EVALUATION FACTORS FOR AWARD

TARGET SUPPLY and SERVICES for WGU-59A/B

REGRESSION TESTING

1. BASIS FOR CONTRACT AWARD

1.1. This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix C, 01 April 2016 and Air Force Mandatory Procedures 5315.3 2019 Edition. These regulations are available electronically at acquisition.gov.

The government will select the proposal(s) with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. Contract may be awarded to the offeror who is deemed responsible in accordance with FAR 9.1, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged, based on the evaluation factors, to represent the lowest price technically acceptable proposal.

2. GENERAL INSTRUCTIONS

2.1. Number of contracts to be awarded - The government intends to award one contract for target supply and services that will support regression testing for WGU-59A/B. However the government reserves the right to award to no source at all.

2.2. Discussions - If, during the evaluation period, it is determined to be in the best interest of the government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the FPR are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award. The government reserves the right to not hold discussions.

2.3. Solicitation requirements, terms, and conditions - Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale (see Section L). The government reserves the right to determine any such exceptions unacceptable.

3. EVALUATION FACTORS

3.1. The following evaluation factors will be used to evaluate each proposal. The government will evaluate proposals for acceptability.

Factor 1: Price Factor 2: Technical

3.2. Factor 1: Price

3.2.1 Submit a copy of the completed total evaluated price (TEP) in the Price Volume. As this is an

LPTA source selection, the TEP will only be calculated for those Offerors that achieve an “Acceptable” rating in Factor 2. In order to facilitate the calculation of a TEP, the contractor shall price each contract line item separately. The prices proposed on the TEP work sheet will be set prices for the duration of this contract. Data and reports shall be not separately priced (NSP), meaning that the cost to provide the required data, as outlined in the attached CDRLs (DD Form 1423-1s), will be included in the total evaluated price

Reasonableness - The determination of price reasonableness will consist of reviewing all the proposed CLINs and reviewing them for price reasonableness in accordance with the techniques described in FAR 15.404. Generally, adequate price competition is sufficient to satisfy the requirement for ensuring price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined, additional information will be required to support the proposed price. For more information see FAR 31.201-3 and Section L.

Balance - Offerors are cautioned against submitting an offer that contains unbalanced unit CLIN pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more CLINs is significantly over or understated. The government will analyze proposals to determine whether they are unbalanced in accordance with FAR 15.404-1. An Offeror may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the government.

3.3. Factor 2: Technical

3.3.1 The government will determine applicability of sources based upon answering the following two requirements.

3.3.1.1 UGV Performance - is acceptable when the offerors approach meets the requirements defined in paragraph 2.4 of the PWS provides a level of detail and supporting documentation to clearly demonstrate: (A) that all requirements set forth in the associated paragraphs of the PWS listed have been satisfied or how they will be satisfied; (B) an explicit understanding and effective approach and (C) is realistically achievable.

3.3.1.2. Trailer Configuration is acceptable when the offerors approach meets the requirements defined in paragraphs 2.2 and 2.5 of the PWS provides a level of detail and supporting documentation to clearly demonstrate: (A) that all requirements set forth in the associated paragraphs of the PWS have been satisfied or how they will be satisfied; (B) an explicit understanding and effective approach and (C) is realistically achievable.

3.3.1.3 A technical rating will be assigned to each offeror in accordance with the table directly below.

Technical Ratings Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

3.3.1.4. Any factor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, un-awardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the government reserves the right to award this effort based on the initial proposal, as received, without discussion
