STATEMENT OF WORK
BACKGROUND
The Department of Commerce (DOC)/National Institute of Standards and Technology (NIST), promotes United States innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve quality of life.
The Emergency Services Office (ESO) is responsible for delivering effective and efficient emergency and or electronic security services for the protection of NIST personnel, facilities, property, and activities for both the Gaithersburg, MD, and Boulder, CO campuses. ESO is responsible for all electronic security oversite which includes the management, evaluation, testing and control of NIST’s electronic physical security activities. ESO also manages the NIST Continuity of Operations Program (COOP). This program includes coordinating the efforts of NIST’s Emergency Planners/Coordinators, maintaining the NIST COOP Plan, conducting training, and preparedness exercises.
ESO provides security monitoring protection by means of a Physical Access Control System
(PACS), along with a Pelco Endura Video Management System (VMS) for site access control to physical resources located in a multiple-building, 600-acre research campus located in
Gaithersburg, MD. NIST ESO is solely responsible for the systems. The systems are accredited information technology systems that is certified to operate on-site at NIST.
The database contains information subject to the Privacy Act, as well as controls for the protection of high value assets and classified material. The PACS system was installed and became operational in 2002, and resides on an isolated TCP/IP network. It provides access control, ID video-badging, alarm monitoring, intrusion detection, and other asset protection. Access to the PACS system support components such as the network, routers, and server requires supervised administrative access and is highly restricted.
On August 27, 2004, Homeland Security Presidential Directive (HSPD), HSPD-12, Policy for a Common Identification Standard for Federal Employees and Contractors was promulgated.
This directive has been implemented and maintained by all Federal agencies. To ensure
Government-wide interoperability, all departments and agencies must acquire products and services that are approved to be compliant with the standard and included on the approved products list. The General Services Administration (GSA) certifies and maintains the approved products list (APL). The APL can be found on https://www.idmanagement.gov/
IDM/IDMFicamProductSearchPage. The products found on the APL are related to PACS
Infrastructure and PACS PIV Readers. The primary components are Lenel access control boards, and HID card readers currently in use on the NIST Gaithersburg campus.
NIST CAMPUS IN GAITHERSBURG, MD
The current access control application is Lenel OnGuard which is a commercial-off-the-shelf (COTS) product version 7.2.269. It operates on Microsoft SQL 2014 database engine that resides on a single server with a warm backup for redundancy. The system consists of 12 workstations that serve primarily as alarm monitoring, identification, and badging stations. The backbone of the system is comprised of a primary and backup server, more than 50 routers and network switches. The servers currently run Microsoft Windows
2012 R2 and the workstations operate with Windows 7 Pro 32/64 bit operating systems.
Recently the Windows 7 systems have begun to shift more towards Windows 10 as funds are available.
In addition to the PACS, ESO maintains a Pelco Endura Video Management System for the viewing and recording of cameras on campus. The Pelco VMS is comprised of over 120 analog and IP cameras, 3 multi-channel encoders, 8 VCD (Video Console Display) Units and other system components. The VMS currently retains over 60 days of continuous video footage from all cameras.

The third server, aside from the Lenel and the Pelco VMS, is an Application Management server. This server provides other network based services such as network monitoring software tools such as WhatsUpGold. WhatsUpGold is available via web portal through any security domain connected workstation, with a valid login for that application.
WhatsUpGold provides the ability to see a pictorial status of the network and devices and the status. Symantec Endpoint Protection Manager is used on all clients and servers to keep any virus or malware infections to a minimum as well as provide system, application, version, and log file monitoring.
The Emergency Services Office is also responsible for the maintenance, installation, and troubleshooting of the NIST Cyberlock (Wireless Lock) Project. This system is hosted on the NIST infrastructure and uses a primary as well as a test/dev virtual machine to run the application. The database for both systems is kept in a disjointed SQL server farm.
The locks are ASSA ABLOY IN120 wireless locksets with a custom NIST firmware. Since the locks reside on the NIST network the use of an elevated security certificate is needed.
The locks have macro email alerts for the organizational units they serve such as “Door
Forced Open, Invalid Access Attempt, Door Held Open, and Key Override as well as macro alerts that are sent to ESO for items such as “Battery Low, Battery Dead, and No
Communication.
The primary software for this system is RS2 AccessIT. RS2 is configured in a manner that lets designated users of other organizations use the web based portal to login, grant/ deny access to doors in their “Site” based on the need and whether the person is a contractor or a federal employee.
Most recently NIST has added Schlage wireless reader devices as a pilot program to the existing Lenel system. These readers are assigned to the main gate at the Gaithersburg campus for portable authentication of persons coming in via bus or van.
NIST CAMPUS IN BOULDER, CO
The current physical access control system (PACS) located in Boulder, CO is Hirsch
Velocity which is a commercial-off-the-shelf (COTS) product. It operates on Microsoft SQL
2012 database engine that resides on a cluster configured primary server with a cluster activated backup server for redundancy. The system consists of a number of workstations that serve primarily as alarm monitoring, badging, and identification.
The system is comprised of the primary and backup server, many routers and network switches. The servers currently run Microsoft Windows 2012 R2 and the workstations operate with Windows 7 Pro 32/64 bit operating systems. These physical systems along with the network devices are installed and maintained by another organization within NIST.
In addition to the PACS, ESO maintains an Avigilon Video Management System for the viewing and recording cameras on campus. The Avigilon VMS is comprised of over 120 analog and IP cameras, multi-channel encoders, and other system components. The VMS currently retains over 60 days of continuous video footage from all cameras.
The Emergency Services Office (ESO) is also responsible for the maintenance, installation, and troubleshooting of a KABA EPLEX and Trinity Series Wireless Locks.
These Locks are standalone devices and are updated by visiting each lock with a laptop through use of an infrared communicator.
Use of this contract for the NIST campus in Boulder, CO, is anticipated to be preventive maintenance, routine service and equipment, however, the Government reserves the right to require the Contractor to perform new installations.
PAGE 9 OF 61 SB134118RQ0158
OBJECTIVE
Federal Information Security Management Act (FISMA) guidelines require the annual review and mitigation of risks to maintain acceptable risk levels in a cost effective, timely, and efficient manner. The objective of this procurement is to establish a single indefinite delivery/indefinite quantity (IDIQ) type contract to support the current infrastructures as well as new security installations on the NIST campuses.
All new and existing security system infrastructure for the PACS, video management systems, all network devices including hardware, secure configurations, software, licensing, ancillary devices, as well as the NIST Cyberlock System and standalone KABA and Trilogy locks, as well as any remediation of deficiencies of these systems shall be covered under this IDIQ.
