All crossing guard personnel must complete fingerprint background checks excluding registered sex offenders, narcotics offenders, and individuals convicted of offenses involving moral turpitude, felonies, or crimes against children, and must pass physical capability assessments. Contractors must comply with all applicable local, state, and federal minimum wage requirements and submit hourly rates for both school-year and summer services with annual price increases not exceeding 3% over the prior year's unit price. The RFP evaluation criteria weight service capabilities at 30%, experience and qualifications at 20%, execution plan at 20%, proposed compensation at 20%, and cover letter and compliance at 5%, with references comprising 5% of the evaluation. The specific contract award value is not disclosed in the RFP materials.
