About this file

This file contains sealed architectural and engineering plans for a pavement rehabilitation project at the Madison Wetland Management District (WMD) Headquarters in South Dakota. The plans document the design specifications for reconstructing the approach road and parking lot serving the WMD Headquarters and United States Fish and Wildlife Service (USFWS) Visitor Center. The proposed pavement design consists of 3.5 inches of asphalt concrete pavement (ACP) over 4 inches of aggregate base material, with the parking lot installed at grade with the adjacent sidewalk and concrete trail.

The project scope includes reconstruction of the existing two-way, single-lane access road maintaining a consistent 14-foot roadway section, repair of the approach road apron between stations 106+02 and 106+74, and complete reconstruction of the existing parking lot with an asphalt apron on its east side. The updated parking layout will provide eighteen total parking stalls—nine on the north side (including one accessible stall) and nine on the south side—each measuring 10 feet by 20 feet. The northern edge of the parking area will maintain its existing tie-in elevation with the 6-foot sidewalk, while the parking surface will be regraded to a uniform 1.75% cross slope to eliminate the existing centerline grade break. These improvements are intended to enhance safety and mobility for staff and visitors accessing the Payne Waterfowl Production Area (WPA) while extending the service life of the road and parking lot surfaces.
