About this file

This is a Schedule C Specification document for the Mississippi Department of Transportation (MDOT) RFP Department 171, Number 180000001125, detailing specifications for a roadway spray injection patch trailer (Specification #C36-0501.18). The specification requires contractors to provide a new, latest-model spray injection patcher trailer mounted on a dual-axle highway-rated trailer. The unit must include a 250-gallon ASME-certified pressure vessel tank with electric blanket heating capable of maintaining emulsion at operational temperatures as low as 5 degrees Fahrenheit, a diesel-powered engine rated at no more than 74 HP with automatic shutdown protection, and a three-section delivery boom designed to allow single-handed operation. Additional required components include a minimum 450 CFM blower, 15 CFM air compressor, aggregate delivery system with minimum 3.5-inch ID hose, heated emulsion nozzle with low-voltage DC heating, and a 13-gallon pressurized flush system for post-operation cleaning without disassembly requirements.

The specification mandates that all materials be Omaha Orange Dupont Acrylic painted with required safety decals and signage. The trailer must feature electric brakes with brake away protection, radial tires with spare, a 3-inch adjustable towing ring, 12-gauge steel fenders, and a directional arrow board. Electrical systems must comply with federal guidelines, including 7-way round pin Berg-type connectors wired per MDOT standards with independent turn signal and stop light wiring, soldered connections with heat shrink protection, and proper wire grounding and securing. The specification explicitly prohibits certain design elements, including heating probes instead of electric blankets, conveyors or augers in aggregate or emulsion delivery systems, pump-based flush systems, and Scotch locks or wire nuts for electrical connections. The referenced make and model is the Dura Patcher P2, though contractors may propose equivalent alternatives with justification.

1.2Trailer mounted and rated for highway use.
1.3Diesel powered with engine enclosure.
1.4Electric blanket heated emulsion tank.
1.5Emulsion working capacity of 250 gallons.
1.6Overnight electric heating for maintaining emulsion temp.
2.0Emulsion heating and storage:
2.1The tank must be a pressure vessel and be ASME certified
2.2The tank shall have 250 gallon capacity, 200PSI working pressure at 500 degrees
2.3Insulation shall be minimum R15 rated fiberglass insulation
2.4Loading hatch shall have a minimum filler opening of 12” and be equipped with t-bolt closures.
2.5Clean out valve shall be minimum of 3” and will be installed at the bottom of the tank.84600
2.6Tank will be wrapped with 2 electric blankets for overnight heating. Min. 1500W x (2) 120VAC. A thermostat and overnight heating extension cord will be included. Heating probes will not be considered for alternate as they do not allow tank pre heating and 100% use of emulsion tank volume.
2.7System must be capable of maintaining heat so as to allow operation of patcher in ambient temperatures as low as 5 degrees Fahrenheit.
3.0Delivery System:
3.1Trailer mounted hopper with integral screen with opening for slide gate
3.2Slide gate shall be air operated with min 4” stroke air ram.
3.3Venturi shall be designed to draw aggregate into air stream. Must have access panel.
3.4Aggregate delivery tube shall be a minimum 3.5” ID schedule 40 pipe 10 ft. in length. Designed to be rotatable for maximum life
3.5Aggregate delivery hose will be min. 3.5” ID. Non-kinking, plastic wire reinforced rubber neoprene-lined hose with a min. length of 164”.
3.6The delivery boom shall be a three section device that allows the operator to move throughout its full radius using only very light force from one hand, and shall be adjustable for height.
3.7The boom design must keep the boom and the operator well out of the adjoining lane and the operator must be capable of placing the nozzle tip on the center stripe of a multi-lane roadway without any portion of the boom, or the operator, intruding over the center stripe.
3.8A 12 volt pump shall circulate heat transfer oil through a pipe inside the emulsion tank and min. 3/8" diameter lines the full length of the hose to the emulsion nozzle, then back. All parts including: emulsion valves, hose, and nozzle will be heated by this hot fluid heating system
3.9The nozzle shall be designed so it diffuses/slows down the air stream at the tip to minimize overspray. The emulsion nozzle will be slotted to create a single fan of emulsion to properly coat the aggregate. The nozzle will be low voltage DC heated to prevent material build up during cold weather operation.
4.0Engine:
4.1The unit will be equipped with a water cooled direct injected, diesel engine. The engine will have spin-on type oil and fuel filters. Rubber isolation engine mounts are required
4.2The engine will be protected with an engine enclosure that is certified by the manufacturer.
