About this file

This document is a presolicitation/sources sought presentation for the Federal Bureau of Prisons (BOP) Electronics Replacement/Upgrade project. The initiative encompasses three primary components: stun/lethal fence replacement/upgrade, LiDAR detection system installation, and radio system modernization across multiple BOP facilities.

The stun/lethal fence project will replace or upgrade fencing at all penitentiaries except USP Tucson and USP Yazoo City, with contractors responsible for installation. A separate project will install new stun/lethal fencing at ADX Florence, requiring extensive concrete work. The SOW will prioritize systems built with off-the-shelf products to minimize downtime and maintenance. All penitentiaries will install LiDAR sensors to provide continuous volumetric detection from exterior building walls to perimeter fence lines. The LiDAR systems must deliver high detection accuracy with low false-alarm rates and perform fully in low-light and total-darkness conditions; contractor installation is required. The radio system project involves replacing remaining Smartnet systems with an Enterprise system across 64 institutions, including 2 core systems for system control and 30 existing upgraded institutions to be converted to subsystems. BOP staff will handle removal and installation of FCI detection fences, while contractors are responsible for stun/lethal fence and LiDAR installation. No specific response dates, award dates, pricing terms, or set-asides are identified in this presolicitation document.
