About this file
This is a Public Notice of Intent to Sell Surplus Property issued by the County of Tuolumne, California, regarding the donation of a 1.18-acre parcel located at 18740 State Highway 108 in Jamestown, California (Assessor's Parcel Numbers 059-050-030-000 and 059-050-031-000). The property, zoned as C-1 (General Commercial District), is intended for development as affordable housing. Interested parties, including local public entities, the Department of Housing and Community Development, and housing sponsors, have 60 calendar days from October 7, 2025, to submit a written notice of interest to Annie Hockett, Health and Human Services Agency Director. Following the 60-day expression of interest period, a 90-day good faith negotiation period will commence if the County receives letters of interest, during which the County may negotiate with multiple entities to reach agreement on terms. A property tour is scheduled for October 17, 2025, from 10:00 AM to 11:00 AM for interested parties.
Priority consideration will be given to entities meeting the definition of Housing Sponsor under Health and Safety Code Section 50074 who are eligible to operate the property under the Encampment Resolution Fund Grant Program Round 3 Lookback Disbursement. The property will be restricted with an 80% Area Median Income (AMI) deed restriction and a 100% affordable housing deed restriction, requiring development of permanent supportive housing for individuals experiencing homelessness. If terms cannot be agreed upon during the 90-day negotiation period, the County may proceed with disposition of the property without further compliance with the Surplus Land Act and may initiate a competitive bidding process. The funding for the property acquisition was provided through the County's Encampment Resolution Fund Round 3 Lookback award, specifically designated for delivering stable, long-term housing with integrated supportive services under a Housing First, low-barrier model.
