Description of Modification/Amendment:
The above referneced solicitation is hereby amended to extend the due date for proposals, incorporate a site visit and respond to questions submitted.
Reference the attached pages for amendment details.
PAGE 3 OF 6 SB1341-12-RP-0002/002
1. The due date for proposals is hereby changed as follows:
FROM: Wednesday, February 15, 2012 at 3:30 PM Eastern Time;
TO: Wednesday, February 22, 2012 at 3:30 PM Eastern Time.
2. A site visit has been scheduled for this requirement. The following is hereby incorporated and made a part of the solicitation:
“SITE VISIT
A SITE VISIT will take place on Monday, February 13, 2012, at 1:00 PM Eastern Time. The site visit shall begin promptly at 1:00 PM. Attendees must be on-site by 1:00 PM or will be denied access to the site visit.
After checking in with the Visitor’s Center, attendees shall proceed to Building 301. The
Contract Specialist will meet all attendees at NIST, Building 301, Room B-174, 100 Bureau
Drive, Gaithersburg, Maryland.
The site visit shall allow offerors to view some NIST owned cylinders, and sample of the
Government furnished valve and safety cap. Potential offerors are strongly encouraged to attend the site visit. In no event shall failure to attend the site visit or view the equipment constitute grounds for a claim after contract award.
Offerors are advised that the terms and conditions of the RFP remain the same unless changed by amendment.
SITE VISIT REGISTRATION
Because of heightened security, Offerors who are planning to attend the site visit MUST e-mail their intention to attend to Carol Wood, at carol.wood@nist.gov, not later than
3:30 pm on Thursday, February 9, 2012, with the following information:
1) Company name
2) Names of all individuals attending the site visit
3) Country of Citizenship of all individuals attending the site visit*
*For non-US Citizens, the following additional information will be required:
1) Title
2) Employer/Sponsor
3) Address
Failure to register will result in individuals being denied access to NIST, and subsequently, the site visit. The Contract Specialist WILL NOT authorize site entry to non-registered parties on the day of the site visit. It is the sole responsibility of each offeror to register for the site visit.
Offerors must pick up a Visitor's Badge at the Visitor's Registration Center located at the Main Gate (Gate A, off Bureau Drive)
Please ensure all individuals bring photo identification or they will be denied access to the facility.
3. The following questions and answers are hereby provided. The Government will issue a subsequent amendment to respond to all “RESPONSE PENDING” questions.
QUESTION 1: Does the requirement to purge the cylinder 3 times apply to cylinder upgrades only, cylinder maintenance only, or all cylinders? If all cylinders, please confirm whether acetylene, CO2, and propane are excluded since these particular cylinders are not maintained in this fashion (Reference Section 4.4 iv – cylinder preparation)
RESPONSE 1: RESPONSE PENDING
PAGE 4 OF 6 SB1341-12-RP-0002/002
QUESTION 2: Please confirm that ultrasonic cylinder testing is acceptable for applicable cylinders.
RESPONSE 2: RESPONSE PENDING
QUESTION 3: How will NIST enter their order? Will NIST enter the order into our system or do we need to provide an interface for ordering between our system and Maximo? (4.5.2) RESPONSE 3: The statement of work addresses how orders may be placed. An interface between the Contractor’s System and Maximo is not a part of the solicitation.
QUESTION 4: What is the NIST Internal Barcode Number (i.e. physical label on cylinder or data entered by (RESERVED) or NIST into our system)? (4.5.1)
RESPONSE 4: RESPONSE PENDING
QUESTION 5: What data is included on the 4” x 6” label referenced in section 5.1.1 (a) and who generates this label?
RESPONSE 5: RESPONSE PENDING
QUESTION 6: Why do the RFP volumes in the schedule differ so much from the historic volumes?
RESPONSE 6: The intent of this question is not clear, however, it is noted that this requirement is being procured under procedures in FAR Part 15, Contracting by Negotiation.
QUESTION 7: Can you extend the bid close date so that we can have an ample amount of time to prepare the proposal after these questions are answered.
RESPONSE 7: The due date for proposals is extended through Wednesday, February 22, 2012.
QUESTION 8: We believe a mistake was made in regards to how FAR 52.247-66 was written in the RFP. We have seen the same FAR clause referenced before but it had always been in reference to lost cylinders. I double checked the clause and it refers to cylinders in “paragraph c” which are lost or damaged cylinders. Please double check to see if we are in agreement.
RESPONSE 8: The statement of work is correct as written. Please reference paragraph (b) of FAR 52.247-66.
Specifically:
“…No rental shall accrue to the Contractor in excess of the replacement value per cylinder specified in paragraph (c) of this clause…” Paragraph (c) identifies replacement values and references lost cylinders.
QUESTION 9: In the first paragraph of section 3.9 on page 22 within the General Requirements Section it is written that “All cylinders are delivered with working pressure gauges indicating that the tank is full”. Are all cylinders provided by the vendor required to have a built in regulator with pressure gauge? This is a huge requirement and would not be feasible for all gases.
RESPONSE 9: RESPONSE PENDING
QUESTION 10: In the second paragraph of section 4.2.2 on page 25 it is written that “the Government will pay demurrage up to the replacement value of the cylinder”. Does this clause end at the end of the Blanket Purchase Agreement? Does the Contractor have the ability to adjust replacement values with changes in replacement costs?
RESPONSE 10: Demurrage will be paid up to the replacement value of any given cylinder. At the end of the Blanket Purchase Agreement, the flat file provided by the Contractor will include all data and the demurrage paid will continue to be tracked through the tracking system. If the cylinder
PAGE 5 OF 6 SB1341-12-RP-0002/002
remains on-site at NIST an alternate means of payment will have to be explored. Offerors are required to submit replacement values for cylinders with their proposal. The Government will incorporate replacement values into the resultant BPA. The Government does not intend to re-negotiate these values over the life of the BPA.
QUESTION 11: Do you have the current prices for the products listed under SB1341-12-RP-0002, as well as the current suppliers.
RESPONSE 11: RESPONSE PENDING.
QUESTION 12: Could you please tell me who is the incumbent for Solicitation SB1341-12-RP-0002 and the value? I cant find any info in FPDS for the Gaithersburg delivery location. The title is Cylinder Gas Products and Services for NIST Gaithersburg.
RESPONSE 12: RESPONSE PENDING.
QUESTION 13 : Is there an estimated start date?
RESPONSE 13: Work shall commence upon award in accordance with the Statement of Work.
QUESTION 14: Are we able to schedule a site visit? If so, please advise what information you need.
RESPONSE 14: A site visit has been added. Reference information herein.
QUESTION 15: The following CLINS were noted on RFP_Attachment_IV, but not on the RFP. Please advise if there are CLIN numbers assigned for the four option years.
CLIN SUPPLIES/ SERVICES

0002G DEMURRAGE CHARGE FOR LINE ITEM 0002C 180 days
0002H DEMURRGE CHARGE FOR LINE ITEM 0002D 365 days
RESPONSE 15: The Line Item schedule is correct as written, Attachment IV is for price evaluation. Quoters must provide pricing in the line item schedule and in accordance with the instructions provided in the solicitation.
QUESTION 16: Will it be possible to visit NIST prior to Feb 15th to view the existing inventory or newly sourced valves and protection caps? This will allow us to assess the level of work involved to install in the NIST owned cylinders.
RESPONSE 16: A site visit has been added. Reference information herein.
QUESTION 17: What is the volume of gas required for Methane #100027 and the technical specifications (ie purity in %)? For Line item 0002C & 0002D, what size cylinder is required, analytical accuracy, and any other relevant technical specifications.
RESPONSE 17: RESPONSE PENDING.
PAGE 6 OF 6 SB1341-12-RP-0002/002
QUESTION 18: Furthermore, the quantities list in Attachment IV - Price Evaluation seem rather low for a 5 year period for Gaithersburg location. Is it possible the quantities listed are per year vs. over the 5 year period?
RESPONSE 18: Please review the solicitation re-Attachment IV. This attachment is explained in the Instructions and reference the response to question 15.
4. The following is hereby noted with respect to the release of the solicitation:
The solicitation is 100% set-aside for small business. The question was asked if the solicitation would be converted to full & open competition.
The Government does not intend to convert the solicitation to full and open competition. It is noted that the non-manufacturer rule is waived by the Small Business Administration for NAICS code 325120. The prime contractor must be a small business in accordance with the NAICS code. However, both the manufacturer and distributor of the required products and services do not have to be a small business in accordance with the NAICS code.
