About this file
Summary
This is a Section 07 41 13 specification document for metal roof panels submitted by the California Department of Corrections and Rehabilitation (CDCR) for the San Quentin Rehabilitation Center (SQRC) Upper Yard Phase 2 project, identified as contract 24-026. The specification details the requirements for preformed metal roof systems with related flashings and accessory components, including structural standing seams with concealed attachment mechanisms. The project calls for pre-coated galvanized steel panels with nominal thicknesses of 0.03 inch (22 gauge), available in widths of 12, 16, or 18 inches, and heights of 2 to 3 inches, installed in single lengths without seams along the roof slope. Acceptable manufacturers include Centria (SRS 3 as basis of design), Atas International Inc. (Field-Lok FLS), Berridge Manufacturing Company (Zee-Lock), and Morin/Kingspan (SLR), with substitution procedures available for unlisted manufacturers. The specification requires comprehensive shop drawings showing fabrication and installation layouts, mockups of typical roof areas, and submittals of color and finish samples, installer qualifications, and warranty documentation.
The metal roof panel system must meet rigorous performance standards including structural compliance with ASTM E1592 testing, maximum deflection of L/180, wind uplift resistance per ASCE/SEI 7 and FM Global standards, a 250-pound concentrated load capacity, and Class A fire-test-response characteristics per ASTM E108. Energy performance requirements mandate EPA ENERGY STAR certification, a minimum Solar Reflectance Index of 29, and California Energy Commission compliance with initial solar reflectance of 0.70 and emissivity of 0.75. Additional performance criteria include air infiltration not exceeding 0.06 cfm/sq. ft., zero water penetration under static pressure testing, and 100,000 thermal cycles with no wear. Manufacturers must provide minimum 20-year warranties covering structural failures and material/workmanship defects, plus minimum 20-year finish warranties addressing color fading beyond 5 Hunter units, chalking exceeding No. 8 rating, and paint adhesion failures. Installation must follow manufacturer recommendations with UL-certified portable roll-forming equipment if field fabrication occurs, and all work requires inspection by the manufacturer's authorized field service representative with a written compliance report submitted to the CDCR Representative.
