About this file

This document is a Scope of Work and Specifications for a renovation project for the City of Meriden, Connecticut, located at the Meriden Public Library at 105 Miller Street. The project involves exterior building improvements, including concrete and masonry cleaning, joint sealant repairs, and roofing maintenance for an existing Firestone Platinum EPDM roof system installed in 2022 with a 30-year manufacturer's warranty. The work is to be implemented through a purchase order issued by the City of Meriden Finance Office, with Rawle Dummett serving as the Purchasing Officer.

The project specifications detail specific requirements for cleaning masonry surfaces using medium-pressure spray (400-800 psi), a specialized detergent solution, and careful cleaning techniques. Joint sealant work includes repairing and replacing deteriorated exterior weather sealants at various building penetrations and joints, using silicone-based sealants compatible with existing substrates. The roofing component requires a certified Firestone-designated installer to inspect the existing roof and perform any necessary repairs consistent with the current warranty. The total project cost is not explicitly stated, but the renovation aims to improve the exterior condition of the library building while maintaining the integrity of existing systems and warranties.

Specifications:

1.0.0 General Requirements

1.1.0 This project shall be implemented through a

purchase order issued by the office of the City of Meriden Finance Office, Rawle Dummett, Purchasing Officer, O 203 630 4115 email: rdummett@meridenct.gov.

2.0.0 Concrete & Masonry Cleaning

2.1.0 Summary - Includes cleaning of masonry and stone

surfaces.

2.2.0 Preinstallation Meeting - GC to prepare minimum

100 SF sample cleaning area for onsite review with Architect prior to implementing the work.

2.3.0 Definitions - Utilize Medum Pressure Spray (400 to

800 psi).

2.4.0 Quality Assurance – Prepare an approximately 25

SF mockup of cleaned area for each type of masonry and surface condition.

2.5.0 Cleaning Materials - Use potable water heated to a

temperature of 140 deg F with job mixed detergent solution prepared by mixing 2 cups (0.5 L) of tetrasodium pyrophosphate (TSPP), 1/2 cup (125 mL) of laundry detergent, and 20 quarts (20 L) of hot water for every 5 gal. (20 L) of solution required.

2.6.0 Protection - Comply with each manufacturer's

written instructions for protecting building and other surfaces against damage from exposure to its products. Prevent paint removers and chemical cleaning solutions from coming into contact with people, motor vehicles, landscaping, buildings, and other surfaces that could be harmed by such contact.

2.7.0 Cleaning General - Appearance Standard: Cleaned

surfaces are to have a uniform appearance as viewed from 20 feet (6 m)] away. Proceed with cleaning in an orderly manner; work from top to bottom and from one end of each elevation to the other. Ensure that dirty residues and rinse water do not wash over dry, cleaned surfaces. Use spray equipment that provides controlled application at volume and pressure indicated, measured at nozzle.

Adjust pressure and volume to ensure that cleaning methods do not damage surfaces, including joints.

2.8.0 Preliminary Cleaning - Before beginning general

cleaning, remove extraneous substances that are resistant to planned cleaning methods. Extraneous substances include paint, calking, asphalt, and tar.

2.9.0 Cleaning Masonry & Concrete - Detergent Cleaning:

Wet surface with hot water applied by low-pressure spray. Scrub surface with detergent solution using medium-soft brushes until soil is thoroughly dislodged and can be removed by rinsing. Use small brushes to remove soil from mortar joints and crevices. Dip brush in solution often to ensure that adequate fresh detergent is used and that surface remains wet. Rinse with hot water applied by medium-pressure spray to remove detergent solution and soil. Repeat cleaning procedure above where required to produce cleaning effect

3.0.0 Joint Sealants

3.1.0 Summary – Repair and/or replacement of deteriorated

exterior weather sealants at vents, grilles, louvers, parapets, facias, curbs, expansion joints and various r roof and wall penetrations.

3.2.0 Preinstallation Meeting – GC top identify and prepare

sample repair for minimum of 2 linear feet or occurrence at representative ‘deteriorated’ joint for onsite inspection prior to proceeding with the work.

3.3.0 General - Provide joint sealants, backings, and other

related materials that are compatible with one another and with joint substrates under conditions of service and application, as demonstrated by joint-sealant manufacturer, based on testing and field experience.

3.3.1 Color – Match existing subject to review and approval

by Architect.

3.4.0 Silicone - S, NS, 100/50, NT: Nonstaining, single-

component, nonsag, plus 100 percent and minus 50 percent movement capability, nontraffic-use, neutral-curing silicone joint sealant; ASTM C920, Type S, Grade NS, Class 100/50, Use NT.

3.5.0 Joint Sealant Backing - Sealant Backing Material, General: Nonstaining; compatible with joint substrates, sealants, primers, and other joint fillers; and approved for applications indicated by sealant manufacturer based on field experience and laboratory testing.

3.5.1 Cylindrical Sealant Backings: ASTM C1330 as

approved in writing by joint-sealant manufacturer for joint application indicated], and of size and density to control sealant depth and otherwise contribute to producing optimum sealant performance

3.5.2 Bond-Breaker Tape: Polyethylene tape or other plastic

tape recommended by sealant manufacturer for preventing sealant from adhering to rigid, inflexible joint-filler materials or joint surfaces at back of joint.

Provide self-adhesive tape where applicable.

3.6.0 Miscellaneous Materials -

3.6.1 Primer: Material recommended by joint-sealant

manufacturer where required for adhesion of sealant to joint substrates indicated, as determined from preconstruction joint-sealant-substrate tests and field tests

3.6.2 Cleaners for Nonporous Surfaces: Chemical cleaners

acceptable to manufacturers of sealants and sealant backing materials, free of oily residues or other substances capable of staining or harming joint substrates and adjacent nonporous surfaces in any way, and formulated to promote optimum adhesion of sealants to joint substrates

3.6.3 Masking Tape: Nonstaining, nonabsorbent material

compatible with joint sealants and surfaces adjacent to joints.

3.7.0 Surface Cleaning of Joints: Clean out joints

immediately before installing joint sealants to comply with joint-sealant manufacturer's written instructions and the following requirements

3.7.1 Remove all foreign material from joint substrates that

could interfere with adhesion of joint sealant, including dust, paints (except for permanent, protective coatings tested and approved for sealant adhesion and compatibility by sealant manufacturer), old joint sealants, oil, grease, waterproofing, water repellents, water, surface dirt, and frost.

3.7.2 Clean porous joint substrate surfaces by brushing, grinding, mechanical abrading, or a combination of these methods to produce a clean, sound substrate capable of developing optimum bond with joint sealants. Remove loose particles remaining after cleaning operations above by vacuuming or blowing out joints with oil-free compressed air. Porous joint substrates including Concrete & Masonry. Clean nonporous joint substrate surfaces with chemical cleaners or other means that do not stain, harm substrates, or leave residues capable of interfering with adhesion of joint sealants.

3.8.0 Installation - Comply with joint-sealant manufacturer's written installation instructions for products and applications. Install sealant backings of type indicated to support sealants during application and at position required to produce cross-sectional shapes and depths of installed sealants relative to joint widths that allow optimum sealant movement capability.

Immediately after sealant application and before skinning or curing begins, tool sealants to form smooth, uniform beads of configuration indicated; to eliminate air pockets; and to ensure contact and adhesion of sealant with sides of joint. Clean off excess sealant.
