Page 87 of the RFP, Section 2.1(D), includes requirements for Factor 4:

Management Approach and Key Personnel. This factor is not included in the list of proposal subsections in paragraph 2.0 and is not included in Section M. The requirements of this factor are extremely redundant with the other factors (key personnel resumes, management and safety information, etc.). Please advise whether submission of this factor is required. see attached revised section L and M

92 Grimberg Section M includes only Factors 1-3. Please provide evaluation criteria for Factors 4 and 5

93 Grimberg Factors 1 and 2: Is each requested resume limited to four pages, or are all resumes combined limited to four pages?

Please refer to question 86. Proposal submission shall not exceed

Response to Questions Phase II (two) Dated 5.20.2020

95 Grimberg

Factor 4 appears to require many of the same resumes as those submitted in Factors 1 and 2. Can the government confirm that it would like to see the same resumes submitted a second time in Factor 4? If so, can the government confirm that these resumes are excluded from the 10-page limitation associated with Factor 4?

Please refer to question 86. Proposal submission shall not exceed

96 Grimberg

Factor 4, D.2: For the subcontractor key personnel requirement, is the government looking for one resume (Supervisor/Superintendent/Foreman) or two (Supervisor/Superintendent AND Foreman)? The assumption is one, as the nearly identical Factor 2 requirement/language does not include a possible second position. If two are intended in Factor 4, D.2, would the government consider allowing subcontractors to provide only one resume for its principal on-site person? Subcontractors often combine these positions (supervisor/superintendent/foreman). Yes, the government wants the main on-site person resume.

97 Grimberg

Factor 5, E.1: Can the government confirm that it is not looking for the actual names of subcontractor firms that will perform each work activity? Subcontractor selection is usually made moments before proposal submission, as subcontractors are often reluctant to provide pricing and scope information until moments before the proposal submission deadline. Moreover, formal subcontractor reviews and selections often continue post-submission. These circumstances would make provision of actual subcontractor names for E.1, especially in light of an on-site delivery requirement, difficult or impossible unless offerors were to select subcontractors early and omit from consideration any subcontractors submitting materials close to the proposal submission deadline.

Doing so, however, often means that best value and lowest price subcontractors will be unavailable for a proposal, with the result often being higher pricing, incomplete subcontractor materials, and lesser value for the government.

Speicifc contractor names are not required for this factor. The intent is that the trade assocaited with the tasks are identified (i.e.

mechanical, electrical, etc). The specific company performing the action is not required.

98 Grimberg

Would the government consider allowing offerors to provide proposals via electronic delivery only, in lieu of on-site hard-copy and CD submissions? Because pricing often does not conclude until shortly before the submission deadline, it is difficult to complete hard copy pricing materials, update price proposal PDFs, and burn CDs on-site, close to the submission deadline. Our experience has been that electronic submission of proposals is a more streamlined process, especially for price submissions, and still provides the owner with all materials necessary for proposal evaluation.

please refer to question 31, all proposals shall be submitted on

USB.
