1.0 INTRODUCTION

Jenkins Environmental was retained by James Posey Associates to provide an evaluation of the presence of asbestos, and lead based paint in the upper and lower parking garage levels in Washington, D.C. It included the four floors of the parking garage which encompass 115,000 square feet below the judiciary building. It did not include inaccessible areas such as elevator equipment rooms. The purpose of this investigation was to determine the presence and condition of hazardous materials in the building prior to planned mechanical renovations. Mr. Larry Jenkins, an AHERA certified Asbestos Inspector and Management Planner, and licensed LBP Risk Assessor conducted this survey on October 4, 2012. He was assisted by Dan Lopez, P. E. of James Posey Associates.

This assessment is only designed for identification of hazardous material conditions at the time of this investigation. JEI does not assume responsibility for the discovery and elimination of potential hazards that could cause accidents, injuries, or damage. This assessment includes conditions, operations and practices as observed during the time of the site survey. Changes, procedural modifications or facility renovations made after the site assessment are not included.

-2-

2.0 SAMPLING METHODS

Asbestos

JEI was not provided with any information regarding asbestos in this building prior to the survey. Bulk samples were collected of suspect materials for asbestos with each given a unique number, placed in single whirlpak bags, sealed and sent to an accredited laboratory for analysis using Polarized Light Microscopy with dispersion staining techniques.

The facility was visually inspected to identify the locations of suspected asbestos-containing building materials (ACBM). The suspected ACBM was touched by the accredited inspector in order to determine whether the material was friable. Friable by definition means any material that can be crumbled, pulverized or reduced to powder by hand pressure.

Homogeneous areas, those areas of material that are uniform in color and texture, were identified for both friable and non-friable ACBM. Each homogeneous area was classified as one of the following three types of material as defined by EPA.

a. Surfacing Material (SM): Material that is sprayed-on, troweled on or otherwise applied to surfaces, such as acoustical plaster or other materials on surfaces for acoustical, fireproofing, or other purposes.

b. Thermal System Insulation (TSI): Material that is applied to pipes, fittings, boilers, breeching, tanks, ducts, or other interior structural components to prevent heat loss or gain, or water condensation, or for other purposes.

c. Miscellaneous Material (MISC): Interior building material that is on structural components, structural members or fixtures, such as floor and ceiling tiles and does not include surfacing material or thermal system insulation.

Lead Based Paint (LBP)

All lead paint was tested using a X-Ray Fluorescence Analyzer (LPA-1) manufactured by RMD, Inc. of Waltham, Massachusetts. The use of a portable, non-destructive testing device was selected due to its quick analysis and efficiency when compared to laboratory analysis. This report includes all readings, both positive and negative. Actual readings appear on an LCD display are recorded on site while a data logger can generate a final report once downloaded.

XRF results are identified as positive, negative, or inconclusive by the following rules:

“POSITIVE” refers to a sample that has a lead concentration of greater than 1.0 mg/cm² “NEGATIVE” refers to a sample that has lead concentration less than or equal to1.0 mg/cm²

-3-

3.0 SURVEY RESULTS

Asbestos

Seven (7) bulk samples were collected and analyzed for asbestos as part of this survey.

Lead-Based Paint

There were thirty-five (35) separate lead readings taken as shown on the Lead Based Paint - XRF Inspection Data. Six of these readings were calibration checks.

Lead Analysis

Due to the presence of positive readings of 0.9 mg/cm2 on several lengths of the existing sprinkler pipe, it was determined to have materials analysis performed on the pipe itself.

4.0 CONCLUSION

Jenkins Environmental was requested to evaluate the Thurgood Marshall Judiciary Building Garage for asbestos and lead based paint.

Asbestos

JEI’s inspectors conducted a thorough inspection of specified areas for this renovation as directed by the client. Seven (7) bulk samples were taken and submitted for analysis by an EPA certified laboratory.

Bulk samples were collected from window caulks, trim beads, trap insulation and door caulks.

The results indicate that there was no asbestos identified in any samples.

Lead Containing Paint

An X-ray fluorescent analyzer was utilized to test for the presence of lead paint. This survey consisted in testing

There were only a few sources of lead paint found in the 35 separate readings collected. The large yellow painted arrows on the concrete floor contain lead paint. No other yellow paint tested positive.

In addition, the sprinkler pipe itself was tested in 5 separate locations with all readings being 0.9 mg/cm2.

A 6” section of the sprinkler pipe was later provided to Jenkins Environmental for materials testing. It was shipped to an accredited materials testing laboratory in Hatfield, Pennsylvania. (Laboratory Testing, Inc).

The results included on page 10 of this report indicate that there is no lead in the sprinkler pipe. It is an iron based pipe.

No other surfaces showed any lead paint presence.
