About this file

This is a presentational document outlining a federal roofing modernization initiative by the Department of Justice, Federal Bureau of Prisons (BOP). The initiative encompasses 31 roofing replacement projects across BOP facilities nationwide, estimated at approximately $61.2 million in total cost, to be funded and issued for bid over a four-year period. Projects will be grouped by type of work required and geographic location.

The current roofing systems at BOP facilities are past their life expectancy and require constant maintenance, resulting in structural damage, interior finish deterioration, safety hazards, and mold growth. Key initiative goals include replacing damaged and failing roof systems, incorporating new technology, creating safe environments, achieving uniformity across U.S. facilities, and providing staff and inmate training. The initiative prioritizes inmate labor participation where appropriate, with BOP screening for compatibility and mandatory staff supervision. Contractors must provide factory-certified, knowledgeable workforces and train facility staff and inmate crews on problem identification, debris handling, deck preparation, system installation, flashing, and maintenance procedures. Projects will emphasize fiscal responsibility and best value to the government. The document presents detailed project profiles for 12 facilities across multiple regions—South Central (FCI Bastrop, FMC Carswell, MDC Houston, FTC Oklahoma City, FCI Three Rivers), Southeast (FCC Yazoo City FCI 1, FDC Miami), Northeast (FMC Devens, FCI Lewisburg, FCI Fort Dix), Mid-Atlantic (FCI Memphis, USP Lee), and North Central (FCI Waseca)—detailing existing roof conditions, square footage, roofing system types, scope of work including removal and installation of new TPO or standing seam metal systems, and site-specific challenges such as airport proximity, congested urban locations, environmental concerns, and historical preservation requirements.
