About this file
This is a presolicitation document for the Federal Bureau of Prisons' fire alarm system replacement initiative. The BOP plans to replace or upgrade fire alarm systems at 12 institutions across four regions during fiscal year 2026, spanning the Mid-Atlantic Region (FCI Cumberland, USP Big Sandy, FCI Manchester), North Central Region (MCC Chicago, FCI Marion, ADX Florence, FCI Florence, USMCFP Springfield), Northeast Region (FCI Danbury, MDC Brooklyn, FCI Berlin), and Southeast Region (FCI Talladega). The acquisition will utilize the GSA Multiple Award Schedule (MAS) vehicle as the contracting mechanism.
The estimated base year value is $5.0 million, with a total estimated value of $15.9 million including two option years, covering a 36-month performance period. The contractor will be responsible for providing and installing fire alarm systems, while the BOP will contribute through inmate labor supervised by staff for conduit and field device installation. The contractor must also provide training for up to 10 inmates per site on system basics and safety, and manufacturer-certified instruction for two BOP staff members per site on system operation, troubleshooting, and maintenance. The acquisition structure includes structured Contract Line Items (CLINs) and clear evaluation criteria designed to mitigate protest risk while ensuring life safety compliance and institutional readiness across all BOP facilities.
