About this file

This is a Scope of Work document issued by Tuolumne County Health and Human Services for the development and operation of an affordable permanent housing project at 18740 State Highway 108 in Jamestown, California. The selected proposer will acquire, rehabilitate, and operate the County-owned property (APNs 059-050-030-000 & 059-050-031-000) to serve individuals displaced by Caltrans encampment resolutions and persons experiencing chronic homelessness. The project will prioritize residents exiting encampments in Tuolumne County and operate under a Housing First, low-barrier model integrating on-site supportive services, case management, behavioral-health linkages, and tenancy stabilization. The housing will maintain 100% affordability at or below 80% Area Median Income (AMI) with deed restrictions in perpetuity, and all residents must meet Encampment Resolution Fund (ERF) eligibility definitions. The proposal must include a development plan with site layout and occupancy timeline, an operating model and services plan detailing partnerships with County departments and community organizations, a comprehensive financial plan with audited financial statements and long-term operating pro formas, organizational qualifications demonstrating affordable housing development and federal grant management experience, and compliance commitments acknowledging the Surplus Land Act and County monitoring obligations.

Evaluation criteria are weighted as follows: Project Feasibility & Readiness (30%), Affordability & Population Targeting (25%), Supportive Services Integration (20%), Financial Capacity & Leverage (15%), and Organizational Experience, Performance & Compliance (10%). The County anticipates that ERF Round 3 Lookback resources may be available to support eligible project components including rehabilitation and affordable-housing costs, subject to California Department of Housing and Community Development (HCD) approval and compliance with all ERF program requirements. Proposers should not assume ERF funding is guaranteed and must identify how ERF funding could be leveraged while describing alternative or complementary funding sources to ensure overall project feasibility. No specific response deadline, site visit information, or bidders' conference details are provided in this document.

Tuolumne County Health and Human Services—18740 State Highway 108

Scope of Work

The selected proposer will acquire, rehabilitate, and operate the County-owned property at 18740 State Highway 108, Jamestown (APNs 059-050-030-000 & 059-050-031-000) as an affordable permanent housing project consistent with the County’s original Encampment Resolution Fund (ERF) Round 3 Lookback application.

The project will:

• Develop the current property into permanent units targeted to individuals displaced by Caltrans encampment resolutions and other persons experiencing chronic homelessness in Tuolumne County.

• Prioritize residents exiting encampments in Tuolumne County and ensure service coordination with the current County and community housing programs.

• Operate under a Housing First, low-barrier model that integrates on-site supportive services, case management, behavioral-health linkages, and tenancy stabilization consistent with the County’s Homeless Services System of Care.

• Maintain deed restrictions ensuring 100% affordable housing at or below 80% Area Median Income (AMI), with occupancy limited to persons who meet the ERF eligibility definitions.

• Coordinate reporting through Homeless Management Information System (HMIS) and relevant performance metrics for residents served, placements maintained, and returns to homelessness prevented.

• Comply with applicable California law and Fair Housing Standards.

Proposal Requirements

Proposals must include:

1. Development Plan – concept site layout, construction or rehabilitation scope, phasing, and anticipated occupancy timeline.

2. Operating Model & Services Plan – description of supportive-service delivery, detailed plan for working with partners (e.g., Health & Human Services Agency (HHSA) departments including Behavioral Health, Public Health, Social Services, and Veterans Services, Amador-Tuolumne Community Action Agency (ATCAA), Stanislaus Regional Housing Authority), staffing structure, and Housing First implementation.

Michelle Clark Do we need to include a period of time for how long they must operate it as permanent housing?

Tyler Jackson the deed is restricted to 80% AMI forever

3. Financial Plan – total project budget, leveraged funding sources, justification for additional funding needed, potential alternate funding sources, audited financial statements (or prepared by an independent CPA) for the past two most recent fiscal years—including balance sheet, income statement, and cash flow statement—and long-term operating pro forma demonstrating sustainability beyond grant terms.

4. Organizational Qualifications – experience developing and operating affordable or supportive housing and managing state or federal grants.

5. Compliance Commitments – sample Good Neighbor Policy, acknowledgment of Surplus Land Act, ERF grant deed restrictions, CEQA categorical exemption, and County monitoring obligations.

Encampment Resolution Fund (ERF) Considerations

The County anticipates that Encampment Resolution Fund (ERF) Round 3 Lookback resources may be available to support eligible components of the selected project, including but not limited to rehabilitation or affordable-housing related costs, subject to approval by the California Department of Housing and Community Development (HCD) and compliance with all ERF program requirements.

Proposers should not assume ERF funding is guaranteed. Final funding amounts, eligible uses, and timing are contingent upon HCD approval, project readiness, and alignment with the County’s approved ERF application and grant agreement.

Proposers should identify how ERF funding could be leveraged within their financial plan and describe alternative or complementary funding sources to ensure overall project feasibility.
