About this file

This is an eligibility requirements and qualifications document (Attachment B) for RFP No. K5871 from the Washington State Department of Agriculture Food Assistance (WSDA FA) program. The document outlines three categories of requirements: Eligibility Requirements, Minimum Qualifications, and Desirable Qualifications for organizations seeking to participate in the Washington Commodities Donation Grant Program. Key requirements include being a Washington-based 501(c)(3) non-profit organization, maintaining active tax-exempt status, being registered with the Washington Secretary of State, becoming a licensed statewide vendor within 30 days of selection, and having at least three years of experience coordinating food collection and transportation to food banks.

The desirable qualifications emphasize organizations with five or more years of experience in food collection and distribution, capability to work with diverse food producers including minority and vulnerable farmers, ability to handle large-volume acquisitions, maintenance of an electronic inventory management system, and extensive knowledge of federal and state food safety regulations. Organizations must also demonstrate the ability to maintain proper insurance coverage for donated foods, operate an inventory tracking system, and provide detailed reporting to WSDA FA. The document is structured as a checklist with Yes/No responses for each requirement category.
