About this file

This is a System Specification document for the Homeland Security Cutter - Light (HSC-L) Icebreaker, providing comprehensive technical requirements for design and construction of the vessel under an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with the U.S. Coast Guard.

The specification establishes principal design features and performance requirements for a 65-70 foot icebreaker capable of maintaining 10 knots in seas with significant wave heights under one foot and traveling 720 nautical miles with a 10% fuel reserve. The vessel must accommodate a crew of no more than six personnel, operate for 700 hours annually over a 30-year service life, and maintain draft not exceeding 7 feet and fixed air draft not exceeding 20 feet. The propulsion system consists of two identical diesel engines (CAT C18, 670 BHP at 2,100 RPM) coupled to ZF W3350 reduction gears (3.0:1 ratio) driving matched right-hand and left-hand propellers. The vessel must operate on NATO F-76 fuel, Marine Gas Oil per ISO 8217 Grade DMA, and ASTM D975 Grade Number 2 Ultra Low Sulfur Diesel. Key operational capabilities include icebreaking in 12-inch level ice at 3 knots continuous speed, completing 180-degree turns in 140-foot waterways, anchoring in 40-knot winds, and towing vessels of equivalent displacement. The specification requires Ice Class IC construction per ABS Marine Vessel Rules Part 6-1-4, welded steel hull, and comprehensive systems for machinery cooling, propulsion control, HVAC, fuel systems, navigation, communications, fire suppression, and life-saving equipment. Design must accommodate ambient temperatures from -20°F to 95°F, seawater temperatures from 28°F to 85°F, and dynamic roll/pitch of up to 22.5 and 10 degrees respectively. The specification mandates human factors engineering compliance per ASTM F1166, reliability and maintainability standards, cybersecurity requirements, noise limits by compartment category, vibration acceptability criteria, and mechanical fastener specifications using primarily 316 stainless steel. All equipment must be current production models with at least five years of OEM support remaining at delivery and documented two-year operational history in commercial or government marine service.
