Personnel Descriptions and Qualifications

CLEARANCE LEVEL: The clearance level (Secret or Top Secret) for the following labor categories will be identified in the task order request.

LOCATION OF PERFORMANCE: The location of performance will be identified in the task order request.

PROJECT ADVISOR

Grade Levels: I and II Duties of the Project Advisor/Scheduler include providing architectural, related engineering consultation, coordination support and advisory for the renovation of buildings. Specific tasks include the overall project coordination and assistance in financial management; program development; housing and space planning, design, cost estimating, construction oversight, inspection, scheduling, relocation, technical reviews, presentations, progress meetings, post occupancy, commissioning, written documentation, architectural and engineering consultation.

Qualifications/Skills Required:

PMP certification is required at start date or must be obtained within 12 months of hiring and kept up to date. Additionally, the following specialized experience is required:

· Analyzing and evaluating the management, coordination, and monitoring of projects in order to facilitate the acquisition process.

· Planning, evaluating, and maintaining technical surveillance over operations required to support the program goals and objectives of assigned actions.

· Communicating, both verbally and in writing, to provide guidance and instruction related to facilitating the acquisition process (i.e., justifying, negotiating, and resolving controversial issues and problems).

Additionally, broken down by Level, the Program Advisor is required to meet the below qualifications.

SENIOR PROJECT SCHEDULER

Responsible for overseeing project milestones, developing draft schedules based on project requirements, assisting Project Managers to develop project schedules, milestone definition, and critical path formulation.

· Assists in the development of an in-house project tracking database application that provides necessary tools in reporting and controlling project schedule and funds.

· Attends progress meetings pertaining to each project to track and coordinate various activities and to discuss and solve scheduling problems with project and construction managers.

· Prepares and update RPM’s project tracking chart for weekly meetings with RPM staff, Information Resource Management (IRM), Diplomatic Security (DS) and A/OPR representatives.

· Meets with Department leadership, upon request, to discuss project scheduling and project implementation.

Qualifications/Skills Required:

PMP certification is required at start date or must be obtained within 12 months of hiring and kept up to date. Additionally, five (5) years of specialized experience which includes:

· Analyzing and evaluating the management, coordination, and monitoring of projects in order to facilitate the acquisition process.

· Planning, evaluating, and maintaining technical surveillance over operations required to support the program goals and objectives of assigned actions.

· Communicating, both verbally and in writing, to provide guidance and instruction related to facilitating the acquisition process (i.e., justifying, negotiating, and resolving controversial issues and problems).

· Must have project controls experience including, but not limited to planning/scheduling, cost management, and earned value preferably during all phases of projects.

· Must possess solid leadership, technical, organizational, communication and presentation skills, and a proven ability to work in a dynamic environment. A work history that represents increased levels of responsibility on a progressive basis is important. Understanding of the design development process for complex construction projects will be highly advantageous.

STRATEGIC PLANNER

Provides strategic planning of large projects or a significant segment of a strategic planning portion of a large complex project. Provides the overall approach to clarify mission statements so they can be used as springboards in envisioning their desired future. Assists in developing mission and vision statements, subsequent goal delineation, provides guidance for building operational plans and specifying measurable outcomes to include capital outlay planning efforts in a consolidated strategic planning process and the prioritization of those initiatives.

· Provides and manages strategic planning and scope of work consultation for large complex IT infrastructure projects from network cabling to LAN, Server and PC integration and consolidation activities. This includes, but is not limited to, understanding customer requirements, budgets, objectives, user expectations and appropriate planning to oversee the quality of work and ensure highest customer satisfaction levels with collaborative customer relationship building for various large-scale projects.

· Provides and develops CONUS knowledge expertise in strategic performance management methodologies within DoS IT standards, and the application of technologies to internal Bureaus.

· Reviews strategic financial budget and fiscal data to ensure accuracy and accountability for multi-year projects.

· Maintains up-to-date monthly status of project funds, reviews and resolves unliquidated obligations, and prepares budget justifications. Analyzes, reviews, and monitors project funding with various DOS organizations.

· Advisor for synchronizing, coordinating, and integrating all digital strategy initiatives.

· Plans and conducts analysis to assess the cost effectiveness of programs to inform and advocate for IT investments, development process, and other budget initiatives.

· You will analyze management problems and provide advice and insight about the probable effects of alternative solutions.

· Coordinates strategic, programmatic, and budgetary initiatives.

· Prepares and presents briefing material, as well as providing clearly articulated input in decision forums.

Qualifications/Skills Required:

PMP certification is required at start date or must be obtained within 12 months of hiring and kept up to date. Additionally, three (3) years of specialized experience which includes:

· Experience formulating long-range policies and develop digital strategic initiatives and management guidelines for complex information technology systems; and planning and conducting budget analysis to assess the cost effectiveness of program initiatives.

· Developing efficient, cost effective solutions to IT related issues, and analyzing and resolving difficult policy and planning problems or issues, and making recommendations on new approaches to delivering services.

· Experience working with Project Management processes and policies of assigned projects.

· Managing the efficient and effective coordination and accomplishment of the planning, scoping, design, construction, and direction of assigned projects.

· Managing project milestones and budgets of assigned projects.

· BA/BS degree in computer science, engineering, information science, information systems management, or other related studies.

SPACE MANAGEMENT COORDINATOR

Support the planning and policy development for the effective and economical use of space assignment projects of the Department of State’s domestic real property management portfolio.

· Develops procedures, techniques. and methods to resolve space problems in both government-owned and government-leased facilities.

· Participates in the development of standardize procedures for implementing uniform Department wide policies for renovations.

· Compiles and maintains space allocation and utilization records and conducts space surveys to determine utilization; implements actions, as required, to ensure the full and efficient use of assigned space.

· Facilitates Department of State (DoS) offices in vacating space; plans and executes furniture reuse and disposal.

· Organizes and maintains space assignment records and floor plans for an office and provides key officials with feedback regarding office layouts, office workflow and organizational relationships.

· Conducts walkthroughs, meetings, and conference calls.

· Works closely with the General Services Administration, Contractors, Department Officials at all levels within the other offices and bureaus.

· Coordinates with Facilities Management to ensure that construction activities do not impact other facilities and tenants on site. Coordinates with on-site Diplomatic Security to facilitate contractor’s access to the site.

· Conducts daily inspections and document and report progress and issues to the RPM Construction Manager.

· Ensures that existing space and future projects are in compliance with specific federal regulations, fire, life safety, and employees with disabilities requirements.

Qualifications/Skills Required:

PMP certification is required at start date or must be obtained within 12 months of hiring and kept up to date. Additionally, two (2) years of specialized experience that demonstrates ability in:

· Developing guidance on space policy

· Resolving space acquisition issues for new construction projects, renovations, and relocations.

· Developing long-term space management strategies such as space leasing and customer requirements

· Managing programs and budget processes to plan within budget limits and legal requirements.

· Providing expert guidance on the utilization and design of space and real property; and determines space requirements for a large organization.

· Must possess thorough knowledge of federal regulations, fire, life safety, Americans with Disabilities (ADA) requirements.

SENIOR PROJECT MANAGER

Coordinates all pre-planning activities including housing and space assignment planning, engineering design, architectural features and finishes, construction drawings and specifications, supporting construction solicitation and administration, post construction activities and relocations. Provides financial management assistance for the development and monitoring of project budgets and cost estimates; develops fiscal year funding budget plans and maintains current financial records; and consults in an advisory capacity to develop and maintain financial plans and performance plans.

· Provides renovation program assistance to senior level management officials in establishing and developing renovation program needs. Consults with GSA and contractors to coordinate, clarifies and interprets DoS requirements to assure objectives are met in the areas of program, function, budget, schedule, quality, and performance.

· Provides housing and space plan coordination assistance for housing plans, space planning, surveys, inventories, interviews, furniture, equipment, and purchases. Develops options, expert analysis, consultation, and recommendations to assist in planning and critical decisions by DoS senior management.

· Provides construction and inspection assistance, including progress reviews of construction activities and attendance at GSA meetings, as necessary. Creates internal systems and processes and procedures to identify and coordinate DoS request change orders. Reviews and provides justification of bureau requested changes and develop budge cost estimates. Coordinates change requests with GSA and monitors schedule and compliance with DoS program requirements, contract documents and local and federal regulations. Provides final DoS construction quality inspection reports, monitors any needed corrections, and follows up to ensure completion.

· Assists tenant bureaus with relocation into completed space. Coordinates construction and equipment requirements to ensure accurate completion.

· Provides post occupancy assistance to address outstanding issues or defects.

· Provides professional architectural expertise and engineering consultation to resolve design and construction problems and offers direction for resolution of issues.

· Coordinates review and approval process, including submissions, reviews, and approvals of projects with the National Capital Planning Commission (NCPC), Commission of Finance Arts (CFA), Advisory Council for Historic Preservation, State Historic Preservation Officer, District of Columbia, GSA, federal and local agencies, neighborhood organizations and all other organizations and entities impacted by the project.

· Conducts formal and informal presentations to senior management, colleagues, clients, and others as required.

· Establishes communications and maintains relationships with GSA, AE, DoS bureaus and management officials and drafts activity reports, progress reports, management plans and other memorandum as necessary to accomplish projects.

Qualifications/Skills Required:

· Bachelor's degree in Architecture, Interior Design, Architectural Engineering, or a related degree with focus in facilities management. GPA of at least a 3.0 on a 4-point scale is preferred, but exceptions may be made for extenuating circumstances.

· PMP certification is required at start date or must be obtained within 12 months of hiring and kept up to date.

· Must have a minimum of two (2) years’ experience applying substantive expertise in a facilities project with an emphasis in facilities project planning, resource scheduling, cost monitoring, task assignment and timeline management, as well as project management experience

· Must have excellent customer service skills, excellent written and verbal communication skills, and strong analytic skills.

· Thorough knowledge of building codes, Americans with Disabilities (ADA) requirements, and working knowledge of information technology, mechanical, electrical or communication systems.

· Working knowledge of AutoCAD and Microsoft Office including Word, Excel, and PowerPoint.

PROJECT SUPPORT SPECIALIST

Grade Levels: I and II Assists project/program management and provides expert technical knowledge for the construction, testing, implementation, and activation of physical and logical interconnects between HST, annexes or other government agencies to include virtual circuit breakdowns, network schemes and network management requirements.

· Identifies and advises clients on capability, reliability, cost/benefit analysis and risks associated with new and existing technologies.

· Analyzes systems architecture and make strategic recommendations for technology implementation.

· Advises on program administration and management and comprehensive support in the design, implementation and maintenance of ADP security policies and plans within telecommunication and IT systems.

· Participates in and provides briefings and presentations to senior management.

Level II also:

· Provides expert level technical knowledge in the analysis and design of the physical WAN infrastructure, to include virtual WAN design and infrastructure cross connect requirements.

· Provides expert level technical and management services for the deployment of all types of encryption technologies to include voice, data, TYPE 1 encryption, PKI, E-Systems, and Red Phone switches.

· Devises project plans, project budgets, correspondence, and all project related documentation in accordance with DoS policies and procedures.

Qualifications/Skills Required:

· Skills to complete tasks in a creative and effective way.

· Ability to learn and apply an advanced understanding of the organization and its functional policies and processes,

· Demonstrated experience in managing dynamic calendars for management including event planning with external vendors, as well as advanced writing skills to compose more difficult, detailed correspondence and to recommend updates to department documents as needed.

· Intermediate to advanced knowledge of two or more Microsoft Office/PC applications, depending upon department or business needs.

· Requires ability to learn and apply an advanced understanding of a large, complex organization and its customers.

· BA/BS degree in related studies. Master’s degree preferred.

Additionally, broken down by Level, the Project Support Specialist is required to meet the below qualifications.

REALTY SPECIALIST

Prepares recommendations and policy proposals regarding all aspects of land acquisition, including transfers of military property, prospectus-level leases and legal authorities relating to the ability of DoS to acquire and develop real property. Works directly with the Division Chief and Office Director in the short and long-range planning for immediate and projected space requirements, including prospectus development, drafting of use permits and licenses, assignment memos, scopes of work and other technical documents.

· Assists in the planning, direction, coordination, implementation, and administration of DoS projects related to the acquisition, termination, construction, renovation, repair, and management of real property.

· Serves as a principal contact and liaison with GSA, the military, state and local agencies and the private sector.

· Develops housing plans, point papers, options and briefing documents reflecting all relevant issues.

· Researches, analyzes and evaluates interrelated work activities, programs, and management practices to effectively monitor and manage a project.

· Share information for all activities that affect rent and/or portfolio projections with appropriate RPM staff. Keep IRPMS as accurate as possible given knowledge at the time (i.e., providing guesstimate future rental rates when location is TBD).

· Develops standards and guidance for the improvement of lease procurement practices and methodologies, and innovative financial arrangements and performs all aspects of cost and price analyses to develop negotiation positions for lease realty projects and assigned broader customer needs involving integrated workplace solutions.

· Develops and evaluates new policies, methods, techniques, or criteria. Advises on the interpretation and implementation of new and/or revised procedures.

· Provides analytical, technical, consultative, and/or strategic business support to stakeholders and customers during project planning and throughout the lease procurement and space delivery process.

· Provides critical analyses of issues and required procedural recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of ongoing and/or new program issues.

Qualifications/Skills Required:

PMP certification is required at start date or must be obtained within 12 months of hiring and kept up to date. Additionally, three (3) years of specialized experience which includes (a) interpreting and applying laws, regulations and policies associated with real estate acquisitions and managing federal real estate projects, (b) performing the full range of real estate functions including lease acquisition, lease policy development, lease process improvement, lease project management, and lease systems implementation; (c) progressive experience in planning the scope and direction of acquisition and disposition programs. This experience must include the following:

· Managing, planning, developing, organizing, administering, and coordinating one or more complex real estate programs.

· Analyzing acquisition projects to determine real estate requirements and researching deeds and public records to determine ownership.

· Demonstrated experience assisting others with analyzing and applying real estate policies and procedures to include a basic understanding of plat mapping, and legal descriptions to include metes and bounds, rectangular survey, and lot and block.

· Skill in analyzing the effects of alternatives on program performance and mission accomplishment.

· Knowledge of real estate principles, policies, and methodologies.

INTERIOR DESIGNER/FURNITURE SPECIALIST

Grade Levels: I, II, III and IV Designs interiors of representational special areas, such as offices, conferences rooms, secure meeting facilities for Under Secretaries, Assistant Secretaries, and other senior staff. Leads projects involving the design of interior environments within facilities that promote the Department’s mission of diplomatic interaction with host nations. Influences new construction during all phases, representing user requirements and analysis of systems, materials, and furnishings appropriate to the office culture, environment, economy, and workforce.

· Leads studies conducted by multi-disciplinary teams of professionals and highly skilled individuals.

· Develops a combination of reports, meetings, site inspections including travel as needed, and other appropriate means and documentation related to Space Planning including developing Furniture Plans, Furniture Specifications, Timeline Requirements, and Presentations.

· Provides expert advice in the evaluation of proposals and assigned projects. Assists with space management issues; analyze space requirements, personnel and equipment needs, evaluate blocking plans for use and functionality, determine utilization rates, etc.

· Coordinates conducting of interviews and handles preparation of advice regarding functional adjacencies. Assists user in making determinations regarding space needs. Oversees the determination of the compatibility of existing space to organizational needs versus defining new space requirements.

· Develops comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities, and budget impact. Performs budget planning and execution to support each step-in development

· Acquires and manages fiscal resources for each major project interior design project.

· Responsible for all aspects of complex interior design projects from the planning stage through completion.

Levels III and IV also:

· Establishes evaluation criteria and measurements to assess projects on an ongoing basis.

· Provides project review oversight and revisions in scope, timelines, or budgets.

· Partners with the Facility Maintenance Services, Design & Construction Division, Security Management Division, Bureau of Diplomatic Security, and the Intelligence community and interacts with senior management and domestic tenants in the development, facilitation and coordination of programming documents and internal processes to acquire funding and project authorities.

· Organizes and guides the development of planning diagrams describing required adjacencies and stacking and blocking criteria as the basis for conceptual drawings.

Qualifications/Skills Required:

· Must be able to work as a technical expert and project manager with technical independence as a lead Interior Designer with little to no supervision.

· Experienced in developing interior design programs for construction and renovation projects, including the coordination of paints, wall coverings, floor and ceiling material, lighting, furniture and accessories, artwork, draperies, cubicles, etc.

· Mastery of developing of drawings in AutoCAD such as schematic block plans showing adequacies, architectural plans, demolition and build block plans, dimension plans, etc.

· Must be demonstrated experience in preparation and presentation of oral, written, and graphic design proposals.

· Must be proficient in AutoCAD, Microsoft Office and have experience in document control and management.

Additionally, broken down by Level, the Interior Designer/Furniture Specialist is required to meet the below qualifications.

SPACE PLANNER/DESIGNER – AUTOCAD/IWMS

Conducts surveys, analyzes functions, determines individual office requirements for specific office space, analyzes requirements for space alterations for telephone outlets, computer outlets, furniture, and equipment layouts. Responsible for producing accurate design plans utilizing the CAD Computer drafting system and preparing recommendations for specific design plans. Prepares reports and presentations on high level projects for review by senior level management. Reviews, analyzes, and develops methods to improve the accuracy, adequacy, timelines, and validity of data for dissemination to managers at all levels. Assists program managers in developing strategies for meeting space planning goals and objectives.

· Participates in engineering surveys and initiating, formulating, and adapting design plans, and specifications.

· Initiates professional application of the physical sciences, pertinent calculations, and sound judgment in compliance with existing directives, codes and precedents for new construction, modifications or alterations, additions to existing buildings, utility systems and building service equipment.

· Provides original detailed drawings utilizing resident AutoCAD computer system to provide the finished product.

· Prepares drawings, layouts, and plans for proposed additions, improvements, alterations, modification, and equipment installations, utilizing written specifications, photographs, sketches, models, stairways, platforms, structures, drainage patterns, plumbing, heating, air conditioning and electric systems.

· Prepares cost of materials, equipment, labor and maintains a database to determine cost trends in the local construction market.

· Prepares space programs, space planning, design sketches, and project management of renovation projects.

Qualifications/Skills Required:

· Must be able to draw using CAD from extensive existing file of floor plans, design drawings, and schematics for construction and renovation projects.

· Knowledge of GSA construction standards to accurately interpret drawings, specification, and schematics for renovation and construction projects.

· Experience creating design layouts and reports to present to executive leadership using Auto Computer Aided Design (CAD) and preparing drawings of utility systems, roadways, parking lots, and landscaping in addition to structural requirements.

· Experience in utilizing use Archibus and Integrated Workplace Management System (IWMS) applications.

· Experience developing activation spreadsheets for each project, plan procurement obligations, budgets, and resource requirements to activate new facilities.

· Experience in analyzing equipment requirements and how to integrate functions with appropriate capabilities of existing systems; as well as identifying building infrastructure requirements for equipment installation and provide to architect/engineering firms to be included in all design and construction documents.

· BA/BS degree in architectural engineering may be accepted as satisfying in full the basic Level I requirements.

IT SPECIALIST

Administers, develops, delivers, and supports information technology (IT) systems and services. The areas of focus include policy and planning, enterprise architecture, security, systems analysis, applications software, operating systems, network services, data management, internet, systems administration, and customer support.

· Manages the base LAN/WAN systems, designs and monitors new complex network systems, configures, and installs network hardware/software, and maintains LAN Operations.

· Performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems.

· Keeps abreast of emerging technology to predict future network needs.

· Participates in management discussions, meetings, committees, or special projects.

Qualifications/Skills Required:

Must have at least three (3) years of IT-related experience in the federal service or private or public sector. Additionally, specialized experience required includes:

· Knowledge of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.

· Knowledge of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems and security plans and procedures consistent with existing or planned network infrastructures,

· Knowledge of methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, and test and evaluation methods sufficient to install and operate large and complex network programs and provide technical guidance to others in designing, testing, operating, and maintaining network programs.

· Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.

· Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.

· Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

· BA/BS degree in computer science, engineering, information science, information systems management, or other related studies.

LEAN/AGILE PROJECT MANAGER

Works with both technology-focused and business-focused agile teams and agile release trains (teams of teams) in planning and executing work delivering value to the organization. Key functions include supporting clear and objective prioritization of work items, aligning work with high priority strategic goals, decomposing, and clarifying business value for technical work, as well as developing and using metrics to improve team and train performance.

· Supports the intake of taskers and Archibus program work into teams, ensuring alignment on tools and process and between the business processes and technology providers.

· Serves as Scrum Master to teams and/or Release Train Engineer to train as described by agile and scaled agile methodologies.

· Provides coaching to teams and team members to clarify roles/expectations and to resolve blockers.

· Works with Product Owners and Product Managers to ensure backlog is refined and demos/user acceptance is completed; identifies input and output criteria for accepting completed work and determines value has been delivered (definition of done, value statement/metrics).

· Assists teams in capturing and breaking down delivery of more complex requests that require coordination between teams. This is done through managing dependencies and by decomposing features to stories, splitting/slicing stories, identifying tasks.

· Facilitates team retrospectives and supports, trains, inspects, and adapts practices for continuous improvement.

· Gathers and analyzes performance metrics, such as team velocity, to forecast capacity so realistic commitments can be established to deliver on priorities.

ARCHITECT/GENERAL ENGINEER

Provides expertise, advisement, coordination, and recommendations on all phases of project development and implementation in direct support of the Bureau of Administration, Office of Operations (A/OPR). Serves as a Subject Matter Expert (SME), advise on architectural designs, project planning, space planning, building code analysis and compliance, and construction design reviews and oversight.

· Advises on the development and implementation comprehensive project schedules in MS Project including linkages, clusters and time sequencing and the presentation, review and tracking of approved project(s) changes and manages the production of updated schedules.

· Develops and/or reviews planning documents; reviews design concepts and detailed designs; conducts ADA building code compliance evaluations.

· Develops project budgets and independent cost estimates (ICEs) for projects; scopes of work (SOWs), cost benefit analysis; design life cycle cost estimates; and conducts technical and feasibility studies.

· Plans and coordinates a multidisciplinary project team, assists in the procurement of appropriate services by developing SOWs and ICEs for AE services, and negotiating with AE firms to satisfy project staffing requirements.

· Works closely with the key stakeholders in planning complex, high priority special projects involving A/OPR; coordinates the involvement of architectural, civil/structural, and specialty disciplines; and provides support in project planning, review, bid, and construction phases.

· Meets with all levels of DoS management to discuss project scheduling, project implementation and project management.

· Participate and present in briefings and presentations to senior management on project status.

Qualifications/Skills Required:

· Bachelor's degree in Architecture, Architectural Engineering, or related degree with focus in facilities management. GPA of at least a 3.0 on a 4-point scale is preferred.

· Project Management Professional (PMP) certification is required at start date or must be obtained within 12 months of hiring and kept up to date.

· Must have a minimum of two (2) years’ experience applying substantive expertise in a facilities project with an emphasis in facilities project planning, resource scheduling, cost monitoring, task assignment and timeline management, as well as project management experience.

· Must have knowledge of FAR Regulations and experience with LEED and sustainable design and construction.

· Mastery of project management concepts, methods, and best practices to provide expert guidance to A/OPR in meeting short- and long-term operational requirements and in developing plans that optimize operational efficiency and effectiveness in the assigned project management and support area.

· Mastery of the full range of principles, concepts, methods, and practices in project management required to oversee the planning and execution of operations and to ensure coordination with other related activities.

· Must have excellent customer service skills, excellent written and verbal communication skills, and strong analytic skills.

· Thorough knowledge of building codes, Americans with Disabilities (ADA) requirements, and working knowledge of information technology, mechanical, electrical or communication systems.

CONSTRUCTION PROJECT MANAGER

Grade Levels: I, II, and III Provides construction project management of a single major program or project or multiple projects. Plans, evaluates, and maintains technical surveillance over operations required to support the program/project goals and objectives.

· Maintains an open dialogue with the Department of State (DOS) Stakeholders and Management, particularly in areas relating to schedule slippage, cost issues, conflicts, performance, quality, and all other project issues and concerns. Notifies Management when problems arise and offers possible solutions.

· Reviews, interprets, and checks construction drawings, architectural plans, engineering drawings, and other specifications to ensure compliance; recommends corrective actions if necessary.

· Maintains updated schedule (including Government activities) throughout the course of the construction project.

· Prepares independent cost estimates, as well as monitors and inspects the work in progress to assure that work is being performed as planned and in compliance with contract specifications, safety regulations, and all applicable building codes and standards.

· Coordinates projects from inception to close out and updates project progress activities.

· Acts as liaison between construction contractor, DOS stakeholders, local authorities having jurisdiction, and all parties involved to meet project needs and requirements.

· Coordinates with Facilities Management to ensure that construction activities do not impact other facilities and tenants on site.

· Conducts daily inspections and document and reports progress and issues to Management.

· Coordinates with on-site Diplomatic Security to facilitate contractor’s access to the site.

Serves as the Allowances and Differential Policy Subject Matter Expert for the Office of Allowances. Develops administrative guidelines, standard operating procedures (SOPs) and internal and external training programs. Updates the Department of State Standardized Regulations (DSSR) to reflect changes in the law. The consultant may also travel on occasion with staff for overseas site visits.

· Provides support to new hire regional Analyst.

· Works in an interagency environment balancing differing agency positions to match overall policy goals.

· Develops and maintains training programs for new employees and trains new hire Regional Analysts.

· Updates SOPs to include but not limited to Rest and Recuperation (R&R) and per diem.

· Overseas travel may be required.

Qualifications/Skills Required:

· Minimum 10 years of experience developing and coordinating policies, regulations, standards, and procedures to administer the government-wide allowances and benefits program abroad under the Department of State Standardized Regulations (DSSR).

· Demonstrated experience in compiling statistics of living costs abroad, quarters allowances, hardship differentials, and danger pay allowances and computing the established allowances to compensate U.S. Government civilian employees for costs and hardships related to assignments abroad, assisting in the establishment of maximum per diem rates for foreign areas.

· Expert knowledge of the Department of State Standardized Regulations (DSSR) and Foreign Affairs Manual.

· Expertise in the methodology used to update the DSSR to reflect changes in the law.
