About this file
This is a Scope of Work document for a Crossing Guard Services Request for Proposals issued by the City of Milpitas, California. The City seeks a qualified contractor to provide crossing guard services at 37 designated school crossing sites throughout Milpitas for a three-year contract period commencing August 1, 2026, and concluding July 31, 2029. The contractor must supply approximately 36 trained crossing guard personnel to provide an estimated 26,325 hours of service during the traditional 180-day school year, plus approximately 800 hours during summer school sessions over 25 days at select sites to be determined annually. All crossing guards must complete fingerprint background checks, physical assessments, and comprehensive training prior to beginning duties. The contractor is responsible for maintaining reserve personnel to ensure immediate coverage in the event of employee absences, establishing 24-hour answering service capabilities, and providing supervisory oversight to ensure compliance with all contract requirements and California pedestrian safety laws.
The contractor must furnish all crossing guards with standardized, weather-appropriate uniforms and apparel that ensures high visibility and professional appearance. Personnel must conduct themselves to the highest professional standards and work exclusively within Milpitas unless otherwise requested by individual employees. The City of Milpitas Police Department must approve any changes to staff assignments or crossing locations. The contractor must comply with all applicable local, state, and federal minimum wage requirements. The Scope of Work emphasizes that crossing guards remain employees of the contractor, not the City, and must receive training in general traffic safety, pedestrian safety, and motorist awareness. Qualified vendors should demonstrate prior experience providing crossing guard services to public entities in California.
