About this file
This document is an attachment defining the Design and Readiness Review Requirements and Criteria for the USCG Homeland Security Cutter – Light Icebreaker (HSC-L) program, prepared by COMMANDANT (CG-SEA-A8). The attachment establishes entrance criteria, demonstration activities, and exit criteria across four major technical reviews: Preliminary Design Review (PDR), Critical Design Review (CDR), Production Readiness Review (PRR), and Test Readiness Review (TRR).
The PDR entrance criteria require the contractor to present technically feasible design changes, demonstrate balanced and convergent design characteristics across principal dimensions, arrangements, structures, weight, stability, propulsion and electric power systems, and incorporate vendor-furnished information for mission-critical equipment. The contractor must submit specified contract deliverables 15 days prior to PDR, establish verification planning efforts including modeling and simulation support, and resolve prior action items. During PDR, the contractor must conduct an Integrated Master Schedule (IMS) review, discuss software and cyber requirements, present Integrated Logistics Support strategy, Human Systems Integration and Safety approach, and provide risk assessment identifying top 10 critical risks. PDR exit criteria require the design to be a complete engineering description meeting HSC-L System Specification requirements, be producible per the contractor's build strategy, incorporate proven technology with demonstrated functional performance, and demonstrate achievable management plans and IMS.
CDR entrance criteria require successful PDR completion, closure of prior action items, development of mockups with Coast Guard feedback incorporated, submission of contract deliverables 15 days prior to CDR, and completion of engineering descriptions for all ship systems and subsystems. The contractor must demonstrate progress preparing production facilities, identify technical risks in the CRMP database with acceptable mitigation plans, and ensure the 3D Product Model has matured to verify arrangements meet design requirements with no equipment interferences. CDR activities include IMS updates, software and cyber requirements updates, ILS strategy updates, HSI and HFE approach updates, and continued 3D Product Model reviews. CDR exit criteria confirm equipment and systems incorporate proven technology, the ship design satisfies contract requirements, risk mitigation plans provide confidence for acceptable risk at PRR, and human engineering requirements are integrated into design supporting safe and efficient human performance.
PRR entrance criteria require closure of prior action items, successful CDR completion with all exit criteria met or approved resolution plans, establishment of the Developmental Configuration Baseline (DCB), submission of contract deliverables 15 days prior to PRR, and acceptance of the 3D Product Model and Construction Drawings for initial 90 days of production. The contractor must demonstrate progress preparing production facilities by submitting updated reports 7 days prior to PRR detailing major project milestones, risk and opportunity registers, and facility preparedness. PRR exit criteria require detailed work instructions, 3D Product Model output, and drawings supporting initial production to be reviewed and accepted without comments, with required contractor staffing levels established and qualifications verified for program management, engineering, and production trades. The contractor must complete facility preparedness assessment with Government participation, submit and have reviewed the IMS, document safety and HSI risks with acceptable mitigation plans, and achieve 3D Product Model maturity with all systems submitted and Government review completed.
TRR entrance criteria require completion of HSC-L construction with all systems groomed and verified, full integration and baselined design under formal configuration control with all Engineering Change Proposals and Request for Variances resolved, and all test plans, test cases, and test procedures fully drafted, reviewed, and approved no later than 60 days prior to TRR. The test environment must be fully set up and verified, all required test data generated and validated, and all test execution personnel identified and trained. During TRR, the contractor walks through all approved test plans and test cases, confirms test environment setup, and confirms personnel training and availability. TRR exit criteria require all critical action items, discrepancies, and risks identified during the review to be resolved or have formally approved mitigation plans. Table 1 provides detailed guidance on Contract Data Requirements Lists (CDRLs) required as entrance criteria for each design review, specifying 85 distinct deliverables across structural, machinery, electrical, electronics, and general arrangement categories with varying submission requirements across the four reviews.
