4.0 Background

The TSA Mission is to protect the nation's transportation systems to ensure freedom of movement for people and commerce. The APM office’s mission states: “We deliver innovative, mission-driven capabilities required by the frontline to safeguard America’s transportation system”.

APM achieves this mission by managing the full life-cycle of screening equipment acquisition activities, including requirements identification, testing, procurement, deployment and sustainment.

Within APM, DLD ensures that the most efficient and effective capabilities and technologies are deployed for checkpoint screening operations. DLD develops and implements field communication strategies prior to deploying equipment, and ensures regional consistency in all deployment activities/standards for checkpoint deployment. DLD coordinates and prioritizes deployment efforts with partners to ensure appropriate timelines and support are in place to effectively deploy qualified screening equipment. DLD deploys and maintains operational efficacy of screening technology that ensures operating conditions continue to meet or exceed procurement expectations and criteria during equipment life cycles. DLD develops and maintains a Security Capabilities Deployment Plan that is sustainable for the field.

Credential Authentication Technology (Airports Identified as highlighted in Appendix A):

The next generation of identification documentation inspection will include Credential Authentication Technology. CAT enhances the passenger screening process at the checkpoint by serving as a technological solution to improve the inspection of identification documentation and confirm passengers’ Secure Flight status. Through the integration of various technologies, CAT machines can inspect identity documentation, i.e. driver’s licenses and passports for legitimacy. Analysis of particular security features and barcodes allows for the detection of fraudulent documents. Transportation Security Officers (TSO) benefit from the system’s simple interface and reliability. Some lanes receiving CAT systems will require the need for additional data infrastructure and the installation of new electrical service. The deployment strategy for CAT is:

· Two CAT units for each PreCheck Lane

· One CAT unit for each Standard Lane

· Two CAT unit(s) for each Flex Lane

CAT Survey and Site Preparation Requirements:

· The Contractor shall conduct Site Surveys and provide Site Survey Reports at airports identified as highlighted in Appendix A, in preparation for CAT Remediation

· The Contractor shall submit Concept Drawings for each airport identified as highlighted in Appendix A

· The Contractor shall submit IFC Drawiing for each airport identified as highlight in Appendix A.

· The Contractor shall complete all permitting and associated requirements for site preparation at each airport identified as highlight in Appendix A.

· The Contractor shall work with local TSA to identify Standard, PreCheck and Flex Lanes (Overflow).

· For each existing and new TDC/CAT locations, the Contractor shall identify and test the two data ports/network jacks that exist at the TDC to ensure that they have connectivity to the patch panel, and that there are two switch ports available to receive the cable patch from the patch panel at the IT Cabinet. For each existing and new TDC/CAT locationthat does not have two data ports/network jacks and cabling that pass a contintunity test, the Contractor shall install data port/network jacks and network cabling to a patch panel in the IT Cabinet to achieve the required two connections.

· For each existing TDC/CAT locations, the Contractor shall identify that the following Power Requirements exist and the electric line has continuity and the electrical panel has capacity for the circuit(s):

· One dedicated circuit; this needs to be clean power free of noise and transients

· 1.5A, 120VAC, with NEMA rated duplex receptacle.

· The contractor shall procure and ship duress alarm buttons to each airport for new CAT locations, confirm receipt of delivery for duress button quantities, and provide signed confirmation of delivery by local TSA to the government.

· One duress alarm button per CAT unit.

· For each new CAT location, the contractor shall install a dedicated 20Amp circuit.

· The contractor shall confirm that cabling from the data outlet to the IT cabinet is no more than 295’ in length . The 295’ limit is copper cable distance. Document locations exceeding 295 feet in the report and develop a plan to mitigate the issue.

· The contractor shall complete a Site Remediation Close Out Report after the site remediation has been completed, along with Record Drawings at the end of the project.

9.0 Contracting Officer’s Representative (COR) and Technical Monitors

The principle role of the COR is to support the Contracting Officer in managing the contract. This is done through furnishing technical direction within the confines of the contract, monitoring performance, ensuring requirements are met within the terms of the contract, and maintaining a strong relationship with the Contracting Officer. As a team the Contracting Officer and COR must ensure that program requirements are clearly communicated and that the agreement is performed to meet them. The principle role of the Technical Monitor (TM) is to support the COR on all work orders, tasks, deliverables and actions that require immediate attention relating to the approved scope and obligated funding of the contract action.

The Contracting Officer hereby designates the individual(s) named below as the Contracting Officer's Representative(s) and Technical Monitor(s). Such designations(s) shall specify the scope and limitations of the authority so delegated.
