PERFORMANCE WORK STATEMENT
Title: Industrial Gas Service Project Number: CSC-26303
1.0 Title: Industrial Gas Service.
Introduction: This PWS will cover the detailed requirements for inspection, maintenance and repair services for the industrial gas services required at DSCC Columbus. The Contractor shall furnish all labor, transportation, equipment, materials, tools, instruments, supplies, supervision, and management required to support the delivery of industrial gas to the Defense Supply Center Columbus (DSCC) with essential and proper equipment operation and job performance.
The contractor will provide all management, supervision, labor, materials, supplies, tools, planning, scheduling, and coordination to ensure effective and economical completion of all work and services specified.
Background:
The Defense Supply Center Columbus requires contract support to assist with a 1000-gallon propane tank for DSCC material handling equipment. In turn will prevent reoccurring GPC purchases. This material handling equipment is very vital for these daily operations in support of the War Fighter.
Certain industrial gases need to be supplied for operations and mission success e.g. propane and welding gases, and Fire Department oxygen (medically rated). Mission failure for logistics and material handling without on-site propane, forklift operations cease, halting the movement of DSCC.
The declining two 1000-gallon storage tanks have reached a deteriorating and unsafe phase and requirement need for procurement for sustainment. Welding is also an essential need to perform fabrication duties required for base maintenance. DSCC has a specific recurring need for Liquefied Petroleum Gas (LPG) approximately 1000 gallons per quarter of propane. Additionally, refills or exchanges of the welder’s needs of Argon/CO2, Argon, Oxygen, and Acetylene need provided for the fabrication department.
Lastly, the Fire Department requires a reliable supply of medical-grade oxygen and professional maintenance for Self-Contained Breathing Apparatus (SCBA) cylinders. Medical oxygen is vital for treating patients during emergency medical calls. At the same time, properly maintained SCBA tanks protect firefighters from toxic smoke and hazardous gases during structural fires. Securing these resources is essential to sustain daily emergency operations, protect public health, and ensure first responder safety.
Regulatory Requirements:
DOT Hazard Class: Class 2, Division 2.1 (Flammable Gas).
Occupational Safety and Health Administration (OSHA) Regulations (CFR) 1910.110 (Storage and Handling of Liquefied Petroleum Gases) National Fire Protection Association’s Liquefied Petroleum Gas Code (NFPA 58) National Fire Protection Association’s Health Care Facilities Code (NFPA 99) The Environmental Protection Agency’s Code of Federal Regulations 40 Occupational Safety and Health Administration (OSHA) 29 CFR 1910.253 OSHA standard 29 CFR 1926.350 Propane Storage and regulators UFC 3-430-05, governs the design and installation of systems on government property IFC 6610.1 & 6610.2 location and protection of propane containers
NFPA 101 (Life Safety Code & Egress) NFPA 70 LPG electrical classifications NFPA 400 (the Hazardous Materials Code) classifies propane as a highly flammable NFPA 704, Propane labels NFPA 170 Fire safety and emergency symbols NFPA 30 Chapter 9.5.3 and OSHA 29 CFR 1910.106 storage
