About this file

This document is Section M of a federal solicitation outlining the evaluation factors and award methodology for a firm-fixed-price Task Order.

The Government will award to the responsible Offeror submitting the lowest-priced proposal that meets technical acceptability standards using a "Low Price Technically Acceptable" evaluation process. Proposals will be evaluated across four factors: Technical Approach, Key Personnel, Past Performance, and Price. To receive an overall "Acceptable" rating and be considered for award, Offerors must achieve an "Acceptable" rating in all evaluation factors. Technical Approach requires a narrative not exceeding five pages demonstrating understanding of requirements, specific execution strategy, understanding of primary challenges (long-lead materials, site access, contractor coordination), and job site safety approach, particularly regarding LPG tank replacement work. Key Personnel evaluation requires identification of three positions: a Project Manager with minimum five years' experience in project, contract, or logistics management on gas supply or hazardous materials transportation contracts of similar size and complexity; a Quality Assurance & Regulatory Compliance Representative with minimum three years' combined experience in quality control, testing, and regulatory compliance ensuring USP medical-grade oxygen and industrial welding mixtures meet FDA, DOT, and CGA standards; and a Lead Delivery Driver possessing a valid Commercial Driver's License with HAZMAT and Tanker endorsements and experience transporting hazardous materials in compliance with DOT, EPA, OSHA, and CGA safety standards. Past Performance evaluation requires submission of three relevant projects completed within the last five years, including project descriptions highlighting PWS relevance, final contract values, and current client points of contact with name, title, email, and phone number. Price will be evaluated for fairness, reasonableness, and completeness, with verification that all required CLINs are priced and total evaluated price mathematically reflects the sum of proposed line items.
