Request for Quotation Number SB1341-18-RQ-0158 Mock Task Order #1 Building 1522 XXX Lab Security Upgrades
BACKGROUND
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has a campus located in Gaithersburg, MD.
The Emergency Services Office (ESO), manages and maintains all aspects of the Security Systems that consists of the Security Network, Physical Access Control System (PACS) and Video Management Systems (VMS) for both campuses. This an accredited information technology system certified to operate on site and the database contains Privacy Act information as well as controls for the protection of high value assets and classified material located on site.
The Gaithersburg, MD campus is approximately 578 acres, constructed in the 1960’s, that is a secure federal facility closed to the general public that consists of multiple buildings with a perimeter fence with 3 gates. The campus has a Lenel OnGuard Physical Access Control System (PACS) with approximately 448 card readers and various auxiliary alarm points that was installed around 2003. The campus has a Pelco Endura Video Management System (VMS) with 120 cameras that are primarily IP based. Both systems are running both a separate, isolated Security Network on Cisco Routers/Switches placed throughout the buildings on campus. NIST OISM performs the Security Assessment & Authorization (SA&A) internally and the Security Systems Access Control Group performs all necessary POA&M remediation.
On August 27, 2004, Homeland Security Presidential Directive (HSPD), HSPD-12, Policy for a Common Identification Standard for Federal Employees and Contractors was promulgated. This directive has been implemented and maintained by all Federal agencies. To ensure Government-wide interoperability, all departments and agencies must acquire products and services that are approved to be compliant with the standard and included on the approved products list. The General Services Administration (GSA) certifies and maintains the approved products list (APL). The APL can be found on https://www.idmanagement.gov/ IDM/IDMFicamProductSearchPage. The products found on the APL are related to PACS Infrastructure and PACS PIV Readers. The primary components are Lenel access control boards, and HID card readers currently in use on the NIST campus.
I. OBJECTIVE
The objective of this effort is to enhance the physical security for various secure rooms located within Building 1522 of the NIST, Gaithersburg, MD campus, and to implement automated functions and improve the existing policies and procedures. All enhancements shall be connected to the existing Lenel PACS system.
II. OVERVIEW
The Contractor shall perform the security upgrades NIST Gaithersburg, MD campus for Building 1522.
TASK 1: Building 1522 – XXX Lab security enhancements.
The Contractor shall expand the Lenel PACS System in Building 1522. The Contractor shall add the additional Lenel field hardware in room BXXX. All equipment cabling shall be homerun back to the room BXXX. The Contractor shall utilize the existing two Altronix AL600ULX power supplies to provide power to the security devices. One power supply must be designated for the locking devices operating on 24VDC and one power supply must be for the Lenel hardware and other remaining ancillary devices operating on 12VDC.
At the front door of Lab XXX, the Contractor shall provide and install a multi-technology card reader, surface mount door contact, request to exit sensor & electrified strike. Additionally, the Contractor shall incorporate the ADA operation & integration into the wiring of the card reader to ensure full functionality of the door and alarms. The card reader shall require an “Access Granted” event before the ADA button will be active to open the door. Additionally, the Contractor shall ensure that “Forced Door” events are not triggered when the interior ADA buttons are triggered.
At the rear door of Lab XXX, the Contractor shall provide and install a multi-technology card reader, surface mount door contact, request to exit sensor & electrified strike.
All security wiring shall be installed in conduit for cabling protection. The NIST Electric Shop will provide conduit from the panel location to a 4” x 4” junction box located at the door for each door location. The Contractor is responsible for extending the conduit and junction boxes as necessary at each door for the ancillary devices associated with each door.
The Contractor shall install End of Line (EOL) Supervision on all devices that are connected to an input point on the Lenel hardware. The supervision will be installed at the device to monitor for tampering of the cabling and wire connections.
At each of the following door locations listed below, the Contractor shall provide and install an interior dome mounted IP camera. Each camera shall support H.264, PoE, minimum 2 Megapixel and IR. The cameras shall be mounted in a location to provide the optimal view to ensure the best camera coverage. Each camera shall be homerun and connected to the network switch for connectivity to the NIST Campus Pelco Endura Video Management System. The cameras shall be integrated to the Lenel PACS system so that alarm events such as Access Denied, Door Forced, Door Held, etc. are linked for video review.

A testing access level for those doors will be created and assigned to the Contractor on-site for use/ testing. Testing of the readers must be confirmed by using both a PIV card and a NIST site badge for continuity.
The Contractor shall program all devices associated with this installation into the Lenel system into the Lenel Map Designer application. A floorplan drawing shall be provided by a member of the NIST/Security and Access Control Group, and loaded into the Lenel system as a map. The Contractor shall use the Map Designer program in the Lenel Suite to show where devices are located for use by the system administrators and police.
