About this file
This is a presolicitation briefing document for NASA's Network Extension for User Continuity and Sustainability (NEXUS) Ka-Band Backward-Compatible Relay Acquisition under NextSTEP-3, Appendix E.
NASA seeks to procure capability development and in-flight relay capability demonstration for an end-to-end Ka-band bent pipe relay system, including space, ground, launch, integration, and operations elements that maintains backward compatibility with legacy Tracking and Data Relay Satellite (TDRS) users. The service volume covers altitudes from approximately 900 kilometers and specific latitude bands, with a 10-degree elevation angle constraint for ground station communications. Technology developed under this solicitation could potentially be operationalized for at least 15 years post-demonstration. The final solicitation is anticipated for release May 29–June 8, 2026, with proposals due June 26–July 7, 2026, and award anticipated before September 30, 2026. Anticipated page count limits for proposals are approximately 60 pages for the Technical Volume and 50 pages for the Management Volume (not-to-exceed amounts). Key evaluation criteria include past performance on recent relevant private industry and government contracts and technical evaluation factors. Contractors must propose a Statement of Work for each Contract Line Item Number (CLIN) aligned with the Statement of Objectives and Service Requirements Document. Intellectual Property content will be addressed in the Management Volume, while corporate contribution content will be addressed in the Price Volume. All official communications and announcements regarding this solicitation will be posted on SAM.gov and the NextSTEP website, with no external electronic communications permitted regarding solicitation status or planning.
