About this file

This is a Scope of Work document for the Illinois Department of Natural Resources (IDNR) detailing requirements for printing and preparing deer permits in two categories: firearm permits and Chronic Wasting Disease (CWD) permits. The project requires the production of 405,000 firearm deer permits (225 cases of 1,800 labels each) and 50,400 CWD permits (28 cases of 1,800 labels each). All permits must be consecutively numbered, printed on 106# white Tyvek pressure-sensitive material with permanent adhesive, and tri-folded to exact specifications. The firearm permits must be numbered starting at 99000001 (8-digit), while CWD permits begin at 9900001 (7-digit). All labels require specific die cuts, perforations, and must properly process through Formax FD 676 bursters and FD 670-80 stackers. Permits must be packaged in plastic-lined boxes of 1,800 labels each, marked "DO NOT STACK MORE THAN TEN HIGH," with 4x6 box labels affixed to the narrow end. PDF proofs must be submitted to Zachary Strawn and Darren Lawary at the IDNR for approval prior to final production, and physical samples may be required.

The contractor must complete a minimum of 51% of the work in-house with no underruns or overruns permitted on any items. Labels will primarily be printed on IBM 6262 A 12 equipment with smaller quantities on OKI Microline 691 and 420 dot matrix printers. The vendor is responsible for all shipping costs, which must be included in per-item quotes at no additional cost to IDNR, and the winning bidder must deliver completed permits to the IDNR OSS Warehouse at Perschbacher Service Center in Pawnee, Illinois. In cases of product damage in transit or vendor error, return shipping costs are the vendor's responsibility. Invoices should be directed to DNR.OSSInvoice@Illinois.Gov.

The following is applicable to ALL items in this procurement:

NO UNDERRUNS OR OVERRUNS ALLOWED.

Subcontracting:

A minimum of fifty-one percent (51%) of the work shall be completed by the Prime Contractor on this project. Pursuant to (30 ILCS 500/1-15.17) the Contractor is the person having a contract with the Illinois Department of Natural Resources.

Packaging:

PRODUCT TO BE PLACED IN BOXES AND SECURED IN A MANOR THAT DOES NOT ALLOW FOR GAPS BETWEEN THE PERMITS AND THE WALLS OF THE BOX SO NO SHIFTING OCCURS DURING TRANSPORT. THE BOXES NEED TO BE ‘LINED’ IN PLASTIC BAGS BEFORE BEING PACKED IN BOXES OF 1,800 LABELS PER BOX, AND THEN THE PLASTIC BAGS NEED SECURED/TIED AT THE TOP WITH A ZIP-TIE OR SIMILAR DEVICE. DO NOT SHRINK-WRAP THE PERMITS AS THIS CAN DAMAGE THE CORNERS OF THE PERFORATIONS. See “Spec Attachment B - Boxing Standards” for boxing standards.

BOXES TO BE MARKED "DO NOT STACK MORE THAN TEN HIGH”. If the run of 1,800 permits has a natural break in the attached perforations, do not connect with tape, please mark the outside of the box with a label or stamp that reads “BREAK IN RUN”.

BOXES TO BE LABELED; See attachment in the specs titled “Spec Attachment A - BOX LABELS” for the formatting of the 4x6 label that will be attached to the narrow end of each box.

ALL PERMITS / LABELS NEED TO BE TRI-FOLDED IN A MANOR THAT PROVIDES CLEAN EDGES AND A UNIFORM STACK TO MAINTAIN INTEGRITY WITH NO RIPPING OR TEARING DURING SHIPPING AND HANDLING. See attached reference photos for quality control samples; damage to the corners, rips in the perforations, or a stack that does not fold cleanly onto itself can cause jamming in the track-fed printers. Folding issues can be determined by the cutting tool used to create the perforations. If a physical sample is needed to match the ties in the perforations, please advise prior to production and we will send a sample so the tooling can be matched. Improper folding, layering or ripping seams may result in a product that will not flow through the line matrix, track-fed printer, resulting in a “damaged” product.
