About this file

This is a Security and Immigration Compliance Affidavit form required by Elbert County, Georgia, in conjunction with the 2026 SAP Striping and Marking Project. The affidavit serves as a mandatory compliance document for all bidders and contractors working on county projects. Contractors executing the affidavit verify their enrollment in and authorization to participate in the E-Verify federal work authorization program as mandated by O.C.G.A. 13-10-91. Sealed bids for the striping and marking project, which involves approximately 51.57 miles of various county roads, are due by 4:00 PM on Thursday, May 7, 2026, with bid opening and award scheduled for May 11, 2026, at 5:30 PM. All bidders are required to comply with both the E-Verify program and the Systematic Alien Verification of Entitlements (SAVE) program as conditions of eligibility.

The affidavit requires contractors to provide their E-Verify User Identification Number and authorization date, and mandates continued participation in the E-Verify program throughout the contract period. Contractors must also ensure that all subcontractors retained for work present their own completed affidavits demonstrating compliance with the same requirements. Contractors are obligated to maintain compliance records and provide copies of subcontractor verifications to the Elbert County Commissioner upon subcontractor retention. The document must be notarized and executed by an authorized officer or agent of the contracting entity. Elbert County reserves the right to reject any bids that do not conform to these instructions or to cancel the bid opening entirely.
