of Delivery Order

Your delivery order proposal should contain your best terms. The Contracting Officer may reject any or all delivery order proposals.

After initial evaluation of delivery order proposals, the Contracting Officer may negotiate final terms with one or more contractors of the Government’s choice before issuing a delivery order.

The Contracting Officer will not negotiate with any contractors other than those of the

Government’s choice and will not use the formal source selection procedures described in FAR

Part 15. The Government may perform a comparative evaluation (comparing delivery order proposals to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors below.

The Contracting Officer may issue a delivery order to other than the contractor with the lowest proposed priced. In addition to price, the Government will consider the following factors when selecting contractors for award. The following factors are stated in descending order of importance. All factors, when combined, are significantly more important than price.

1. Vehicle Specifications and Armoring Specifications

2. Armoring Experience and Certifications

3. Delivery and Logistics Plan

4. Warranty Terms and Service Locations

5. Price

The Government reserves the right to issue a delivery order for less than the quantity on which your delivery order proposal is based, at the quoted price, unless you tell us in your cover letter that you will not accept a delivery order on that basis.

The Government reserves the right to award multiple delivery orders for this DORP. The

Government will only do so if it deems the advantage of awarding multiple delivery orders outweighs the costs of administering multiple orders.

Section 4 – Instructions and Notices

To assure timely and fair consideration of your delivery order proposal, you must follow the instructions contained herein. Delivery order proposals must be complete, self-sufficient, and respond directly to the requirement of this DORP. Failure to provide requested information in the format specified in this section may result in an unfavorable evaluation or non-consideration of your company’s delivery order proposal.

Your delivery order proposal must be based on the terms of this DORP and the underlying IDIQ contract. The Government may reject any delivery order proposal that is not based on these terms in every respect.

4.1. Delivery Order Proposal Due Date and Time

To be considered for award, your delivery order proposal must be received by the Government with your IDIQ proposal, not after the proposal due date and time. Your delivery order proposal must be emailed to TosoCL@state.gov. Submission through any other method requires the prior written approval of the Contracting Officer.

4.2. Questions

4.3. Alternate Delivery Order Proposals
