Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION

The purpose of this amendment is to add the following questions along with their answers

Question 1: Are their additional safety requirements for the UGV, such as remote destruct system?

Answer 1: No we don’t need a remote destruct.

Question 2: Does the UGV have any size, reflectivity requirements?

Answer 2: No, there are no reflectivity requirements for the UGVs. We are not going to be aiming at the UGV.

Question 3: Does the UGV need to perform the 60mph in 600ft off road (gravel, desert) or on road (pavement)?

Answer 3: The 60MPH in 600ft is on a smooth unimproved surface (Unpaved dirt runway).

Question 4: What has the USG paid for UGV in the past?

Answer 4: This information is propriety and cannot be provided.

Question 5: Will there be a tower available to mount the Remote-Control antenna?

Answer 5: CONTRACTOR will set-up a UGV control station and establish a link with the UGV and communications with the AATC control van. The location of this UGV control station could require the UGV link range be up to 10 miles. If CONTRACTOR chooses to utilize a ground control van, they will provide a tower to ensure line-of-sight to the UGV (Per PWS Paragraph 2.6 Flight Testing)

SUPPLIES OR SERVICES AND PRICES/COSTS

As of 4 January 2022 contractor personnel and official visitors must attest to being fully vaccinated, and if not fully vaccinated, present the results of a recent (within the previous 72 hours) negative COVID-19 test as a condition of physical access to DoD buildings and DoD-leased or controlled spaces in non-DoD buildings in which official DoD business takes place. The most current guidance for COVID-19 will be stated on the contract at time of award.

DCMA and DFAS are required to withhold payment IAW DFAR 252.227-7030 until CDRLs have been delivered and/or approved by Hill AFB.

At time of award of award a Transportation Account Code (TAC) shall be provided for shipping cost of the UGV and Trailers.

Travel and Testing dates will be notified to the contractor no later than 30 days prior to testing occurs.

As of now the testing is schedule after June 1, 2022.

UGV & Trailers CONTRACTOR is responsible for build and transport of 4 x Unmanned Ground Vehicles (UGV), 4 x 5’Wx5H’x12’L Trailers, enough painted plywood pieces to completely repair two trailers, and all associated support equipment to operate these vehicles and trailers that the GOVERNMENT will secure ownership of should the vehicle become “totaled” during testing. In the event the UGV remains in workable condition, the CONTRACTOR will retain ownership of the vehicle. CONTRACTOR will ensure all vehicles and trailers are built laser safe (windows/mirrors removed). IAW PWS for Target Supply and Services for WGU-59A/B Regression Testing Dated 17 August 2021 Priority: R ROUTINE.

252.223-7399 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009) As prescribed in Class Deviation 2021-O0009, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors, use the following clause:

ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL

CONTRACTORS (DEVIATION 2021-O0009) (OCT 2021)

(a) Definition. As used in this clause – United States or its outlying areas means—

(1) The fifty States;

(2) The District of Columbia;

(3) The commonwealths of Puerto Rico and the Northern Mariana Islands;

(4) The territories of American Samoa, Guam, and the United States Virgin Islands; and

(5) The minor outlying islands of Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Atoll.

(b) Authority. This clause implements Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors, dated September 9, 2021 (published in the Federal Register on September 14, 2021, 86 FR 50985).

(c) Compliance. The Contractor shall comply with all guidance, including guidance conveyed through Frequently Asked Questions, as amended during the performance of this contract, for contractor or subcontractor workplace locations published by the Safer Federal Workforce Task Force (Task Force Guidance) at https:/www.saferfederalworkforce.gov/contractors/.

(d) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (d), in subcontracts at any tier that exceed the simplified acquisition threshold, as defined in Federal Acquisition Regulation 2.101 on the date of subcontract award, and are for services, including construction, performed in whole or in part within the United States or its outlying areas.
