About this file

This document is a presolicitation briefing presenting the U.S. Department of Justice, Federal Bureau of Prisons' comprehensive Mechanical, Electrical, and Plumbing (MEP) Systems modernization initiative. The program will fund and issue 207 MEP projects across federal correctional facilities over four fiscal years, with an estimated total cost of approximately $660 million. Projects will be grouped and issued for competitive bid based on work type and geographic location, with preference for utilizing inmate labor where appropriate. The initiative addresses outdated and failing infrastructure including equipment past life expectancy, increasing operational and maintenance costs, unreliable systems, and lack of redundancy. Goals include replacing outdated equipment, implementing new technology, ensuring reliability and redundant systems, increasing operational efficiency, and providing staff and inmate training.

The presolicitation details representative projects across five regions: South Central (FCI La Tuna—chilled water and HVAC systems; FCI Seagoville—HVAC systems for housing units; FCI Three Rivers—electrical generator and transformer replacement; FCC Beaumont—sewer and water piping systems; FMC Fort Worth—water storage tank); Western (FCI Herlong—heating distribution loop replacement; FCC Victorville—chiller and heat recovery system; MCC San Diego—domestic water line replacement); Northeast (FCI Berlin and FCI Schuylkill—heating distribution loop replacement); Southeast (FCC Coleman—chiller and boiler/control system replacement; FCI Atlanta—electrical distribution system upgrade); Mid-Atlantic (FCI Morgantown and FMC Lexington—emergency generator installation; FCI Ashland—domestic water system replacement); and North Central (FCI Englewood and FCI Marion—electrical infrastructure upgrade). Multiple projects involve historic preservation concerns and require Architect/Engineer (A/E) services to provide full construction documents and specifications. All projects emphasize fiscal responsibility to ensure best value to the government.
