Request for Quotation Number SB1341-18-RQ-0158
Amendment 004
1. The following requirement is hereby incorporated and made a part of the Statement of Work/General Requirements:
Security Requirements
As required by the statement of work, Contractor employees must have a Secret security clearance prior to the start of the contract period of performance. The
Department of Defense (DOD) 5220.22M National Industrial Security Program Operating
Manual (NISPOM), DD form 254 shall apply to the base period and all option periods of the contract. Reference the attached DD form 254.
2. The following questions and responses are hereby provided:
QUESTION #1: If we have already submitted a previous response to include Technical and
Pricing are we to submit all sections to the response again or simply the
“Go / No Go” section that amendment 2 addresses.
RESPONSE #1: How the quoter chooses to change their quotation is a business decision on the part of the quoter. If a quoter submitted a quotation previously, NIST will utilize that quotation in the absence of a subsequent submission.
QUESTION #2: Under Amendment 2 Mandatory Requirements and Required Documentation HSPD-12
“Certified Systems Integrator” The required documentation is a copy of reseller authorization or email from manufacturer. HSPD-12 Certified systems
Integrator is not a manufacturer and there is no one to get an email authorization from. Would evidence of our staff being a Certified Systems
Engineer ICAM PACS (CSEIP) be sufficient to meet this if not please provide what two other forms of evidence could be used as the ones provided are for a manufacturer not a certification.
RESPONSE #2: The CSEIP certification is a separate information request. A completed and accepted SIN 132-62 GSA issued certificate is acceptable. The Government reserves the right to verify this submission by utilizing https://www.gsaelibrary.gsa.gov/ElibMain/SinDetails?executeQuery=YES&scheduleNumber=70&fl ag=&filter=&specialItemNumber=132+62.
QUESTION #3: Under Amendment 2 Mandatory Requirements and Required Documentation UL 2050
Standards Certification for Closed Rooms and SCIFS The required documentation is a copy of reseller authorization or email from manufacturer. UL 2050 is not a manufacturer and there is no one to get an email authorization from. Would a copy of our UL CRZH certification or our
UL CRZH certification number suffice to show evidence that we meet this mandatory requirement?
RESPONSE #3: Yes. A copy of a completed and accepted UL- CRZH along with the approval/ application number is acceptable. The Government reserves the right to verify the submission by utilizing http://database.ul.com/cgibin/XYV/cgifind/LISEXT/1FRAME/srchres1.html https://www.gsaelibrary.gsa.gov/ElibMain/SinDetails?executeQuery=YES&scheduleNumber=70&flag=&filter=&specialItemNumber=132+62 https://www.gsaelibrary.gsa.gov/ElibMain/SinDetails?executeQuery=YES&scheduleNumber=70&flag=&filter=&specialItemNumber=132+62 http://database.ul.com/cgibin/XYV/cgifind/LISEXT/1FRAME/srchres1.html
QUESTION #4: Under Personnel Qualifications is the prime contractor to have a Secret
Clearance or higher and we are only to submit resumes of people who have all or part of the required Personnel Qualifications for Lenel, Pelco, CSEIP Certification, RS2, Assa Abloy, Cisco as well as an active Secret or higher certification? If so that may be overly restrictive to get competitive pricing from the industry. Will NIST consider changing this requirement to the “Prime has to have a Secret or higher facility level clearance and all people working on the project must have the ability to achieve / maintain a Secret or higher clearance.
RESPONSE #4 The solicitation requirements reflect the Government’s minimum needs for the required work and must be met.
QUESTION #5: Under Personnel Qualifications and from pricing and responding to the size and complexity of the mock task orders and the requirement for “Contractor to have sufficient number of personnel” four is listed as sufficient personnel. This seems like an extremely low number to perform two or three task orders at a time. Are we to show that we simply have four personnel and resumes who meet every Personnel Certification required with active
Secret clearance and if so - that again would be overly restrictive. Would
NIST allow us to submit a team of people who meet some of the qualifications but not all with a team in the end that is much larger than
4 and meets every personnel qualification spread across a team that could achieve either additional cortication’s or achieve Secret clearance.
RESPONSE #5 The solicitation requirements reflect the Government’s minimum needs for the required work and must be met.
QUESTION #6: The Colorado site for NIST utilizes a PACS system from IDENTIV which is stated in RFP but this is not required in new Go/NO GO Mandatory requirements or personnel qualifications. Yet NIST makes Lenel & RS2 PACS
System a requirement in both mandatory and personnel qualifications. How can NIST judge vendors that are not certified or qualified to perform work or sustain an IDENTIV which is similar to Lenel and RS2 an APL Approved
PACS system. IDENTIV runs the Colorado location. Is it NIST goal to remove IDENTIV and put in place Lenel or RS2. And if so should we be able to show how many of our Sufficient personnel are in Colorado as this would be a large and significant task.
RESPONSE #6: The primary workload of this IDIQ will be at the NIST Gaithersburg, MD site, and will heavily relate to the Lenel and RS2 systems. NIST has support staff in Boulder, CO that maintain the Hirsch systems. This procurement was developed for the support and maintenance of all of these systems. The intended contract will provide NIST the ability to request contractor support (parts, labor. etc.) in the event that a project beyond the size and scope of our current support is needed. The assumption that
NIST is looking to remove Hirsh and replace it with any of the other systems is not accurate.
QUESTION #7: General AMENDMENT 002/REQUEST FOR QUOTATION NUMBER SB1341-18-RQ-0158
Please be advised that the Government did not receive any quotations that
Met all of the mandatory requirements of the solicitation, based upon documentation provided in the go/no go volume of quotations. With the
Deleted section and the added section, the GO/NO Go portion has become even more restrictive to the point of limiting potential competitors. With the failure to find a quotation that met all mandatory requirements on the original submission would NIST consider making less unduly restrictive mandatory requirements for amendment 2.
RESPONSE #7: The mandatory requirements have not changed. The change that has been made is to the instructions to offerors addendum in an effort to further define the documentation that must be submitted to demonstrate compliance with the mandatory requirements.
QUESTION #8: Would NIST allow for an extension of at least 1 week post receipt of the answers to…potential contractor’s questions.
RESPONSE #8: See below.
QUESTION #9: HSPD-12 Certified Systems Integrator is GSA standard. There is no
Manufacturer that provides this authorization or certification. In lieu of this, is it acceptable that the bidder provide copies of GSA Certificate of Completion for HSPD-12 Special Item Number (SIN) 132-62 Vendor
Evaluation?
RESPONSE #9: Yes, a completed and accepted SIN 132-62 GSA issued certificate is acceptable. The Government reserves the right to verify the submission by utilizing https://www.gsaelibrary.gsa.gov/ElibMain/SinDetails?executeQuery=YES&scheduleNumber=70&fl ag=&filter=&specialItemNumber=132+62.
QUESTION #10: Underwriters Laboratories (UL) is not a Manufacturer, and does not have authorized resellers. Additionally, there is no UL 2050 Standards
Certification for Closed Rooms and SCIFs that are issued to UL certified
Alarm System Installers. Instead, UL issues a Companywide CRZH
Certification for [Burglar Alarm Systems] National Industrial Security
Systems. Under this CRZH Certification, Alarm Company Installers are authorized to complete UL 2050 Installations and Certification for Closed
Rooms and SCIFs. Will the Government accept a copy of this UL CRZH
Certification in lieu of the listed requirement?
RESPONSE #10: Yes, A copy of a completed and accepted UL- CRZH along with the approval/ application number is acceptable. The Government reserves the right to verify the submission by utilizing http://database.ul.com/cgi-bin/XYV/cgifind/LISEXT/1FRAME/srchres1.html
QUESTION #11: Contractors are unable to provide “proof of clearance level” without an
Agency issued DD254. Is it the Government intent to provide a DD254 to the awardee? Additionally, what type of, “proof of clearance level” will the
Government accept? Will the Government accept proof of clearance in the form of an approved Visit Authorization Request? Please specify.
RESPONSE #11: A DD254 has been completed by the Department of Commerce. The DD254 is attached. It is hereby incorporated and made a part of the solicitation.
