About this file

This is a Bid Security Form for the Greater Orlando Aviation Authority (GOAA) related to the Airsides 1 & 3 Pond Dredging project (BP-00516) at Orlando International Airport. The form establishes the bid bond requirements and conditions that bidders must satisfy upon submission. The project involves stormwater pond dredging and embankment restoration, with bids due October 23, 2026 at 2:00 p.m. A mandatory site visit is scheduled for September 24, 2026 at 9:00 a.m., and questions must be submitted by October 12, 2026 at 5:00 p.m. Committee review is tentatively scheduled for November 17, 2026, with Aviation Authority Board approval anticipated for December 16, 2026. The contract duration is 210 calendar days to substantial completion from Notice to Proceed, followed by an additional 60 calendar days for final completion. The base bid scope includes sediment removal of approximately 41,500 cubic yards from four ponds, with additive alternate 1 covering approximately 26,000 cubic yards from three additional ponds.

The bid bond form requires the principal and surety to jointly bind themselves in a penal sum securing the bid submission. The bond becomes void if the principal executes the contract within ten business days of receiving the Notice of Intent to Award, furnishes required Performance and Payment Bonds, provides proof of satisfactory insurance coverage, and fulfills all other bid obligations. Liquidated damages are assessed at $5,600 per calendar day for delays beyond substantial completion and $2,800 per calendar day beyond final completion. A combined Local Developing Business (LDB) and Veteran Business Enterprise (VBE) participation goal of 2 percent applies to both the base bid and additive alternate 1. Bidders must provide proof of bondability and maintain comprehensive insurance including professional liability ($1 million), commercial general liability ($5 million), automobile liability ($5 million), and pollution liability ($1 million). Award is contingent upon receipt of grant funding from the Airport Improvement Program or Passenger Facility Charge Program.
