About this file

This is an evaluation and scoring rubric document for proposals submitted under the Washington State Department of Agriculture's Commodities Donation Grant Program. The scoring framework evaluates proposals across multiple mandatory and scored components including: Letter of Submittal, Business Information, Organizational Chart, Eligibility Requirements, Minimum Qualifications, Desirable Qualifications (16 possible points), Experience (24 possible points), Cost Percentages by Budget Category, Certifications and Assurances, Work Plan (60 possible points), and References.

The scoring criteria places significant emphasis on experience coordinating food collection and transportation, with specific focus on working with vulnerable farmers and food producers. Key evaluation areas include the organization's capability to handle large-volume food acquisitions, experience with food inventory management systems, food safety protocols, and statewide hunger relief network connections. The Work Plan section, worth up to 60 points, evaluates detailed implementation plans covering acquisition processes, food waste prevention methods, distribution logistics, inventory reporting, quality controls, and financial capabilities to operate on a reimbursement basis. The document emphasizes the importance of reaching tribal communities and working with minority, veteran, women, and tribal-owned food producers.
