About this file

This is a Request for Proposals (RFP) document for the Homeland Security Cutter - Light Icebreaker (HSC-L) acquisition by the U.S. Coast Guard. The solicitation seeks an indefinite-delivery, indefinite-quantity (IDIQ) fixed-price contract with economic price adjustment for materials, structured across five one-year ordering periods. The Government commits to a minimum guarantee of design and engineering services plus four HSC-L vessels with associated long lead-time materials, with maximum contract ceiling to be determined at award. The contract employs a two-phase advisory down-select process, with Phase 1 proposals due by dates specified in amendment notices and Phase 2 due dates to follow.

The statement of work encompasses comprehensive design and engineering development, production of lead and follow vessels, long-lead-time materials procurement, technical data submissions, crew familiarization training, deep insurance spares, operational test support, vessel transport, special studies and events, capital expenditures, and display models. Key deliverables include design reviews (Preliminary, Critical, Production Readiness, and Test Readiness), integrated logistics support, configuration management, technical manuals, and system specifications. The contractor must manage all subcontractors, conduct required testing and trials, provide warranty support for a specified period, and deliver vessels complete with documentation and certifications. Pricing is provided for each ordering period ranging from $8.5 million to $9.5 million for base year supplies and services, with specific line items for subsequent phases including propulsion systems, cranes, electrical components, and training services as detailed in the pricing schedule.

TABLE OF CONTENTS

B.2 CONTRACT LINE-ITEM NUMBERS (CLINS)

B.3 ORDERING PERIOD PRICE TABLES

B.4 CONTRACT MINIMUM GUARANTEE AND MAXIMUM CONTRACT CEILING ... 4

B.1 CONTRACT TYPE

This contract is a Commercial Fixed Price with Economic Price Adjustment (FP-EPA) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Under the terms and conditions, the Government establishes a contractual vehicle with a commercial vendor, allowing for the procurement of supplies at pre-determined, fixed prices. EPA is planned to be applied to materials starting in Ordering Period 2. The IDIQ nature of the contract provides flexibility, enabling the Government to order an indefinite quantity of supplies during the contract period, within specified minimum and maximum limits. EPA addresses inflation risk for materials to the Offeror.

Individual requirements are fulfilled through the issuance of Delivery Orders, each of which will specify the exact quantity, scope, and schedule for the required supplies. Each Delivery Order placed under this contract will be awarded on a Fixed Price basis following the application of EPA for applicable periods, meaning the price is not subject to adjustment based on the Contractor’s actual costs incurred in performing the work.

B.2 CONTRACT LINE-ITEM NUMBERS (CLINS)

All Contract Line-Item Numbers (CLINs) associated with this contract are clearly delineated and identified within the Standard Form (SF) 33, which serves as the primary contractual document for commercial acquisitions. The SF-33 provides a summary of the contract’s essential terms and conditions, including the identification and description of each CLIN, which represents a distinct deliverable, or supply item to be provided under the contract.

In addition to their listing on the SF-33, the CLINs are further detailed in Section J, Attachment J-7 – “Pricing Schedule”. The Pricing Schedule provides a comprehensive breakdown of each CLIN, including the associated unit prices, quantities (where applicable), and any relevant pricing or performance information. This attachment serves as the authoritative reference for all pricing matters under the contract, ensuring transparency and consistency in the application of prices to individual Delivery Orders.

The USCG forfeits the right to unilaterally order any follow-on production if the corresponding Long Lead Time Materials has not been ordered, unless agreed upon by the Contractor.

B.3 ORDERING PERIOD PRICE TABLES

The following tables show the CLIN structure for the first ordering period (year one) and each subsequent ordering period.

B.4 CONTRACT MINIMUM GUARRANTY AND MAXIMUM CONTRACT CEILING

The minimum contract guarantee under this IDIQ contract is the procurement of Design and Engineering and four Homeland Security Cutter – Light Icebreakers (HSC-L) including the associated long lead time materials. This minimum guarantee represents the Government’s binding commitment to the Contractor, thereby satisfying the legal requirement for consideration and ensuring the Contractor receives a baseline level of business under the contract.

The contract establishes five ordering periods of one year each, commencing from the official date of award. During these periods, the Government may issue Delivery Orders for additional HSC-L or related supplies, as defined by the contract’s scope and within the established CLINs.

Each ordering period is structured with annual pricing, as detailed in the Section J, Attachment J- 7 – “Pricing Schedule”.

While the minimum guarantee obligates the Government to purchase at least four HSC-L, any additional orders beyond this minimum quantity will be determined solely by the Government’s operational requirements, funding availability, and mission priorities. The IDIQ contract structure provides the Government with maximum flexibility to respond to evolving needs without committing to quantities beyond the stated minimum. It is important to note that the Government bears no obligation to issue orders for any quantity greater than the minimum guarantee. Any further procurement will be at the Government’s discretion, and the Contractor is not entitled to compensation for quantities not ordered.

Maximum contract ceiling for this contract is [will be inserted at time of award]. The ordering periods for this contract shall total five years, with each ordering period being one year in duration, from the date of contract award.

Orders for supplies and services within the scope of this contract may be issued by the Government at any time during the ordering period. Orders issued during the ordering period but not completed within that period shall be completed in accordance with the terms and conditions of this contract.

C-2

C.1 [Orig] Background

(a) The U.S. Coast Guard maintains and operates icebreaking vessels to promote safe navigation and facilitate commerce in U.S. waters. These missions originate in Executive Order 7521 (21 Dec 1936), which directs the U.S. Coast Guard (USCG) to provide domestic icebreaking in ice-covered waterways to facilitate safe commercial navigation and prevent ice-related flooding. These missions prove critical to the Northeast region, where the economy depends on key shipping channels to maintain the transit of over 100 million tons of vital commodities annually.

The Homeland Security Cutter (HSC) program intends to develop a materiel solution to recapitalize the Coast Guard’s light icebreaking capability in Northeast region. The current 65-ft WYTL class of light domestic icebreakers has exceeded 50 years of service. The fleet can no longer meet mission or regulatory demands. The HSC-Light Icebreaker (HSC-L) program plans to acquire seven new vessels to carry on the light icebreaker mission.

C.2 [Orig] General Statement of Work
