About this file
This is a Board of Supervisors Resolution from Tuolumne County, California, declaring a 1.18-acre parcel of land located at 18740 State Highway 108 in Jamestown as surplus property and authorizing the issuance of a Request for Proposals (RFP) for its disposition. The property, identified by Assessor's Parcel Numbers 059-050-030-000 and 059-050-031-000, is zoned as General Commercial District (C-1) and is not currently utilized by the County. County staff are authorized to conduct a 30-day RFP process to identify a qualified development partner to acquire, rehabilitate, and operate the site as a permanent affordable housing community for individuals experiencing homelessness. The selected proposer must develop the property as 100% affordable housing restricted to households at or below 80% Area Median Income, operate under a Housing First, low-barrier model, and coordinate closely with County departments and community partners to provide on-site supportive services and behavioral health connections.
The property was originally acquired using Encampment Resolution Fund (ERF) Round 3 Lookback grant funding from the California Department of Housing and Community Development and therefore must remain deed-restricted for affordable housing purposes. Any recommended award resulting from the RFP evaluation process must be submitted to HCD for review and approval in accordance with ERF grant requirements before final Board approval. The County views the current operation of the property as placing an undue burden on county resources and seeks to transfer the property to an experienced nonprofit or development organization capable of delivering a feasible, service-rich housing solution with measurable, long-term outcomes for the County's homelessness response system.
