The above referenced solicitation is hereby amended to respond to questions submitted and extend the due date for quotations.
1. The following questions and responses are hereby provided:
QUESTION #1: RFQ, Page 30, Proposal Instructions. Please confirm that each mock task order quotation is limited to 5 pages each, to be included in the page count of the 30 for the technical response.
RESPONSE #1: The assertion of the potential quoter is not accurate. The five pages per mock task order is in addition to the 30 pages for the technical response.
QUESTION #2: RFQ, Page 30, Proposal Instructions. The price quotation for the Mock Task Orders should be included in the price volume as separate attachments.
RESPONSE #2: Correct.
QUESTION #3: …we need additional time and respectfully request a 2 week extension.
RESPONSE #3: The due date for quotations has been extended, however, not for two weeks.
QUESTION #3: Question 1 Pricing document quantitative information needed
0001 00002 00003 00004 0005
“The Contractor shall provide support for both existing and new security infrastructures at NIST campuses in accordance with the statement of work.”
Billing rates will be added at the time of award.
On page 30 - it states (4) PRICE QUOTATION – BASE CONTRACT
“Quoters must submit fully loaded hourly labor rates, including wages, indirect costs and profit for all labor categories proposed by the Contractor for the base period and each of the four one-year option periods. Labor categories must cover all required work”
In the following sections as part of “statement of work” the rfp lacks quantitative information in which bidders to derive price to fill in section 0001 0002 0003 0004 0005 the only item in the “statement of work” that is defined is under “Specific Requirements” is the “Kick-Off Meeting”.
All other items in the statement of work are not defined to the point that a quantitative calculation can be done and presented to NIST as a yearly price.
Status Meetings – Not defined as to the frequency are these Dailey – weekly – monthly – quarterly? This lacks quantitative information to accurately account for this in yearly proposed price.
Maintenance and Support -How often is maintenance required and of the 40 call orders that were awarded under SB1341-12-BR-0010 how many were Maintenance and how many were Support. This lacks quantitative information to accurately account for this in yearly proposed price.
New Installations – How many and what size new installation should we include in our yearly price. This lacks quantitative information to accurately account for this in yearly proposed price.
Telephone Support- How often is this required. Are we to have full time telephone support? This lacks quantitative information to accurately account for this in yearly proposed price.
Help Desk Support – How often is this required and are we to have a full time staffed “Help Desk dedicated to NIST” This lacks quantitative information to accurately account for this in yearly proposed price.
PAGE 2 OF 5 SB134118RQ0158001
Routine Service Calls - How often should we propose routine service calls will take place and what duration should we assume these will take. This lacks quantitative information to accurately account for this in yearly proposed price.
Preventive Maintenance – This not defined as to frequency is the preventative maintenance monthly / quarterly or yearly? This lacks quantitative information to accurately account for this in yearly proposed price.
Preventative Maintenance - Review and Verify - This not defined as to frequency is the preventative maintenance monthly / quarterly or yearly? This lacks quantitative information to accurately account for this in yearly proposed price.
Preventative Maintenance Clean/ Adjust and Inspect - This not defined as to frequency is the preventative maintenance monthly / quarterly or yearly? This lacks quantitative information to accurately account for this in yearly proposed price.
Design/Engineering Services for New Installations- This lacks quantitative information to accurately account for this in yearly proposed price. How much design and engineering services are required so that we can accurately account for this in a yearly price.
Assessment and Compliance Reviews – How often are the assessment and compliance reviews and what are the duration and who is required to be present? This lacks quantitative information to accurately account for this in yearly proposed price.
Software Licenses – Task orders “may” be issued for software licenses are we to include or not include in our pricing as part of our yearly price for the Lenel OnGuard -
Cisco Smart Net Coverage - Symantec Endpoint Protection - Traka Key Management -
WhatsUp Gold - RS2 AccessIT/ ASSA ABLOY Wireless Locks. This also does not include HIRSCH Velocity software listed and that system is listed as critical for
Colorado. – Please define as this currently quantitative information to accurately account for this in yearly proposed price.
New Installations- How many should we expect and what size are the new installations. Of the 40 call orders that were awarded under SB1341-12-BR-0010 how many of those were new installations. This lacks quantitative information to accurately account for this in yearly proposed price.
Key Personnel - “Project Manager” is this a full time Project Manager? Please define exactly how often a PM is needed as currently this lacks quantitative information to accurately account for this in yearly proposed price.
RESPONSE #3: The solicitation provides that the Government intends to award an indefinite delivery/indefinite quantity type contract. This contract type has a ceiling, however, does not have an annual price. Task orders may be issued for any of the task areas defined in the statement of work. The Contractor must ensure that billing rates/prices and discounts quoted are relevant to all task areas.
It is NIST’s understanding that software licenses are included with Hirsch
Velocity equipment. Therefore, separate license purchases are not required.
Regarding the Project Manager, the Government cannot comment on whether or not the Project Manager is full time as this is a business decision on the part of the
Contractor.
QUESTION #4: Hirsch Velocity
Page 9 NIST Campus in Colorado states it utilizes the Hirsch Velocity as the COTS product. On Page 11 HIRSCH is not listed under the Mandatory Requirements and manufactures. Do we not have to show that we meet the following for HIRSCH? “we the Contractor must demonstrate that they, including proposed consultants and/or subcontractors, collectively, meet all the following mandatory requirements. The
Contractor must maintain a team that collectively meets these requirements over the life of the contract to be able to support the Hirsch Velocity system? On page 14 NIST
PAGE 3 OF 5 SB134118RQ0158001
Defines Hirsch as a Critical System so I would believe that NIST would want this included.
RESPONSE #4: It is NIST’s intent to utilize the intended contract to purchase products and services listed in the statement of work for the Hirsch Velocity System utilized at the NIST campus in
Boulder, CO. While the solicitation requires that quoters have the capability to provide parts and service for the Hirsch Velocity System, this system has not been included under the mandatory requirements section of the statement of work. The mandatory requirements are also pertinent to the go/no go evaluation criteria.
Beyond the go/no go evaluation quoters must demonstrate their ability to meet all statement of work requirements, including providing parts and service for the Hirsch
Velocity System.
QUESTION #5: Question 3 Training to Diamond with Lenel
The RFP states on Page 11 - Certified Lenel OnGuard version 7.0 or later;
-Successfully completed Lenel OnGuard distance learning version 7.0 or later;
-Shall have a professional certification in all aspects of the Lenel Training;
-Diamond as well as an expert rating in Access Control.
Can NIST define “Diamond training” as it relates to Lenel. This may be another training by another UTC PACS product from Infographics?
RESPONSE #5: The Lenel Training Diamond is what is being referred to. Lenel recently changed the way certifications are classified and broken up. NIST wants to make sure all candidates are up to date and their training certifications and Distance Learning and reflect the latest training model shown on Lenel’s website.
The link to the Lenel Training Diamond is shown here.

Lenel Professional Certifications: https://www.lenel.com/training/lenel-certification-program/lenel-professional-certifications
QUESTION #6: Required Products and support accurate counts
To ascertain our risk or to predict the frequency of what we would have to provide can
NIST provide accurate counts for the material onsite
On Page 14 Required Products –
Can NIST provide bidders the counts of the products listed for NIST Gaithersburg MD &

NIST - Boulder, CO. It would be unfair to have the former contractor “Communication
Resources” who was awarded past contract SB1341-12-BR-0010 to have this critical information but not new bidders…
RESPONSE #6: This is an indefinite delivery/indefinite quantity type contract, with a contract ceiling of
$6.0M. Quoters must provide price information required by the solicitation. The solicitation includes a list of required products. All work will be task order driven and may or may not include any given product. The Government anticipates the best possible discounts and prices for all required products and services.
The Government does not affirm or deny the potential quoter’s assertion that the incumbent Contractor has knowledge of the total number of each component on each
NIST site.
2. The due date for quotations is hereby changed as follows:
DELETE: February 28, 2018, at 3:30 PM Eastern Time;
ADD: March 6, 2018, at 3:30 PM Eastern Time.
