About this file
This is a Scope of Work document for Project #620-15-111 to replace fused and obsolete electrical panels at the FDR Montrose Campus of the Hudson Valley Health Care System VA Medical Center in New York. The project involves replacing antiquated electrical panels and associated feeders and branch circuit wiring that are no longer VA compliant, including panels located in hallways/stairwells and aluminum wiring that must be replaced with copper.
The work encompasses 18 specific panelboards across Buildings 1, 3, 4, 5, 6, 7, 12, and 14 that must be relocated to suitable locations meeting NEC requirements. Key objectives include relocating hallway/electrical fused panels to dedicated electrical rooms or secured locations, replacing main feed and branch circuit wiring, and replacing fuse panels with circuit breaker panels. The contractor must furnish all new materials, equipment, supervision and labor, coordinate with the VA COR to minimize shutdown durations during construction, and comply with all VA, Federal, State and Local codes. Common issues documented across the panels include obsolete fuses, lack of proper grounding, undersized copper conductors, multiple circuits tapped off single fuses, abandoned conductors, and exposed openings requiring UL listed conduit plugs/caps.

Project # 620-15-111
Replace Fused and Obsolete Electrical Panels
FDR Montrose Campus
Scope of Work (Construction)
Electrical panels and associated feeders and branch circuit wiring have been identified as antiquated and in need of replacement. Fuse panels are no longer
VA compliant nor are panels located in hallways and stairwells. In addition to fused panels needing replacement, aluminum wiring is no longer VA compliant and requires identification and replacement with copper. This project will correct safety deficiencies thereby enhancing patient care with a more reliable and robust power distribution network.
The objectives are as follows:
- Relocate hallway and electrical fused panels to dedicated electrical room or secured location.
- Replacement of main feed and branch circuit wiring.
- Replacement of fuse panels with circuit breaker panels.
The Contractor will furnish all new materials, equipment, supervision, and labor necessary to accomplish the work as described in the contract documents and any amendments issued prior to the Bid opening for Project 620-15-111, Replace fused and Obsolete Electrical panels at Montrose Campus of the Hudson Valley Health Care System, New York.
Work shall comply with VA Contract documents, VA regulations, all Federal, State and Local codes including specific regulations related to working at the VA Medical Center at Montrose, NY
Contractor shall be responsible to complete the work within the contractual period of performance, and within the work hours as defined in the contract.
Contractor will be responsible to coordinate and schedule work to minimize to short duration any shutdowns. Phasing shall be coordinated with the VA COR to ensure minimal shutdowns during construction. See associated phasing documentation associated with the Construction Documents. Refer to section 1.9 for phasing.
The Bidding Contractors shall inspect the areas of work prior to bidding.
Scope of Work for the Base Bid includes the following description of work, and as defined in the contract documents but not limited to the following:
The following panelboards shall be replaced throughout Buildings 1, 3, 4, 5, 6, 7, 12, and
