About this file
This Scope of Services document outlines crossing guard service requirements for the City of Milpitas, California. The City seeks a qualified contractor to provide crossing guard personnel at 37 designated school intersections across nine schools in the Milpitas Unified School District. The contractor must supply approximately 36 trained crossing guards to deliver an estimated 26,325 hours of services during the 180-day traditional school year (commencing August 1, 2026) and approximately 800 hours during 25-day summer school sessions for a total of roughly 27,125 hours annually. The contract term is three years (August 1, 2026 through July 31, 2029) with a City option to extend for an additional three-year period. The RFP question submission deadline is April 7, 2026 at 12:00 p.m. Pacific Time, and proposals must be submitted electronically through the City's OpenGov eProcurement portal by April 22, 2026 at 12:00 p.m. Pacific Time.
Proposers must submit hourly rates for both school-year and summer crossing guard services on the provided Cost Form, with Year 1 serving as the baseline and price increases in subsequent years capped at 3% over the prior year's unit price. The specific contract value is not disclosed; however, the estimated 27,125 annual service hours provide the basis for compensation proposals, with all costs for labor, materials, equipment, supervision, management, overhead, and profit included in pricing submissions. All crossing guards must pass fingerprint background checks excluding registered sex offenders and individuals with disqualifying criminal histories, complete physical assessments, receive training in California Department of Transportation School Crossing Guard Guidelines and the California Manual on Uniform Traffic Control Devices, and comply with all applicable local, state, and federal minimum wage requirements. The contractor must maintain supervisory personnel, reserve staff for immediate coverage, establish a 24-hour answering service, provide standardized weather-appropriate uniforms, and maintain current licensing, bonding, and worker's compensation insurance certification.
