The crane must be a commercially available knuckle boom design with at least three years of documented operational service history under similar conditions. The crane shall be designed, constructed, and tested per American Petroleum Institute Specification 2C (Offshore Pedestal-mounted Crane, 8th Edition, 2020), and the manufacturer must hold an API Monogram License. Performance requirements include: 4,500-pound offboard lift at 16 feet outreach and 3,000-pound pier lift at 21 feet outreach; single-part rigging; winch hoist/lower speed of 0-40 fpm under full load; variable slew rate of 0-1.0 rpm; and boom luff elevation capability from 0 to 79 degrees. The crane must accommodate simultaneous operation of any two combined functions (hoisting, luffing, slewing, extension) at rated load and operate in Sea State 2 conditions with specified dynamic force parameters. Design specifications include 10-degree list and 5-degree trim vessel inclinations, intermediate duty cycle classification, and survival capability in six-foot significant wave height seas. The crane shall feature wired portable umbilical chest pack controls (no wireless controls), spring-returned-to-neutral function controls, anti-two-block alarm systems, spring-set hydraulically-released brakes with manual release, synthetic winch line meeting Cordage Institute Class II standards, and grease lubrication fittings with Monel or CRES construction as appropriate.

The contractor must submit test plans prior to first article and factory testing. Testing includes no-load tests, static load testing to 200% WLL (9,000 lbs), modified static/brake tests to 150% WLL (6,750 lbs), dynamic overload testing to 125% WLL (5,625 lbs), and rated load testing at 4,500 lbs, all conducted on a tilted test platform. Test reports must document setup procedures, timing logs, complete measurement records, anomalies, deviations, and photographic evidence. The contractor shall provide technical publications including step-by-step encoder and calibration instructions, software backup versions with detailed element descriptions, on-board repair parts lists for two-year shipboard maintenance, depot-level spare parts identification, and initial disposable spare parts sufficient for six months of operation. Quality assurance shall comply with ANSI/ASQC Q9003-1994, and all test equipment calibration must comply with ANSI/NCSL Z540-1 and be traceable to NIST. Preservation and packaging shall follow contractor standard commercial practices, and all containers must be marked with stock number, item name, model number, serial number, contract number, shipping weight, condition code, unit of issue, and Coast Guard material designation per specification D-000-0100 REV G; bar code labels are required and shall comply with the same specification.
