Request for Quotation Number SB1341-18-RQ-0158 Mock Task Order #2 Building 123 Secure Rooms
BACKGROUND:
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has a campus located in Gaithersburg, MD.
The Emergency Services Office (ESO), manages and maintains all aspects of the Security Systems that consists of the Security Network, Physical Access Control System (PACS) and Video Management Systems (VMS) for both campuses. This an accredited information technology system certified to operate on site and the database contains Privacy Act information as well as controls for the protection of high value assets and classified material located on site.
The Gaithersburg, MD campus is approximately 578 acres, constructed in the 1960’s, that is a secure federal facility closed to the general public that consists of multiple buildings with a perimeter fence with 3 gates. The campus has a Lenel OnGuard Physical Access Control System (PACS) with approximately 448 card readers and various auxiliary alarm points that was installed around 2003. The campus has a Pelco Endura Video Management System (VMS) with 120 cameras that are primarily IP based. Both systems are running both a separate, isolated Security Network on Cisco Routers/Switches placed throughout the buildings on campus. NIST OISM performs the Security Assessment & Authorization (SA&A) internally and the Security Systems Access Control Group performs all necessary POA&M remediation.
On August 27, 2004, Homeland Security Presidential Directive (HSPD), HSPD-12, Policy for a Common Identification Standard for Federal Employees and Contractors was promulgated. This directive has been implemented and maintained by all Federal agencies. To ensure Government-wide interoperability, all departments and agencies must acquire products and services that are approved to be compliant with the standard and included on the approved products list. The General Services Administration (GSA) certifies and maintains the approved products list (APL). The APL can be found on https://www.idmanagement.gov/ IDM/IDMFicamProductSearchPage. The products found on the APL are related to PACS Infrastructure and PACS PIV Readers. The primary components are Lenel access control boards, and HID card readers currently in use on the NIST campus.
OBJECTIVE
The objective of this effort is to enhance the physical security for various secure rooms located within Building 123 of the Gaithersburg, MD campus, implement automated functions, and improve the existing policies and procedures. All enhancements shall be connected to the existing Lenel PACS system.
TASKS
Task 1: Building 123 – Secure Rooms security enhancements.
The Contractor shall provide and install a Lenel panel location for all devices located within the security closet BXXX. All enclosures and equipment within the panel location shall be mounted on a 4’ x 8’ sheet of fire-rated plywood. All devices associated with the Lenel PACS system and Secure Rooms, within this project, shall be homerun to this panel location.
The Contractor shall provide and install a Cisco WS-C3850-24P-E network switch to connect to the network switch located in BXXX. The Contractor shall include the necessary SFPs & patch cords to connect via single mode, LC fiber termination and fiber run, less than 1000’. The connection must be made with existing NIST provided fiber optic cabling. The distance from patch panel to room is less than 10 meters.
The Contractor shall provide Cisco certified key personnel to perform the network switch setup to connect to the existing network. The Contractor shall provide a UPS to power the network switch and provide a minimum of 24-hour runtime in the event of power loss. The UPS shall also have the ability for additional battery backs to be added to support additional runtime in the future. The Contractor shall provide and install a lockable, rack/enclosure to house the network equipment.
The Contractor shall install a LNL-3300 Intelligent System Controller to support the additional Lenel hardware in Building 123. The Contractor shall provide and install two Altronix AL600ULX power supplies to provide power to the security devices. One power supply must be designated for the locking devices operating on 24VDC and one power supply must be for the Lenel hardware, and other remaining ancillary devices operating on 12VDC. Each power supply must provide a minimum of 8-hour battery backup in the event of AC power loss. Each security device powered shall be individually fused. Each power supply must have the “low battery” & “AC Loss” output alarms wired into the Lenel system for monitoring purposes. All enclosures shall be secured by key and equipped with tamper switches and be connected to the Lenel system for monitoring purposes.
At each of the following door locations listed below, the Contractor shall provide and install a multi-technology card reader, surface mount door contact, request to exit sensor & electrified strike. Additionally, the Contractor shall incorporate the ADA operation & integration into the wiring of the card reader to ensure full functionality of the door and alarms. The card reader shall require an “Access Granted” event before the ADA button will be active to open the door. Additionally, the Contractor shall ensure that “Forced Door” events are not triggered when the interior ADA buttons are triggered.
· Main Lobby Entry Door
· Rear Lobby Entry Door
· Corridor XX Entry
At each of the following door locations listed below, the Contractor shall provide and install a multi-technology card reader with keypad, surface mount door contact, request to exit sensor & electrified strike. Additionally, a Red/Green LED status plate shall be installed near the card reader. The LED status light shall indicate the status of the masking group for Armed/Disarmed.

· BXXX-2
· BXXX-3
· BXXX-4
· BXXX-5
At each of the following door locations listed below, the Contractor shall provide and install a door contact and local sounder.
· Side Corridor Emergency Exit A
· Side Corridor Emergency Exit B
At the Loading Dock Roll Up Door, the Contractor shall provide and install a multi-technology card reader and floor mount roll up door contact. The card reader shall be mounted on the interior of the building near the buttons to control the roll up door. The card reader shall control the “UP” button so that a card reader shall require an “Access Granted” event before the “UP” button will be enabled to open the door.
All security wiring shall be installed in conduit for cabling protection. The NIST Electric Shop will provide conduit from the panel location to a 4” x 4” junction box located at the door for each door location. The Contractor is responsible for extending the conduit and junction boxes as necessary at each door for the ancillary devices associated with each door.
The Contractor shall install End of Line (EOL) Supervision on all devices that are connected to an input point on the Lenel hardware. The supervision must be installed at the device to monitor for tampering of the cabling and wire connections.
At each of the following door locations listed below, the Contractor shall provide and install an interior dome mounted IP camera. Each camera shall support H.264, PoE, minimum 2 Megapixel and IR. The cameras shall be mounted in a location to provide the optimal view to ensure the best camera coverage. Each camera shall be homerun and connected to the network switch for connectivity to the NIST Campus Pelco Endura Video Management System. The cameras shall be integrated to the Lenel PACS system so that alarm events such as Access Denied, Door Forced, Door Held, etc. are linked for video review.
