About this file

This is a grant agreement template from the Washington State Department of Agriculture (WSDA) Food Assistance program for the Washington Commodities Donation Grant Program. The agreement outlines the terms and conditions for grantees who will procure and distribute Washington-grown produce, grains, and protein that would otherwise become food waste to hunger relief organizations. The performance period runs from January 1, 2025 through August 31, 2025, which includes a two-month fiscal closeout period, with eligible expenses only permitted between January 1, 2025 and June 30, 2025.

The agreement requires that 60% or more of grant funds be spent on food purchases. Allowable expenses include food procurement, staffing, storage, transportation, indirect costs, and operational expenses. The agreement is funded through the state's Climate Commitment Act (CCA) and requires extensive reporting on purchasing and distribution activities, including details about vendors, farmers/producers, food distributors, and distribution sites. Grantees must submit monthly invoices by the 20th of each following month and maintain detailed records of all transactions. The agreement includes requirements for insurance coverage, including minimum public liability insurance of $1,000,000 per occurrence and fidelity insurance for persons handling funds.
