About this file
This is a Scope of Services document for the City of Milpitas, California, outlining crossing guard service requirements for the traditional school year and summer school programs. The City seeks qualified contractors to provide crossing guard services at 37 designated sites throughout Milpitas, with an estimated 26,325 hours needed over the full 180-day school year and approximately 800 hours during the 25-day summer school term. Crossing guard personnel must be trained in California Department of Transportation School Crossing Guard Guidelines and the California Manual on Uniform Traffic Control Devices. The contractor must maintain flexibility to accommodate City requests for modifications to crossing guard hours and locations with sufficient advance notice, maintain supervisory personnel to oversee all activities, and keep adequate reserve personnel available for immediate deployment when scheduled crossing guards are unavailable. All crossing guards must be properly uniformed, present professional appearance, and remain assigned to their designated locations unless the City approves changes.
The contractor must conduct fingerprint background checks on all staff to exclude registered sex offenders, narcotics offenders, and individuals convicted of crimes involving moral turpitude, felonies, or crimes against children. The contractor shall ensure all crossing guards are physically capable of performing required job functions and shall provide all uniforms and weather-appropriate apparel making guards readily visible. A 24-hour answering service with established call-out procedures is required, and the contractor must comply with all applicable local, state, and federal minimum wage requirements as updated. The document emphasizes that contractor employees must work to the highest professional standards and act courteously and respectfully as public servants, with all crossing guards maintaining neat, clean, and well-groomed appearance while performing duties.
